A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALO S VERDES APPROVING A FINAL
NEGATIVE DECLARATION FOR ENVIRONMENTAL ASSESS-
MENT O. 515 AND APPROVING CONDITIONAL USE
PERMIT NO. 119 FOR A 80 FOOT CELLULAR
TEILEPHONE ANTENNA AND SUPPORT FACILITIES AT
30940 HAWTHORNE BLVD.
WHEREAS, PacTel Cellular Telephone has made application to
allow construction of a 80 fort mobile izellular telephone antenna,
and support, facilities within an existing City owned building at
39040 Hawthorne Boulevard (C...ity Hall) on City owned property; and
WHEREAS, a public hearing was held on August 25, 1987 before
the Planning Commission, at whic-h time all interested parties were
given an opporl:unity to be heard and present evi-C.11-ence- and
WHEREAS, the Plannii,.g Commission, after considering the 'Item
failed to approve .the application on a tie vote, and,
WHEREAS, the appliCant filed an appeal of the PIanning
Commission's action on AUgust..- 4*27, 1 1987 and the City r,,7ouncil
considered the appeal and held a public hearing 11 de novC.;11 on the
application on September 1_15,, 1987 which was Continued several
times pending preparation of a lease between Pac Tel and the City,
until the final publl'.c hearing on February 16, 1988.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDE S DOES HEREBY FIND, DETERMINE AND ORDAIN AS FOLLOWS:
Section 1: That the + 6 acre site is adequate in Size and

existing buildings in a manner that screens the lower quart..er of-

appearance of the structure will he controlled by eliminating guy
wires, appropriate coloring, and allowing only the minimum tower
height necessary ftckr at signal transmission, so that it
complements, to the extent possible, the surrounding scenery. The
construction of the structure will be according to all applicable
building and safety codes. The use of the structure will be
minimal since it i's unmanned and can be remotely controlled, and
the nature of the facility is temporary and mobile so that it
could be relocated elsewhere on the City Hall site if necessary to
ac-nc,ommodate future development of the City Hall site.
Section 4. That the proposed use is consistent with the
Policies, standards and land use designations placed on the site
by the General Plan and Development Code since the site is
designated for institutional use and the proposed use is allowed
with a Conditional Use Permit in any zoning district in Rancho
Palos Verde S).

Asise;,Sssment No. 515 was duly considered, resulting in a
determination that the proposed use will not have a significant
effect on the environment as a result of the conditions 'in Exhibit

Section 6: For the foregoing reasons, the City C1-.ounrI.-7il
of the City of Rancho Palos Verdes hereby approves a Final
Negative Declaration for Environmental Assessment No. 515, and
approves CondItional Use Permit Nl.-.,,. 119, subject to conditions
contained in Exhibit "A", attached hereto and made a part hereof
which are deemed necessary to protect the public health, safety
and general welfare in the area.

Appearance
9. The antenna tower approved by this permit shall be
freestanding and shall not exceed a height that is reasonably
necessary to provide adequate signal propagation but in no
event to exceed a height of 80 feet above grade adjacent to
the base of the tower.
10. One, three armed, microwave antenna array at the top of the
tower may be installed. The size of the array shall conform
to the approved plans.
The color of the tower and array shall be light gray or light
blue as determined by the Director of Environmental Services.
Starting on January 1, of 1994, and continuing annually
thereafter~ for the duration of the lease between Pac Tel and
the City, Pac Tel shall be required to report to the Director
of Environmental Services any changes in the best available
technology in cellular telephone signal transmission. The
Director sha.11 evaluate the report within 60 days of its
submission and determine whether changes in best available
technology have occurred that would allow modif ica-tions to
the existing antenna structure that would reduce its height
