A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES , CALIFORNIA,
ESTABLISHING UNDERGROUND UTILITY DISTRICT
ON HAWT HORNE BOULEVARD
WHRREAH, =by Resolution No. 86= -47, a public hearing was =called for Sep-
tember 16, 1986 at 7:30 P.M. in the Council Chambers at Hesse Park, Rancho
Palos Verdes, California, to ascertain whether the public necessity,
health, safety, or welfare requires the removal of poles, overhead wires
and associated overhead structures and the underground installation of
wires and facilities for supplying electric, communication, or similar or
associated service on Hawthorne Boulevard;
WHEREAS, notice of such hearing has been given to all affected property
owners-as shown on the last equalized assessment roll and utilities con-
cerned in the manner and for the time required by law; and
WHEREAS, such hearing has been duly and regularly held, and all persons
interested have been given an opportunity to be heard.
NOW, THEREFORE , THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
Section 1: The City Council finds and determines that the public ne-
cessity, health, safety and welfare require the removal of poles, overhead
wires and associated structures, and the underground installation of wires
and facilities for supplying electric communication, or similar or associ-
ated service on Hawthorne Boulevard within the following described land:
One hundred feet (100') westerly and fifty feet (50') Easterly of the cen-
terline of Hawthorne Boulevard from eighty -six feet (86') southerly of the
centerline of Indian Valley to ninety feet (90') southwesterly of the cen-
terline of Granvia Altamira; thence one hundred fifty feet (150') northerly
and fifty feet (50') southerly of the centerline of Hawthorne Boulevard
from last mentioned point to forty feet (40') northeasterly of the center-
line of Granvia Altamira; thence within the northerly and southerly limits
of the Hawthorne Boulevard rights of way from last mentioned point to two
hundred seventy -feet (270') easterly of the centerline of Ravenspur Road;
and such described area is hereby established as the Hawthorne Boulevard
Underground Utility District.
Section 2: The City Council further finds:
(a) That such undergrounding will avoid or eliminate an unusually
heavy concentration of overhead electric facilities;
(b) The street or road right -of -way is extensively used by the
general public and carries a heavy volume of pedestrian or vehicular
traffic; and

(c) The street or road right -of -way passes through a civic area
or public recreation area or an area of unusual scenic interest to the
general public
Section 3: That the following exceptions be incorporated in the Haw-
thorne Boulevard Underground Utility District.
(a) Poles and pedestals for fire alarm boxes, street lights,
traffic signals and the like installed and maintained by or for the
City .0
(b) Airvents, meters, cabinets containing electronic devices., -and
cabinets for connection points determined by the Director of Public
Works to be necessary for service continuity, and not feasible of un-
derground location, subject to approval by the Director as to location
and unobtrusiveness.
(c) Antennae and supporting structures used for communication
service or reception for a community antennae system subject to appro-
val by the City Council as to location and unobtrusiveness.
(d) Temporary overhead facilities necessary for emergency service
for less than ten (10) days which period may be extended by the Direc-
tor of Public Works for a period not exceeding ninety (90) days and
which period may be extended by the City Council for an unlimited per-
iod,
(e) Temporary overhead wires and supporting poles approved by the
Director of Public Works and erected to facilitate construction of a
building or other structures, for a period not more than one hundred
eighty (180) days.
Section 4: That service laterals up to 100' in length shall be
financed through Underground Utility District funds.
Section 5: That all poles, overhead wires and associated overhead
structures shall be removed and underground installations, made. in said
underground utility district within the following times:
(a) Underground installation by utility companies and property
owners and reconnections not later than November 1, 1988; and
(b) Removal of poles, overhead wires and other associated struc-
tures not later than April 1, 1989
Section 6: The City Clerk, within ten (10) days after the adoption of
this Resolution, shall mail a copy hereof and a copy of Ordinance No. 38 to
affected property owners as such are shown on the last equalized assessment
roll and to the affected utilities.

Section 7: The City Clerk shall certify to the adoption of this Reso-
lution.
