CC RES 1988-052RESOLUTION NO. 88 - 52 0. A RESOLUTION OF THE CITY COUNCIL OF RANCHO PALOS VERDES ADOPTING GENERAL PLAN AMENDMENT NO. 16 WHEREAS the City Council initiated General Plan Amendment No 16 at the property owner's request to change the existing general plan land use designation for property located at 28041 Hawthorne Boulevard from residential to commercial retail; and WHEREAS the Planning Commission has held public hearings on this matter on August 11, August 25, and September 8, 1987 at which time all interested parties were given an opportunity to be heard and present evidence; and WHEREAS the Planning Commission has recommended approval of this amendment, as specified in P.C. Resolution No. 87 -54, provided that a development agreement is executed between the City and the p roperty owner to control the use and operation of the site; and WHEREAS, the City Council has held public hearing on this matter on October 20, 1987, January 14, February 16, and March 1, 1988 at which time all interested parties were given an opportunity to be heard and present evidence. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND AND RESOLVE AS FOLLOWS: Section 1: The City Council reviewed and considered the Initial Stud for Environmental Assessment No. 512 and determined that this amendment will not result in significant adverse environmental impacts in the area. A Negative Declaration was issued and approved on October 20, 1987. Section 2: The City Council has reviewed the adjacent land uses and the potential impacts of the property affected by this amendment and finds, in concurrence with the Planning Commission, that when developed and operated pursuant to the standards of the Development Code and the accompanying Development Agreement, the Commercial Retail land use designation is compatible with surrounding land uses. Section 3: The City Council finds that this amendment is consistent with the City's goals as expressed in the General Plan, as well as state law and regulations. Section 4.- The City Council hereby adopts General Plan Amendment No. 16 changing the land use designation of 28041 Hawthorne Boulevard to Commercial Retail and directs the City Clerk to endorse the General Plan to show approval by the Planning Commission and adoption by the City Council, PASSED,) APPROVED and ADOPTED this 16th day of August, 1988. 1 AYES; McTaggartj Bacharach and Hinchliffe NOES Mayor Ryan ABSENT, Hughes MAYPO ATTEST.
