CC MINS 19920317M I N U T E S RANCHO PALOS VERDES CITY COUNCIL REGULAR MEETING MARCH 17, 1992 The meeting was called to order at 7:00 PM by Mayor McTaggart at the Hesse Park Community Center, 29301 Hawthorne Boulevard, PRESENT*, BROOKS, BACHARACH, KUYKENDALL AND MAYOR MC TAGGART, ABSENT,: RYAN, Also present were City Manager Paul Bussey, Deputy City Manager Mark Rohloff, Acting Environmental Services Director Carolynn Petru, Public Works Director Catherine Reed, Assistant Director of Public Works Kevin Smith, City Attorney Carol Lynch and City Clerk Jo Purcell, City Attorney Lynch announced that a closed session was held pur- suant to Government Code Section 54956.9(b), APPROVAL OF AGENDA The agenda was modified as follows: Western Avenue Commercial Signage, Request for use of City Facility as Polo Field and Vest- ing Tentative Tract Map Not 46628, Conditional Use Permit No. 158, Coastal Permit No. 94 and Grading No. 1439 for a Residential Planned Development at the Northwest Corner of Palos Verdes Drive West and Hawthorne Boulevard, were moved to be discussed prior to the Public Hearings. Development Code Subcommittee Report was added to regular business. Councilwoman Bacharach moved, seconded by Councilwoman Brooks, to approve the amended agenda as presented. The motion carried unanimously, absent Councilman Ryan. CONSENT CALENDAR With regard to Consent Calendar Item 2, Legislation, Ms. Lois Larue, 3136 Barkentine Road, came forward to voice her support of SB 1538 (Brown Act Revisions), March 17, 1992 The amended Consent Calendar was approved as follows on motion of Councilwoman.Bacharach, seconded by Councilwoman Brooks. Adopted a motion to waive full reading of all ordinances and resolutions adopted at the meeting with consent to the Waiver of reading deemed to be given by all Council members after the read- ing of the title. LEGISLATION (306) Approved ,joining the League of California Cities in supporting or opposing the following legislation: Support AB 3017 (Maintenance of Effort); AB 3251 (Workers' Compensation); and AB 2274 (Charges for Returned Checks). oppose SB 1538 (Brown Act Revisions). RESOLUTION NO, 92 -24 REGISTER OF DEMANDS Adopted RESOLUTION NO. 92 -24 ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. The motion to approve the Consent Calendar carried on the follow- ing roll call vote: AYES: BACHARACH, BROOKS, KUYKENDALL AND MAYOR MC TAGGART, NOES: NONE. ABSENT: RYAN. HOUSEHOLD HAZARDOUS WASTE ELEMENT (1402) City Manager Bussey requested that this item be continued to the April 7, 1992 City Council meeting. Councilwoman Brooks moved, seconded by Councilwoman Bacharach to continue the Household Hazardous Waste Element to April 7, 1992. There being no objection, it was so ordered by Mayor McTaggart, absent Councilman Ryan. March 17, 1992 2 ITEMS REMOVED FROM THE CONSENT CALENDAR WESTERN AVENUE COMMERCIAL SIGNAGE City Manager Bussey presented the March 12, 1992 staff report with the recommendation to direct staff to prepare a preliminary report on the development of a Western Avenue Commercial Sign Program making signage more compatible with the City of Los An- geles. He indicated that, prior to Council voting on this item, it was staff's intent that a preliminary report be prepared on major differences between the City of Rancho Palos Verdes' and the City of Los Angeles' sign codes. Council briefly discussed the idea of obtaining information on other cities' sign ordinances for comparison. Council asked staff to return with a preliminary report on major differences between the City of Rancho Palos Verdes' and the City of Los Angeles' sign codes and, based on that information, Council will determine whether additional information is needed, REQUEST FOR USE OF CITY FACILITY AS POLO FIELD (1201) Council questions centered on whether this request was ap- propriate and if it was appropriate to refer this request to the Parks and Recreation Committee, City Manager Bussey clarified that the request is not consistent with the Parks Master Plan's approved utilization for the property. He advised that the issue before City Council is whether the property should be used for