ADJOURNED REGULAR MEETING
CITY COUNCIL WORKSHOP
JANUARY 22, 1998
The meeting was called to order at 10:00 A.M. by Mayor Barbara J. Ferraro at the
Rancho Palos Verdes City Hall, Community Room, 30940 Hawthorne Boulevard, notice
having been given with affidavit thereto on file. Following the Pledge of Allegiance to
the flag, roll call was answered as follows:
PRESENT: Hollingsworth, Byrd, Lyon, McTaggart and Mayor Ferraro
ABSENT: None
Also present were City Manager Paul Bussey, Public Works Director Les Evans,
Finance Director Dennis McLean and Administrative Services Director /City Clerk Jo
Purcell.
1997 -2003 CAPITAL IMPROVEMENT PROGRAM (602 X 1204)
Public Works Director Evans presented the staff report of January 22, 1993 and the
recommendation that after review and discussion of the proposed Five Year Capital
Improvement Program for the period of 1997 -2003, make any revisions deemed
necessary and refer it to the Planning Commission for a General Plan consistency
determination.
Council discussion centered on the restrictions placed on the use of County Measure
"A" funds to comply with the "At Risk Youth" requirements and how the City could meet
the program criteria over a 20 year period.
Discussion next focused on the programs which made up this 5 -Year Capital
Improvement Program and the costs therefor:
Asphalt Pavement Overlay Projects: Requested that consideration be given to possible
use of rubberized asphalt. Concern was expressed about the need for accuracy in
predicting anticipated expenditures for the year 2002 -2003.
Arterial Street Improvement Program: Requested that whenever possible the
improvements be scheduled in conjunction with the slurry seal /overlay programs. With
regard to the laying of fiber optic cable and its impact on streets, Council requested a
review of the franchise agreement.
Median /Parkway Landscape Improvements: Staff and Finance Advisory Committee
to verify whether funding is available for ongoing maintenance of median /parkway
improvements; ensure that appropriate, low maintenance vegetation is planted in
medians; concentrate on beautification of intersections; and, possibility of having a
view corridor.
Lou McCreight, 2763 San Ramon Drive, spoke to the Median Landscape at Crest Road
at the entrance of Marymount College and requested that funding be placed in the
budget for this improvement.
It was the consensus of Council to approve the recommendation and authorize staff to
budget the first year of the proposed CIP in the 1998 -99 City Budget. Additionally, to
send this plan to the Planning Commission.
Adjournment: At 11:50 A.M. the meeting adjourned on motion of Mayor Ferraro to
Friday, January 23, 1998 at 2:30 P.M. in the City Hall Conference room for a Closed
Session to discuss personnel.
