CC MINS 19920504MINUTES RANCHO PALOS `TERDES CITY COUNCIL WORK SESSION MSI COST CONTROL STUDY /FEE STUDY MAY 41 1992 The meeting was called to order at 7:00 P.M. by Mayor McTaggart at Hesse Park, 29301 Hawthorne Boulevard. PRESENT McTaggart, Brooks, Ryan Bacharach (arrived late), Kuykendall (arrived late) ABSENT None Also present were City Manager Paul Bussey and Deputy City Manager Mark Rohloff, Environmental Services Director Dudley Onderdonk, Recreation and Parks Director Mary Thomas, Public Works Director Trent Pulliam and Finance Officer Brent Mattingly. Mr. Rick Kerner, president of MSI, reviewed the initial discussions regarding the Proposition 4 requirements for tax and fee revenue monitoring, and stated he would review fee recovery on each service center so that staff could use the information to generate policies in the form of proposed ordinances, and draft resolutions to implement fees based on the recovery recommendations. The following service centers were discussed by the Council: MSI # Service Center 5 -001 Certificate of Compliance Review It was noted that the number of service units on this center was very low, and did not adversely affect homeowners, and it was agreed to accept MSI's recommendation. 5 -002 Appealable Coastal Permit Staff Review Council suggested looking into time and action justifications, and possibly layering fees, but agreed this should see 100% recovery of costs. B -003 Non - Appealable Coastal Permit Staff Review MSI noted that this was so rare it is a dummy unit to help structure the recommendations. 5 -023 Appealable Coastal Permit, P.C. Review 5 -024 Non- Appealable Coastal Permit, P.C. Review Council requested further examination of all four coastal permit activities with regards to time and activities allocations. 5 -004 Fence,. Wall & Hedge Permit Review Two specific points were brought out about the fees on this service center -- one, that there is a problem with the neighbors not sharing the cost on this since the whole community benefits, and two, that because the City policy is to protect views, it should help the residents that are putting up a second story or fence with the costs. Council then agreed to only discuss service centers in which they disagreed with or had further comments on MSI's recommendations: 5 -014 Sign Permit Review /P.C. 5 -015 Temporary Sign Permit Review /P.C. 5 -016 Sign Permit Review /Staff 5 -017 Temporary Sign Permit Review /Staff Council suggested comparing recommended service center costs to those imposed by the City of Los Angeles, and stated that the priority was not to overtax the City's merchants. 5 -022 Street Tree Permit Review Council suggested looking at a surcharge for extra trees, and not penalizing for removing trees. S -033 Height variation Review 5 -044 view Restoration Permit Review Council agreed the fees on these service centers were too high, and may be construed as an attempt to thwart the ordinance. They suggested setting the fees at 50% of the recommendation, removing the City Attorney's cost from the process time, and examining co- applicant aspects of these and other centers to see if that is why the fees seem so high on some of them. S -051 Building and Grading Plan Check At Council's suggestion, MSI will examine this service center to see if it needs to be raised to cover the contractor and the City costs. 5 -061 Municipal Cd /Local Ord. Enforcement Council suggested a penalty be imposed for non- compliance with permit regulations. RPV City Council Work Session MSI Cost Control /Fee Study May 4, 1992 S-062 Loud Party Noise Abatement Council suggested structuring this service center the same as the false alarm one- -with a constant user fee, structured cumulatively, not just counted on the same night, or to examine actual cost based on required response. LEISURE AND CULTURAL SERVICES: The City Manager noted that these are market - driven service centers, and suggested that Council specify long -term goals, and to then let staff work towards achieving that goal, rather than just mandate inflexible cost recoveries. MSI stated they would come back with adjusted numbers on these service centers. MAINTENANCE SERVICES: Council noted that S -090 (Median, Parkway, Roadside Maintenance) , 5 -091 (Street Tree Maintenance) and 5 -092 (Trails Maintenance) could be placed in a landscape district for budget purposes. They also pointed out that S -089 (Storm Drainage) might become a separate issue if it became an assessment district, and that all assessment districts could eventually be consolidated to save on overhead. 5 -101 Document Printing /Copying Council suggested a frequent user charge on this center - -still observing customer service while the frequent user pay for their demand of the service. AUDIENCE COMMENTS There was no response to the Mayor's call for audience comments. ADJOURNMENT The meeting was adjourned at 9:30 p.m. on motion of Councilwoman Bacharach, seconded by Councilman ryan and carried. ATTEST:
