CC MINS 19961102MINUTES RANCHO PALOS VERDES CITY COUNCIL COMMUNITY LEADERS' BREAKFAST SATURDAY, NOVEMBER 2, 1996 The meeting was called to order at 9:20 A.M. by Mayor Marilyn Lyon at the Fred Hesse Community Park, 29301 Hawthorne Boulevard, notice having been given with affidavit thereto on file. Present: McTaggart, Ferraro, Byrd & Mayor Lyon Absent: Hollingsworth (Excused) Also present were Assistant City Manager Brent Mattingly, City Clerk Jo Purcell, Senior Administrative Analyst Rick Otto, Finance Director Dennis McLean, Public Works Director Les Evans, and Director of Planning, Building & Code Enforcement Carolynn Petru. After the Pledge of Allegiance to the Flag, self introductions followed. PUBLIC ART COMMITTEE - PRESENTATION OF PLAQUES Mayor Lyon presented plaques to Public Art Committee members Sonja Pedersen Hayes, Catherine Kwan and Pat Hinz. Mayor Lyon noted that plaques would be sent to members Nick Agid, Nancy Comaford, Constance M. Constant, Laura Lin, Florence R. Marshall, Elaine La Fleur, Vincent Beggs and to Councilman Hollingsworth who was also a member of that committee. Mayor Lyon thanked the members for their work on that committee which served from 1990 until 1992. FISCAL OUTLOOK - UTILITY USER TAX BALLOT MEASURE Assistant City Manager Mattingly gave an overview of City revenues and expenditures and, with the use of overhead slides, gave a breakdown of the distribution of the property taxes paid by residents of Rancho Palos Verdes: School District - 19.4 %; Fire District 16.6 %; Library District 3.2 %; Other Agencies 7.5 %; City of Rancho Palos Verdes 6.4 %; and, County of Los Angeles - 46.8 %. Additionally, he explained the impact in the event that the Utility User Tax proposition was not validated by the voters at the upcoming November 5 election. FINANCIAL UPDATE Finance Director McLean presented a comparison of general fund expenditures per capita of cities in the South Bay area. PUBLIC WORKS UPDATE Also, with the use of charts, Public Works Director Evans explained the City's road maintenance program and pavement condition rating. He explained the benefits in adhering to the pavement management plan which is in large part funded by the Utility User tax. A question and answer period followed on the subject matters presented.
