A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VE RDE S APPROVING A REVISION TO
TENTATIVE TRACT MAP 37885 AND THE SUPPLEMENTAL
EIR TO FINAL EIR NO, 16
WHEREAS, Palos Verdes Properties has requested a revision to Tentative
Tract Map 37885 and Conditional Use Permit No. 79 which would alter the ap-
proved lot configuration of said Tract Map but would not alter the number
of lots within said Tract; and
WHEREAS., the Planning Commission has held public hearings on this mat-
ter and has recommended approval subject to stated conditions; and
WHEREAS, a supplemental EIR to Final EIR No. 16 has been prepared and
reviewed in accordance with State guidelines; and
WHEREAS, after notice issued pursuant to the provisions of the City's
Development Code, public hearings were held on Tuesday, March 18, 1986, and
May 20, 1986, at which time all interested parties were given an opportuni-
ty to be heard and present evidence.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
DOES FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: That the proposed revisions to the approved Tentative Tract
Map No. 37885 are consistent with the Supplemental EIR to Final EIR No. 16,
the City's Development Code and the General Plan.
Section 2: That the 163+ acre site of the subject tract is adequate in
size and configuration to accommodate the 45 single family lots as proposed
in the revision under an RPD concept.
Section 3: That the proposed revision would significantly reduce reme-
dial grading necessary for the construction of Mainsail Drive, as well as
eliminate potential impacts to the Palos Verdes Blue Butterfly habitat.
Section 4: That the proposed lot reconfiguration reduces the overall
density of the originally approved configuration.
Section 5: That geologic review of the entire Tract will confirm
geologic stability of all lot locations prior to approval of the final map.
Section 6: That given the proposed revision and configuration, site
design and conditions contained herein, the granting of this revision to
Tentative Tract Map 37885 will not significantly adversely affect the
peace, health, safety, or general welfare of the area, nor will it be ma-
terially detrimental to property values, jeopardize, endanger or otherwise
constitute a menace to the public health, safety and welfare of persons in
the surrounding area.
Section 7: For the foregoing reasons, the City Council of the City of
Rancho Palos Verdes hereby approves the proposed revision to Tentative
Tract Map 37885 and the Supplemental EIR to Final EIR No. 16, for the use
described herein, subject to the conditions contained in Exhibit "A" , at-
tached hereto, which are necessary to protect the public health, safety and
general welfare in the area.

CITY COUNCIL RESOLUTION NO. 86 -37
Revisions to Tentative Tract Map 37885 are approved subject to the fol-
lowing conditions:
1. Prior to beginning grading activity in the area, a qualified team
of archaeologists and /or paleontologists shall excavate and remove
all recoverable remains of the whale skeleton found on -site, and
report all finds to the Director of Environmental Services.
2. A qualified paleontologist shall be present during all rough grad-
ing operations. If paleontological resources are found, the pale-
ontologist shall stop all work in the affected area and all re-
sources shall be excavated or preserved. All "finds" shall be re-
ported to the Director of Environmental Services immediately.
3. A qualified archaeologist shall make frequent periodic ingrading
inspections to further evaluate cultural resources on the site. If
archaeological resources are found, all work in the immediate area
shall stop and the resources shall be removed or preserved. All
"finds" shall be reported to the Director of Environmental Services
immediately.
4. Condition No. 39.a of Council Resolution No. 82 -66 is amended by
adding the following:
In addition, the geologic stability of the 45 residential lots
shall be confirmed to the satisfaction of the City Geologist prior
to final map approval.
5. All references to the "Engineering Geology Section" shall herein-
after be taken to mean "The City Geologist ".
6. Condition No. 29 of Council Resolution No. 82 -66 is amended as fol-
lows:
Downcast, sodium vapor (or equivalent) streetlights shall be in-
stalled by the developer at street intersections and at a maximum
of two locations along Forrestal Drive within the Tract. Said
streetlight standards shall be shown on the required landscape /ir-
rigation plans and shall be subject to review and approval by the
Public Works Director and Southern California Edison Company. All
maintenance costs of said streetlights shall be borne by the Home-
owners' Association. This responsibility shall be duly recorded in
the C.C. & R.'s.
7. Condition No. 3 of Council Resolution No. 82 -66 is amended as fol-
lows:

"Drainage plans and necessary support documents to comply with the
following requirements shall be approved by the City Engineer and
the Director of Public Works prior to the f iling of a final map."
8. All conditions of approval of Council Resolution No. 82 -66 and
Resolution P.C. No. 82 -20 shall continue to apply to this newly
revised Tentative Tact Map 37885 and Conditional Use Permit
No. 79,
9. Dedicated pedestrian access from Coolheights Drive to trails on
the common lot is required.
10. All trails shall be developed to the maximum potential width and
grade as prescribed in the City's Trails Network Plan,
11. Condition No. 13 of Resolution No. 82 -66 shall be amended as fol-
lows:
"A permanent cul -de -sac bulb shall be provided at the dead -end of
Coolheights Drive."
12. Condition No. 21 of Resolution P.C. No. 82 -20 is amended to read:
"21. The equestrian trail shall be defined by the installation of
vegetation along Forrestal and Mainsail and for a distance to be
determined by the Director of Environmental Services, along the
slope prior to approaching the buttress area."
13. Minor adjustments to the lot boundaries (< 5' per lot) are allowed
at the discretion of the Director of Environmental Services.
14. Lots 46 and 47 are deleted from this approval.
15. Condition No. 15 of Resolution P.C. No. 82 -20 is amended by
adding:
". . . utilities to be underground include, but are not limited to
electrical, telephone, and Cable TV. The Cable TV distribution
system shall be connected to the nearest trunk and cable drops are
to be supplied from the street to the house. Houses shall be pre -
wired for cable and the cable system shall be activated. Equip-
ment to be installed shall meet specifications of cable fran-
chisee(s)."
16. Condition No. la of Resolution P.C. No. 86 -4 is deleted.
17. Lot 45, located at the end of Coolheights Drive, shall be excluded
from membership in the Homeowners' Association and the responsi-
bilities thereof. A note to this effect shall be included on the
Final Map and in the C.C. & R . ' s .
