ADJOURNED REGULAR MEETING - BUDGET WORK SESSION
JANUARY 4, 1992
The meeting was called to order 9:00 A . M . by Mayor McTaggart at the
City Hall Community Room, 30940 Hawthorne Boulevard.
PRESENT: BROOKS, RYAN, KUYKENDALL, BACHARACH AND MAYOR
McTAGGART
Also present were City Manager Paul Bussey, Deputy City Manager
Mark Rohlof, f , Finance Officer Brent Mattingly, Parks and Recreation
Director Mary Thomas, Public Works Director Catherine Reed, City
Clerk Jo Purcell, and Acting Environmental Services Director
Carolynn Petru.
Public Comment:
Responding to the Mayor's call for public testimony was Sue Kersey,
President of the Los Serenos De Point Vicente, who presented a
written statement which listed the duties that their organization
is willing to assume which had previously been performed by a
Recreation Program Supervisor. (Ms. Kersey's statement is on file
with the City Clerk's office.)
Overview of Five Year Forecast:
At the request of the Mayor, the City Manager and Finance Director
highlighted and expanded upon the staff memorandum dated November
27, 1991. Revenue, expenditures and unreserved fund balances were
presented for the years 1991 -92 through 1996 -97.
Council requested that staff indicate on this report that the
City's revenue had been reduced by State Legislation.
Council inquiries then centered the City's use of the tax increment
from the Redevelopment Agency; the restrictions upon the City in
using this increment; the request that the City Attorney should
look at this matter to determine the restrictions; and, that the
City should contact Supervisor Deane Dana and request his help in
getting the County to release the property tax funds to the City.
The following items were then commented upon by the Council.
Follow -up was requested on the following items:
. Revision of the unreserved fund balance as listed on the
five year financial projections;
The consensus to set 10% as the General Fund Reserve;
. An update on the pavement management study.
Recreation and Parks - $36,000
Council then commented on the following items pertinent to the
Public Art Program: the possibility of getting the developer to
advance the fund for the completion of the Public Art Plan, and if
recycling funds could be used for completion of this plan.
Councilwoman Bacharach moved, seconded by Mayor McTaggart to
complete the Art Program, approach the developer for an advance of
the public art contributions to cover administrative costs; if no
money is advanced, then the funds are to be taken from the
recycling fund; that the City Manger is to meet with the Public Art
Committee and prepare a report indicating what the situation will
be at the end of the year. The motion carried on the following
roll call vote:
AYES: RYAN, KUYKENDALL, BACHARACH AND MAYOR McTAGGART
NOES: BROOKS
Council requested that the recycling fund be handled as a separate
item in the budget.
Hesse Park
Councilman Kuykendall moved, seconded by Councilwoman Bacharach to
eliminate one full time person at Hesse Park.
After staff pointed out that the elimination of this person would
also eliminate the aquatics program at Miraleste Park it was the
consensus that the Council's School Liaison subcommittee
(Kuykendall /Brooks) inquire of the School District if they are
interested in taking over this aquatics program.

Therapeutic Program
Councilman Kuykendall moved, seconded by Mayor McTaggart to
maintain the Therapeutic Program for the Spring session. Staff was
directed to report back on the cost of this program with a non-
resident fee. The motion carried on the following roll call vote:

Environmental Services - $16,000
After discussing the impact of having A.M. counter service only and

the necessity of the public having to call to make appointments, a
brief discussion ensued about the fees being charged by the City
and how they compared with permit fees, penalty fees, and general
contractor fees being charged in neighboring cities.
Councilman Ryan, moved seconded by Councilman Kuykendall to
eliminate one Assistant Planner position and to get a detailed
report on the activities of the weekend Code Enforcement position.
At 12:40 P.M. Councilman Kuykendall moved, seconded by Councilman
Ryan to adj ourn f or a lunch break and resume the meeting at 1: 3 0
P.M. The motion carried on a 4 -1 vote, with Councilwoman Bacharach
voting no.
Reconvene
At 1:36 P.M. the meeting reconvened: (Councilwoman Bacharach and
Mayor Pro Tem Brooks absent at this time.)
Environmental Services
Councilman Ryan moved, seconded by Councilman Kuykendall to
eliminate the one Planner for the public counter and to have A.M.
service only, and reduce the full time Permit Clerk to part time
(60 %). The motion carried on the following roll call vote:

