ADJOURNED REGULAR MEETING
BUDGET WORKSHOP
JUNE 9, 1997 ,
The meeting was called to order at 3:00 P.M. in the City Hall Community Room, 30940
Hawthorne Boulevard, notice having been given with affidavit thereto on file.
Present: Byrd, Hollingsworth, Lyon, Mayor Pro Tem Ferraro, and Mayor
McTaggart
Absent: None
Also present were City Manager Paul D. Bussey, Finance Director Dennis McLean,
Assistant to the City Manager Rick Otto, Public Works Director Les Evans, Director of
Planning, Building & Code Enforcement Carolynn Petru, Administrative Services
Director Jo Purcell, Administrative Analyst Phyllis Butts, and Pt. Vicente Interpretive
Center Director Holly Starr.
FISCAL YEAR 1997 -98 BUDGET
1997 -98 Proposed Salary Budget: City Manager Bussey presented his June 9, 1997
memorandum prepared in response to Council's direction that staff reduce the amount
being recommended in the 1997 -98 fiscal year budget for potential salary adjustments.
The proposed budget previously submitted included an allocation of 5% of the total
current employee salary amount to allow for possible salary adjustments. It was
emphasized that employees would not automatically receive 5% but that the amount of
any individual increase would be based on the employee's salary at the time of their
annual review.
After general discussion of various percentages and the use of bonuses versus an
increase, it was the consensus to leave the draft budget as presented, with the
understanding that the City Manager should use the funds judiciously.
Recommended Budget Reductions: City Manager Bussey next presented his June 9
memorandum which contained a list of recommended budget reductions.
After some discussion, it was the consensus that the recommended budget reductions
would be implemented in the following areas: City Manager's meetings, City Clerk
electronic indexing, Finance overtime, Sheriff services, Planning permit tracking, and
street landscape median maintenance.
The City Council then proceeded to review the Planning Building & Code Enforcement
Department, Recreation & Parks Department, and Public Works Department portions of
the Budget.
Discussion centered on the July Fourth Celebration and it was the consensus that
discussion of the program for this event should ideally take place sometime during the
month January or February and not the month before the event.
Lower Hesse Park: Councilman Hollingsworth moved to budget $235,000 as a
placeholder in the budget for this development but that it required additional Council
discussion. The motion was seconded by Councilwoman Lyon and carried.
Recess and Reconvene: At 4:45 P.M. Mayor McTaggart declared a recess. The
meeting reconvened at 4:50 P.M.
Public Works Dept: - Council requested that road construction projects have signs
explaining the funding source for the work.
Adjournment: At 5:25 P.M. the meeting adjourned on motion of Councilman Byrd.
