A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES CREATING THE TRAILS
COMMITTEE AND PROVIDING FOR APPOINTMENT OF
ITS MEMBERS AND ITS POWERS AND DUTIES
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND,
ORDER AND RESOLVE AS FOLLOWS:
Section 1: The City Council has previously created the Rancho Palos
Verdes Parks and Recreation Committee to be now known as the Trails Commit-
tee.
Section 2: The City Council hereby creates the Trails Committee to
assist City Council in performing its duties.
Section 3: The Trails Committee shall consist of five (5) voting mem-
bers appointed by the City Council of the City of Rancho Palos Verdes. The
Committee's membership may represent trail interest groups such as:
(a) Bicyclist
(b) Pedestrians
(c) Equestrians
(d) Environmentalists
(e) Civic groups
Section 4: The City Council of the City of Rancho Palos Verdes shall
appoint the Trails Committee Chairman; the Committee shall elect a Vice
Chairman from among its members,
Section 5: If any vacancy shall occur in the membership of the Commit-
tee it shall be filled by appointment of the City Council,
Section 6: The Members of the Trails Committee may be removed from
office by vote of the majority of City Council,
Section 7: The Trails Committee shall hold regular meetings at least
once every other month. If a voting member of the Trails Committee does
not attend two (2) consecutive regular meetings, unless excused by the
Committee, his membership thereon shall terminate automatically; provided,
however, that if a voting member misses more than twenty -five (25) percent
of all the regular and adjourned regular meetings in any four (4) consecu-
tive calendar quarters, unless excused in advance by the Committee, his
membership shall terminate automatically; and provided, further, that a
voting member will be deemed absent from a meeting unless he is present
during at least two - thirds (2/3) of the time of the entire meeting,
Section 8: The Trails Committee shall have the following powers and
duties:

(a) The Trails Committee shall review the City's Master Plan, Park's
Master Plan, Coastal Specific Plan, and the Existing Trails Network Plan.
(b) The Trails Committee shall develop a detailed plan designating
specific primary and alternate trail locations and specifying trail use.
(c) The Trails Committee shall review such land acquisition methods as
easements, dedications, and condemnation. It shall develop and recommend
a standard policy to be used to decide the most effective and efficient
method(s).
(d) The Trails Committee shall develop cost estimates for building,
operating and maintaining the newly proposed trails system. It shall rec-
ommend policies on who shall bear the costs involved with trails modifica-
tion and maintenance and shall investigate licensing procedures.
(e) The- Trails Committee shall provide the opportunity for public
input in the formulation of its recommendations,
(f) The Trails Committee shall report its findings and recommendations
to the City Council,