ABSENT: BROOKS AND BACHARACH
(At 1:41 P.M. Mayor Pro Tem Brooks joined in the meeting)
Public Works - $36,000
After clarification of such items as the watering of the park
grounds, Councilman Kuykendall moved, seconded by Councilwoman
Brooks to adopt the staff recommendations: eliminate full time
Maintenance Worker and replace with part time; reduce water usage;
reduce trail inspections; reduce custodial services at Civic
Center; reduce custodial services at parks and facilities; reduce
park landscaping; and, eliminate the cabinets at Rancho Palos
Verdes Park. Motion carried unanimously.
Resolution No. 92 -1 - Amending Resol. 91 -33
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
AMENDING RESOLUTION N0. 91 -33, THE BUDGET APPROPRIATION FOR FISCAL
YEAR 1991 -92. The resolution was presented by title and adopted on
motion of Councilwoman Brooks, seconded by Councilman Kuykendall
and carried on the following roll call vote:

(At 1:55 P.M. Councilwoman Bacharach arrived at the meeting.)
Peninsula Park District
Councilman Kuykendall moved, seconded by Councilwoman Brooks to
direct the Mayor and the City Manager to discuss the issue of a
Peninsula Parks District with other Peninsula cities. The motion
carried unanimously.
Parcel Tax
Council discussed the various elements of a proposed Parcel Tax
versus a Utility Tax, a combination of these taxes, and the amount
of revenue generated by these taxes. Also discussed was whether it
was possible to levy a parcel tax on a zoning basis. It was the
consensus that staff would investigate this matter.
Councilwoman Bacharach moved, seconded by Councilman Ryan to have
a $200 Parcel Tax which would sunset in June, 1996. The motion
carried on the following roll call vote:

NOES: BROOKS
Councilwoman Brooks then moved, seconded by Councilman Ryan to have
a second ballot measure for a $240 Parcel Tax which would sunset in
June 1996 and be placed on the ballot for the November 1995
election. The motion carried on the following roll call vote:
AYES: BROOKS, RYAN, KUYKENDALL AND MAYOR McTAGGART
NOES: BACHARACH
With regard to the issue of exemptions from this parcel tax,
Councilman Ryan moved, seconded by Councilman Kuykendall to request
a certification of hardship, that liens be placed on the property
at 8% per annum.
The motion carried unanimously.
Staff was requested to prepare a proposal for a parcel tax with
specific language for single units, multiple units and undeveloped
property, and to verify the legality of such a tax.
Councilwoman Bacharach moved, seconded by Councilman Ryan that the
question be put on the ballot not as an advisory measure. The
motion carried unanimously.
Discussion then took place on whether there should be a second

question on the ballot requesting an additional $40 and that this
would be effective based upon the passage of the first question.
Citizen's Committee
Councilman Kuykendall moved, seconded by Councilman Ryan to defer
formation of a long range committee until the second meeting in
April 1992.
Councilwoman Bacharach moved, seconded by Councilwoman Brooks to
put into the ballot measure the issue of the long range citizens'
committee and that they will prepare an annual report advising the
community as to the disposition of the funds. The motion carried
unanimously.
Short Range Committee
After a brief discussion of how the public could be educated about
this tax issue and if that could be done through the Newsletter,
Councilman Ryan moved, seconded by Councilwoman Bacharach that the
staff contact a professional regarding the preparation of share-
holder report.
Councilman Ryan moved, seconded by Councilwoman Brooks to send a
letter to all of the existing homeowner associations and other
civic organizations and advise them that the City Council will
provide speakers for their organizations. Such speakers to be the
City Manager, the Finance Officer, the Assistant City Manager and
the City Councilmembers, and that they would provide an educational
program.
Adjournment
At 3:20 P . M . the meeting adjourned to 6:00 P . M . on Tuesday, January
71 1992. The motion was made by Councilman Ryan, seconded by
Councilwoman Brooks.
Staff requested that any items needing clarification be continued
to the January 7th meeting. Councilman Ryan so moved, seconded by
Councilwoman Brooks. Motion carried unanimously.
