Interview of Long Range Finance Committee Candidates
Budget Work Session
June 22, 1992
The interview session was called to order at 6:10 p.m. by Mayor
McTaggart at the Hesse Park Community Center, 29301 Hawthorne
Boulevard.
PRESENT: BROOKS ( arrived 6:30 p . m .) , RYAN, KUYKENDALL ,
BACHARACH and MAYOR McTAGGART
The following candidates were interviewed for the Committee:

The following candidates did not appear for the interview:

RECESS AND RE CONVENE : A fifteen-minute recess was called
at 7:15 p.m.
BUDGET WORK SESSION
Fiscal Year 1992 -93 Budget
Also present for the budget work session were City Manager Paul
Bussey, Deputy City Manager Mark Rohloff, Finance Officer Brent
Mattingly, Recreation and Parks Director Mary Thomas, and
Assistant to the City Manager Pam Anti 1.
City Manager Bussey disclosed that the State will probably remove
additional funds from the City, and that this new information had
rendered the current budget proposal outdated. Mr. Bussey also
projected that if the new cuts had to be made entirely out of the

proposed budget, all sheriff's services, road repairs and
recreational services would have to be eliminated, and he
definitively stated that there would be no salary increases in
this year.
REVENUES
New Property Tax Revenue (602)
City Manager Bussey asked for Council direction regarding
possible institution of a utility tax, as the failure of the
parcel tax measure and loss of other State funds made it
impossible to present a balanced budget. Mr. Bussey also stated
that the Council did have the legal ability to insitute a parcel
or utility tax.
Proposition "A" Transit Funds (15 0 5 )
Council agreed on the need to sell the current Proposition "A"
transit reserves, except that the current funding level would be
maintained.
It was moved by Councilman Kuykendall, seconded by Councilman
Ryan and passed unanimously, to direct the staff to actively seek
to trade the City's reserve funds immediately,
Public Art Funds (12 01)
Council agreed to wait until the next budget work session for
Committee recommendations. They then discussed the ramifications
of using these funds for urgent City needs rather than public
art.
Environmental Excise Tax (1501)
If Council so desired, Mr. Bussey stated that use of these funds
should be designated as a "loan ", and transferred on a loan
basis. Council agreed that there were important designated uses
for these specific funds, and therefore they should be held as is
for now.
EXPENDITURES
Council agreed that discussion on most of these items should wait
until the final State decision is made,

Code Enforcement (1203 )
Councilman Kuykendall moved to rearrange the Planning Department
so that there would be two full time Code Enforcement officers at
all times, and to require a report back to the Council on the
actual expenses incurred and revenues gained after a six month
period of implementation. Councilman Ryan seconded the motion,
which passed on a unanimous roll call vote.
Student and the Law Program (3 0 5 )
Councilwoman Brooks moved to eliminate this program, and Mayor
McTaggart seconded her motion, which passed without objection.
Mayor McTaggart suggested that the Western Avenue merchants
association should underwrite the holiday foot patrol.
MISCELLANEOUS TRANSFERS
Video Productions (305)
Council suggested establishment of a small contingency fund,
useable through special council order only, for videotaping of
special City meetings. Mayor McTaggart directed the staff to
look into hiring professionals or talented amateurs to man the
cameras for these events.
Animal Control Services (104 )
Councilwoman Brooks moved to adopt the staff recommendation to
eliminate one rabies clinic, to coordinate clinics with other
cities, to have the licensing done by the SPCA, and to reduce
coverage to 35 hours per week. The motion was seconded by :
Councilman Kuykendall and carried.
Equipment Replacement Fund
Council agreed with staff recommendation on this item.
Recreation (12 01)
Councilman Kuykendall moved staff recommendation on the program
for 1993, Councilman Ryan seconded, and the motion carried
without objection,

Special Events ( 305 )
Council suggested getting public groups to take over the special
events,
Reach Program `1201)
Council suggested charging full cost of the program to non-
residents, and Director Thomas suggested doing the same thing on
all City programs, and she stated that certain facilities did not
need full -time help, but that any change in park hours should be
announced in the local paper.
ADJOURNMENT
At 9:50 p.m., on the motion of Councilman Ryan, seconded by
Councilwoman Brooks, the work session was adjourned to Saturday,
June 27th,
