RANCHO PALOS VERDES CITY COUNCIL
REGULAR MEETING
MARCH 30, 1993
The meeting was called to order at 7:00 P . M . by Mayor Susan Brooks
at Hesse Park Community Center, 29301 Hawthorne Boulevard.,
PRESENT: Kuykendall, McTaggart, Bacharach & Mayor Brooks
Also present were City Manager Paul Bussey, Assistant City Manager
Pamela Antil, Environmental Services Director Dudley Onderdonk,
Finance Director Brent Mattingly, and City Clerk Jo Purcell.
APPROVAL OF AGENDA
Councilman Kuykendall moved, seconded by Councilman McTaggart to
approve the agenda. Motion carried.
APPROVAL OF.CONSENT CALENDAR
The Consent Calendar was approved as follows on motion of
Councilman Kuykendall, seconded by Councilwoman Bacharach:
Adopted a motion to waive reading in full of all ordinances and
resolutions adopted at the meeting with consent to the waiver of
reading deemed to be given by all councilmembers after the reading
of the title.
RESOLUTION NO. 93 -27 REGISTER OF DEMANDS
ADOPTED RESOL, NO. 93 -27 OF THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING
FUNDS FROM WHICH THE SAME ARE TO BE PAID.
The motion to approve the consent calendar carried on the following
roll call vote:

RESIGNATION OF COUNCILMAN ROBERT E. RYAN (306)
City C1erk.Jo Purcell presented the staff memorandum of March 30,
1993 which listed two alternatives for filling the vacancy left by
Councilman Ryan's resignation to accept an appointment to the Los
Angeles County Regional Planning Commission: (1) fill the vacancy
by appointment within 30 days from the date of the commencement of
the vacancy, and (2) leave the position vacant until the regularly
scheduled November 2, 1993 General Municipal Election.
Councilman McTaggart moved, seconded by Councilman Kuykendall to
leave the position vacant until the regularly scheduled municipal
election. Motion carried.
1993 -94 FISCAL YEAR BUDGET - POLICIES (602)
City Manager Bussey presented the staff report of March 30, 1993
which contained number of policies for Council discussion: City
Goal Setting, Street Improvement Funding, Building & Safety
Contract, Channel 3 Reader Board Services, City Council Cablecast,
Increased Public Information Effort, Recycling Fund, Lighting of
Bus Shelters, Voice Mail 'telephone System, City Hall Closure during
Lunch Hour, Staggered PERS System Contribution Policy, New Salary
Survey, and Directly Elected Mayor.
Speaking in opposition to a directly elected mayor was Lois Larue,
3136 Barkentine.
Council then proceeded to discuss each of these policies and took
the following actions:
City Goal Setting (306) - Councilman McTaggart moved, seconded by
Councilwoman Bacharach to budget funds to provide for an outside
facilitator and authorize the staff to prepare specific ro osals

to conduct one or more workshops; that this program be scheduled
for the new council (after the November 1993 election), and that
staff keep economy in mind when selecting a facilitator. Motion
carried.
Street Improvement Funding (602 x 1404) - Councilman McTaggart
moved, seconded by Councilman Kuykendall to approve the projected
staff funding amount for the 1993 -94 fiscal year; the exact use of
the funds to be determined in conjunction with the budget review.
Motion carried.
Council requested that for projects not completed in a fiscal year
and carried over into a following year that resolutions be prepared
indicating such carryover.
Building & Safety Contract (201 x 1204) - Councilwoman Bacharach
moved, seconded by Mayor Brooks, to negotiate an extension of the
existing contract with a 90 day termination clause. Motion
carried.
Channel 3 Reader Board Services (305) - After a brief discussion
of Dimension Cable Services' offer to provide reader board services

