ADJOURNED REGULAR MEETING
JULY 181 1995
The Rancho Palos Verdes Redevelopment Agency was called to order
at 9:30 P.M. immediately following the City Council meeting by
Chairman Lee Byrd.
PRESENT: LYON, McTAGGART, BROOKS, AND CHAIR BYRD
ABSENT: NONE
Also present were Executive Director Paul Bussey, Director of
Public Works Trent Pullman, Director of Planning Bret Bernard,
and Agency Attorney Carol Lynch.
APPROVAL OF AGENDA:
Member Brooks moved, seconded by Member McTaggart, to approve the
agenda as presented. Motion carried.
APPROVAL OF CONSENT CALENDAR:
Councilman McTaggart moved, seconded by Councilwoman Brooks, to
approve the Consent Calendar as follows:
WAIVER OF FULL READING
Adopted a motion to waive reading in full of all ordinances with
consent to the waiver of reading deemed to be given by all
members after the reading of the title.
REGULAR BUSINESS:
PROPOSED MODIFICATIONS TO SANITARY SEWER SYSTEM IN ABALONE COVE
(1204 X 1900)
Ms. Catherine Rosen provided an overview of the staff report and
briefly reviewed the proposed recommendation.
Ms. Sharon Hegetschweiler, 6 Clovetree Place, President of the
Portuquese Bend Community Association, that the Association's
intent to underground the sewer lines for Abalone Cove was
strictly for aesthetic purposes and for the retention of the
property values.
Although in support of undergrounding the sewer lines that could
potentially impact his property, Mr. Dave Whitmore, 31 Narcissa
Avenue, expressed a willingness to work with staff to mitigate
the visual appearance of these lines by way of landscaping.
Ms. Kathy Snell, 8 Vanderlip Drive, advised that the proposed
sewer system plan would be directing sewage from the stable area
into an active landslide area and that the residents on Vanderlip
Drive would prefer that the sewer system be rerouted taking the
sewage away from the stable area and moving it to the west. She
also recommended the use of steel pipes versus the proposed use
of PVC pipes.
Mr. Charles Abbott briefly addressed Ms. Snell's concern; noted
that additional information will be provided to staff; and,
clarified the use of PVC pipe versus steel pipe.
Council directed staff to revise the design to relocate the
Vanderlip portion of the pressure sewerline to a more direct
route through private lots and to place the lines underground to
a depth of two to three feet; to consider realignment of portions
of the discharge mainline to bypass the recently active portion
of the landslide area; and to retain the pipeline on the ground
surface in the recently active landslide area and in those areas,
work with the property owners to landscape the area adjacent to
the pipeline to help screen the view.
AUDIENCE COMMENTS:
Ms. Kathy Snell requested clarification as to how the City
intends to pay back the liens for the beach property. Providing
clarification was Director Bussey who noted that a study will be
completed and that it will be a public document. City Attorney
Lynch provided additional information about what would happen in
the event of default by a property owner, noting that a property
owner's obligation is not transferable and consequently would not
impact any other property owners.
Ms. Lois Larue provided detailed information with regard to the
Abalone Cove landslide.
