RANCHO PALOS VERDES CITY COUNCIL
TOWN HALL MEETING
OCTOBER 21, 1996
Mayor Lyon called the meeting to order at 7:08 P.M. at Fred Hesse Community Park.
Following the Pledge of Allegiance led by Councilwoman Ferraro, roll call was
answered as follows:
PRESENT: McTaggart, Ferraro, Hollingsworth, and Mayor Lyon
ABSENT: Byrd
Also present were Assistant City Manager Brent Mattingly, Public Works Director Les
Evans, Finance Director Dennis McLean, Senior Administrative Analyst Rick Otto, and
Parks and Recreation Administrator Ron Rosenfeld.
After a brief overview of the purpose for the meeting, Mayor Lyon introduced the staff
members who would be making the short presentations.
A newsletter article written by City Manager Paul Bussey was presented to Council.
FISCAL OUTLOOK AND THE UTILITY USER TAX BALLOT MEASURE:
Assistant City Manager Mattingly presented his discussion on the City expenditures.
Finance Director McLean made a presentation on how property tax dollars are spent.
Public Works Director Evans presented his discussion on City street and capital
improvement planning and in particular highlighted the pavement management system.
Mayor Lyon discussed the Questions and Answers article as it appeared in the most
recent issue of the NEWSLETTER. That article explained in detail the Utility User Tax,
its use, the cost for per household and the use of revenues generated by this tax.
Mayor Lyon also commented on the award of the prestigious Certificate of Achievement
Award and the Certificate of Award for Outstanding Financial Reporting recently
received by the Finance Department.
AUDIENCE COMMENTS:
Responding to the Mayor's call for public comments for items of interest was:
Lois Larue, 3136 Barkentine Road, who spoke to the election for County Supervisor for
the 4th District.
ADJOURNMENT: At 7:35 P.M. the meeting adjourned to 7:00 P.M., Tuesday, October
29, 1996, to an Adjourned City Council meeting.
