ADJOURNED REGULAR MEETING
MARCH 9, 1998
The meeting was called to order at 10:06 A.M. at 30764 Tarapaca Road by Mayor
Barbara Ferraro, notice having been given with affidavit thereto on file.
PRESENT: Lyon, McTaggart, Byrd, Hollingsworth, & Mayor Ferraro
ABSENT: None
Also present were City Manager Paul D. Bussey, City Attorney Carol W. Lynch,
Administrative Services Director /City Clerk Jo Purcell, Interim Director of Planning,
Building & Code Enforcement Joel Rojas, Public Works Director Les Evans, City
Geologist Dr. Perry Ehlig, Associate Planner Kit Fox, and, the City's Geotechnical
Consultant Jim Lancaster.
Appeal of Grading Permit No. 1933 (1203 x 1801)
Mayor Ferraro reminded those in attendance that this was a continued public hearing
from February 17 and that upon completion of this site visit, the public hearing would
be continued to March 17.
City Manager Bussey recommended that the process for this meeting would be for the
appellants to show the areas and describe the features of the property they were
concerned with; and, that no decisions be made at this meeting. He further stated that
Jim Lancaster, the City's current geotechnical consultant with the firm of Zeiser Kling
Consultants, Inc.,had read all of the pertinent information and that he will present his
findings at the March 17 meeting.
Attorney for the appellants, Roslyn J. Stewart, P. O. Box 3444, Rolling Hills Estates,
presented a packet of exhibits which contained photos and a topographical map of the
area. Said map was provided to her by Dr. Joseph Ricco, the geologist who advised
the original developer of the El Prado Estates tract. (This packet is on file with the City
Clerk's Office.)
With the use of the material contained in the appellant's packet, Dr. David Larue then
proceeded to brief the group on the features of the area which he called the
Southshores Landslide complex and explained why he felt development of this property
would have an adverse impact on the slide.
Dr. Ehlig stated that he has extensive data on this area gathered during the years 1956
through 1968 and that he has continued to study it to this day. His opinion was that the
development on the lot would not have any negative impact on the slide.
Prior to the group descending into the canyon to the proposed site of the landowner's
residence, Mayor Ferraro requested that because there were multiple participants in
the discussion, that they be prepared to make their presentations at the March 17
meeting and that discussion during the field trip would not be a part of the record.,
Upon completion of their visit to the proposed building site, the group then left that area
and met at the switchback area of P. V. Dr. East to get a different view of the
topographical features of the property.
Adjournment: At 11:17 A. M. the meeting adjourned on motion of Mayor Ferraro to
March 17 at 5:30 P.M. for a View Restoration appeal hearing in the Fireside Room at
Hesse Park.