free of charge, the fact that the service may not be as flexible as
that presently obtained from Earl Weinstein, and that this City
pays him more for the service than the other peninsula cities,
Councilman McTaggart moved, seconded by Councilwoman Bacharach to
keep the services of Mr. Weinstein but renegotiate the contract.
Motion carried on a 4 - 1, with Councilman Kuykendall voting no.
Betsey Kelley, 6611 Vallon Drive, spoke in favor of the present
system.
City Council Cablecast (305) - Council requested a presentation by
Steve Fowler of Dimension Cable Services to explain the kind of
equipment necessary to improve the quality of the council meeting
transmission.
Councilman Kuykendall moved, seconded by Mayor Brooks to combine
the public information program together with the subcategories of
the Reader Board, Newsletter and Public Information program on the
next review of the budget. Motion carried.
Increased Public Information Effort ( 3 05 ) - It was the consensus
to issue quarterly Newsletters, to get contract help for writing
articles, to consider a Public Information Plan and to use more of
the 30 second public announcements on the public access channel.
Recycle Fund (1301) - Council briefly discussed several areas
related to the use of these fund: the advantage that neighborhoods
with homeowner organizations have over those that don't have them
insofar as the use of the recycle funds for beautification projects
are concerned, and the cost and extent of beautifying Hawthorne
Boulevard. Councilman Kuykendall moved, seconded by Councilman
McTaggart to transfer the fund balance of $233,000 in the recycle
fund to road maintenance. Motion carried.
With regard to the use of the $100,000 annual revenue in this fund,
Councilman McTaggart moved, seconded by Councilwoman Bacharach to
pay 50% of the for code enforcement costs and the balance to pay
for beautification projects and graffiti removal. Motion carried.
Recess: At 8:30 P.M. Mayor Brooks declared a recess. The meeting
reconvened at 8:45 P.M.
Lighting of Bus Shelters (1505) - Councilman Kuykendall moved,
seconded by Councilman McTaggart to approve approximately $10,000
to $15,000 for lighting for the bus shelters. Motion carried. The
suggestion was made to install trash receptacles with recyclable
sections at these shelters; also, that recyclable containers be
installed at City parks.

Voice Mail Telephone System (602) - Councilwoman Bacharach moved,
seconded by Councilman Kuykendall to request a presentation of the
most appropriate type of voice mail system for City Hall. Motion
carried. Staff was requested to present the cost benefits of
purchasing versus leasing such equipment.
Closure of City Hall during Lunch Hour (306) - Council discussed
the pros and cons of closing City Hall between 12 noon and 1:00
P.M. particularly with regard to telephone coverage, Councilman
Kuykendall moved, seconded,by Councilman McTaggart to close City
Hall during the lunch hour on an experimental basis. Motion
carried on a 3 - 1 vote with Councilwoman Bacharach voting no. It
was the consensus that staff should keep some statistics between
now and the time of the experiment on the number of people that
come in to City Hall during the lunch hour.
Staggered PERS Contribution Policy (1202) - City Manager Bussey
explained the restriction on payment of the employee's contribution
to the PERS system under the present policy and how it affects
recruitment efforts.
It was the consensus of Council not to change the present policy
but if difficulties are experienced in recruitment., that this
policy be reconsidered.
New Salary Survey (12 02 ) - It was the consensus of Council not to
authorize a new salary survey,
Directly Elected Mayor (306) - City Manager Bussey summarized the
staff memorandum of February 19, 1993 which contained the
procedures for creating the position of a directly elected mayor.
After discussion, it was the consensus that staff should find out
the experiences of other general law cities having a directly
elected mayor, the differences of charter versus general law city,
and also get information on a directly elected mayor in relation to
a charter city, '
Recess: At 9:55 P.M. Mayor Brooks declared a recess. The meeting
reconvened at 10:00 P.M.
Student and the Law - (1701)
Responding to the Mayor's 'call for audience comments for items not
on the agenda was Pat Theodora, 3511 Starline Drive, who made a
presentation about the efforts of the Peninsula High School
Committee to Save the "Student and the Law" program, In summary,
Mr, Theodora said that this committee is making a concerted effort
to raise adequate funds which will be specifically used to fund

this program until public funding can be budgeted to reinstate the
course into the Peninsula High School curriculum. (A copy of Mr.
Theodora' s presentation is on file with the City Clerk's Office.)
Long Range Finance Committee's Report (602) - Committee Chairman
Ken Dyda summarized the primary concerns of the committee as
contained in the March 8, 1993 report to the City Council. (This
report is on file with the City Clerk's Office.)
Mayor Brooks and members of the City Council thanked the Committee
for the time and effort put into the preparation of this report.
Elizabeth Kelley, 6611 Vallon Drive, requested that funds be
reinstated for the Student and the Law Program.,
City Manager Bussey summarized his March 30, 1993 report which
provided additional background and insight into some of the
information contained in the Committee's report.
A brief discussion then ensued relative to the Committee's use of
the budget document rather than the audit statements as their basis
for the study, the staff time used to develop this report, and that
a number of the committee's recommendations had already been acted
upon by the City Council.
(At 11:00 P . M . Councilman McTaggart left the meeting, returning at
11:03 P.M.)
Councilman Kuykendall moved, seconded by Councilman McTaggart to
receive and file the Committee's report. Motion carried.
It was the consensus of Council that there were still some items
that staff would continue to look at and that a resolution should
be prepared relative to the Committee's responsibilities for
adoption at the next meeting.
Lois Larue, 3136 Barkentine, spoke about an upcoming art show on
the Peninsula Cable channel.
