COMMUNITY LEADER BREAKFAST

ADJOURNED REGULAR MEETING
The meeting was called to order the Ladera Linda Community Center
at 9:00 a.m. by Mayor Lee Byrd, notice having been given with
affidavit thereto on file.
PRESENT: LYON, BROOKS, McTAGGART & MAYOR BYRD
ABSENT: NONE
Also present were City Manager Paul D. Bussey, Public Works
Director Trent Pulliam, Assistant City Manager Pam Antil, City
Clerk Jo Purcell, Planning & Building and Building & Safety
Director Bret Bernard and Parks & Recreation Administrator Ron
Rosenfeld.
After introducing the councilmembers and staff members present,
Mayor Byrd opened the meeting up for questions from those
representatives of the various homeowner associations and civic
organizations.in attendance.
The following inquiries were made:
• What is the City doing about the preponderance of Home Health
Care Facilities in certain areas of the City: Councilmembers Lyon
and McTaggart summarized the limited authority that the City has
over the placement of these facilities; however, they also gave an
update on the status of proposed legislation by the Contract Cities
Association which would limit the number of home health care
facilities permitted in a neighborhood.
• Status of the Voter Fraud Issue: Councilwoman Brooks gave an
update on the work being done by the Secretary of State's Office
and the investigation being conducted to determine the extent of
voter fraud. Presently, the recommendation has been made that each
voter be issued a voter identification number. In all likelihood
a person's drivers license number would be the method used for
voter I.D.
.• Implementation of the View Ordinance: City Manager Bussey
gave a brief update on the status of this law suit which is
scheduled to be heard by the State Appellate Court within the next
few months. The decision made by that Court will determine when
the View Restoration Commission can start hearing and implementing
the ordinance.
• Deane Dana Friendship Park: Mayor Byrd reported on his
meeting with County Supervisor Dana where he made known the' City' s
position relative to the location of the nature center building;
The Mayor cautioned, however, that the City has no control over the
final location chosen for the building.
• Palos Verdes Dr. East /Switchback Slide: Public Works
Director Pulliam clarified the features of this localized slide,
which is a separate geologic feature not affecting Palos Verdes
Drive East, and the action taken to deal with the broken sewer
lines.
• Use of Public Access Channel 33: Public Access Cable TV
Committee Member Bob Mack encouraged use of this community resource
to publicize community events and items of interest.
• Cyclist use of Palos Verdes Drive East /Ganado Drive:
Responding to an inquiry about enforcement of traffic laws for
bicyclists, Councilmembers Lyon and McTaggart reported that signs
discouraging the use of this area by cyclists had been authorized
by the City Council. Additionally, the Metropolitan Transportation
Authority has deleted that area from their bike trail system. With
regard to enforcing the traffic laws, they reported that the
Sheriff will be enforcing the single file rule for cyclists.
Concern was expressed, however, that some cyclists mistakingly
think that the white line on the roadway indicates a bikelane.
Staff will examine this area to determine what can be done to
prevent this mistaken impression.
• Recycling Grants: Mayor Pro Tem Lyon reported on the new
grant guidelines for the use of recycling funds which were adopted
by the City Council at their May 2, 1995 meeting. Briefly discussed
was the problem with scavengers and when the City would incorporate
a cardboard and green waste element into the recycling program. No
objection was voiced to the suggestion that the collection trucks
start at 6:30 A.M. instead of 7:00.
