ADJOURNED TOWNHALL MEETING
MARCH 101 1994
The meeting was called to order at 7:06 P.M. by Mayor Kuykendall.
Following the Pledge of Allegiance to the flag, roll call was
answered as follows:
PRESENT: BYRD, LYON AND MAYOR KUYKENDALL
ABSENT: BROOKS AND McTAGGART
Also present at the meeting were City Manager Paul Bussey,
Assistant City Manager Pamela Antil, Director of Public Works
Trent Pulliam, Director of Planning & Building Bret Bernard, and
Administrative Analyst II Rick Otto.
After a brief overview regarding the format of the meeting, Mayor
Kuykendall introduced the staff members who would be making the
short presentations and answering audience questions.
DEVELOPMENT UPDATE:
Director of Planning & Building, Bret Bernard gave a short
presentation regarding local development. Mr. Bernard focused
his presentation on the developments located near Forrestal Drive
(Diamond Brothers), Palos Verdes Drive South (Ocean Trails) and
Long Point (Monaghan Company) .
PAVEMENT MANAGEMENT PLAN:
Director. of Public Works, Trent Pulliam gave a short presentation
regarding the City's Pavement Management Plan.
CITY FINANCIAL HEALTH & GOALS:
Mayor Kuykendall indicated to the audience that he was pleased to
report that the City's financial condition had greatly improved
over the last two years. In addition, Mayor Kuykendall indicated
that the City Council were committed to keeping law enforcement
and infrastructure as the top budget priorities in the future as
was in past years.
Mayor Kuykendall also gave a brief report regarding the process
that the Council and staff conducted for the adoption of the City
Goals & Objectives including an overview of the City sponsored
townhall meetings, focus groups and community survey.
AUDIENCE COMMENTS:
Responding to the Mayor's call for public comments for items of
interest were:
Ellen Hocking, 24 Avenida De Camelia, regarding the need for road
repairs on Palos Verdes Drive South at Palos Verdes Drive East,
Don Sanders, inquiring as to whether Palos Verdes Drive South
will be re -built with one or two lanes in each direction.
Evelyn Dow, 4215 Exultant Drive, regarding the timeline for road
improvements to Palos Verdes Drive South.
Mary Moore, 4329 Palos Verdes-Drive South, suggesting that the
City Council should consider relocating Palos Verdes Drive South
in the landslide area around Portuguese Bend where Crenshaw
deadends.
Roger Mills, 3603 Vigilance Drive, regarding planning extensions
by the City and the Coastal Commission on the Long Point project.
Ernest Moore, 4329 Palos Verdes Drive South, regarding the status
of RDA loans by the City. Additionally, Mr. Moore inquired about
improving his cable television reception.
Sharon Solari, 4145 Palos Verdes Drive South, inquiring about the
long term plans of the City to maintain Palos Verdes Drive South.
Each of the speakers questions were addressed, however no formal
action was taken by the Council on the items that arose during
this portion of the agenda.
ADJOURNMENT: At 8:30 P.M. the meeting adjourned on a motion of
Mayor Kuykendall.
