RANCHO PALOS VERDES CITY COUNCIL
ADJOURNED REGULAR MEETING
AUGUST 23, 1995
The meeting was called to order at 3:00 P.M. by Mayor Byrd at the
City Hall Community Room, notice having been given with affidavit
thereto on file. Following the Pledge of Allegiance, roll call
was answered as follows:
AYES: LYON, McTAGGART, BROOKS & MAYOR BYRD
ABSENT: NONE
Also present were City Manager Paul D. Bussey, Assistant City
Manager Pamela Antil, City Clerk Jo Purcell, Public Works Director
Trent Pulliam, and Planning and Building and Code Enforcement
Director Bret Bernard. Also present was Doug Johnson from Ralph
Anderson & Associates.
Assistant City Manager Antil presented the staff report of August
23 which detailed the Council direction to staff of approximately
one year ago to solicit participation in a study measuring
compensation data, including salaries, medical benefits and other
cash supplemts, from the private and public sectors in Los Angeles
County. She then described the methodologies of the study and the
involvement of the 20 sponsoring cities and data from an additional
25 cities, all of which took approximately six months to
accomplish.
Continuing with her report, Ms. Antil said that the purpose of this
meeting was to provide the Council with an opportunity to discuss
the Consultant's report directly with their representative Dough
Johnson, and to ask any questions related to the report.
Doug Johnson, a representative from Ralph Anderson & Associates
then presented a lengthy review of their Final Compensation Reps
dated June 15, 1995, a copy of which is on file with the City
Clerk's Office. This report included details on the following:
Project Overview, Methodologies, Findings, Recommendations, and
Appendices.
Council questions included clarification that titles were matched
to appropriate positions among cities; if there had been a marked
increase in compensation in the public sector over the last three
years; whether the majority of public agencies used step increases;
if the use of a bonus structure was a practice among public
agencies; and, if the study considered the median in both the
private and public sector benefits.
RECESS TO CLOSED SESSION: At 4:10 p.m. the Council adjourned to a
closed session to consider and if necessary implement the
recommendations of the study.
RECONVENE & ADJOURN: At 5:33 p.m. the meeting reconvened with no
action taken.