something different than that approved. Councilman Kuykendall moved, seconded by Councilwoman Bacharach, for the approval of the staff recommendation to refer the request to the Parks and Recreation Committee for analysis of its com- patibility with the Parks Master Plan and to return to Council with a recommendation. The motion was defeated by a 2-2 oral vote with Councilwoman Brooks and Mayor MoTaggart dissenting and Councilman Ryan absent. Mr. Jack Downhill, 20 Vanderlip Drive, encouraged Council to look at the possibility of changing the utilization plan for the property to include a polo field. He suggested that an alterna- tive location be looked into. March 17, 1992 3 Council ouncil discussed the idea of examining the feasibility of a polo field at an appropriate location in the City. VESTING TENTATIVE TRACT MAP NO. 46628, CONDITIONAL USE PERMIT NO, 168, COASTAL PERMIT NO, 94 AND GRADING NO 1439 FOR A RESIDENTIAL PLANNED DEVELOPMENT AT THE NORTHWEST CORNER OF PALOS VERDES DRIVE WEST AND HAWTHORNE BOULEVARD (1411X1804) Acting Director of Environmental Services Petru in the project. Throughout discussion of the project, minor revisions were made to various Conditions of Approval. Council discussed whether the project should contain cul-de-sacs and on-street parking spaces next to back yards, Referring to written material which he distributed to Council, Mr. John Sharkey, 30320 Avenida de Calma, asked that a bluff top road be reinstated In the project. He related his understanding that any land seaward of the cul-de-sac) such as the bluff road, cannot be counted as part of the thirty percent open space requirement. Acting Director Petru provided clarification in that regard. Ms. Lois Larue, 3136 Barkentine Road, stated her understanding that open space requirements have not been met and that the bluff area must be dedicated for passive recreation and not a golf course. On behalf of the Coastal Conservation Coalition, Mr. Andrew Sar- gent, 1 Pepper Tree Drive, asked that a continuous bluff road be • included in the project (as per written material he distributed to Council), City Attorney Lynch advised that the Coastal Specific Plan does not require a continuous bluff road, Council discussed whether the design of the project might make it more susceptible to graffiti and increased gang activity. At this time, discussion returned to regular agenda Benda order. 5 March 17, 1992 Lo As COUNTY SANITATION DISTRICTS RESOLUTION (1402) As included in the staff recommendation, Council agreed that a letter should be sent to the Governor opposing the Governor's budget recommendation to shift $347,000,000 of local property tax revenue from water, sewer and other special districts to schools. REPORT ON FEDERAL ACTIVITIES IMPACTING CITIES Discussed during Redevelopment Agency meeting of March 17, 19920 ITEMS ADDED TO THE AGENDA DEVELOPMENT CODE SUBCOMMITTEE REPORT (201) At this time, Councilwoman Brooks reported on recent Development 10 Code Subcommittee meeting concerning development and design review guidelines, She 'indicated that additional information will be provided in the near future. Councilwoman Bacharach asked that the direction of the Subcom- mittee be in the area of design standards and not an Art Jury. Discussion returned to regular agenda order. STATUS OF DIRECTIVES Per written material of record. AUDIENCE COMMENTS Mr. , Jack Downhill, 20 Vanderlip Drive, stressed the need for a City-wide plan to fight crime. He related input about incidences on Vanderlip Drive. March 17-, 1992 6 Council ouncil advised Mr. Downhill to discuss this matter with the Sheriff's Department, Council discussed that there could be a joint effort between the City and the Sheriff's Department for increased awareness about crime in the City. Ms. Lois Larue, 3136 Barkentine Road, thanked Captain Mangan for his kindness to residents; congratulated Councilman Kuykendall for his letter in a local newspaper about a recent incident at Peninsula High School; and inquired about the status of the Watt Development. Updated input pertaining to the Watt Development was provided by Acting Director Petru and City Manager Bussey.
