RANCHO PALOS VERDES CITY COUNCIL
ADJOURNED REGULAR MEETING
JUNE It 1999
The meeting was called to order at 5:00 P.M. by Mayor Hollingsworth at Fred
Hesse Community Park, 29301 'Hawthorne Boulevard, notice having been
published with affidavit thereto on file. Roll call was answered as follows:
PRESENT: Byrd, Ferraro, Lyon, McTaggart, and Mayor Hollingsworth
ABSENT: None
Also present were City Manager Les Evans; Assistant City Manager Carolynn
Petru; Director of Planning, Building & Code Enforcement Joel Rojas; Director of
Public Works Dean Allison; Director of Finance Dennis McLean; and, City
Clerk/Administrative Services Director Jo Purcell.
APPROVAL OF AGENDA
Mayor Pro Tem Byrd moved, seconded by Councilwoman Lyon to approve the
agenda as presented. Motion carried.
AUDIENCE COMMENTS
Ann Shaw, president of the Peninsula Seniors, referring to the Council's
condition that the City would contribute $6,810 if the Seniors instituted a tiered
membership fee structure and if the City of Palos Verdes Estates contributed,
described the efforts made to convince PVE to make a contribution. She stated
that the Seniors would be instituting the two tiered membership fee schedule.
She expressed gratitude to the Council for the use of Hesse Park and concluded
her remarks by requesting that the City make the grant of $6,810.
It was the consensus of Council to make the full grant to the Seniors.
Street Banner Program
Director Rosenfeld presented the June 1 staff report and the recommendation
that Council direct staff.
After discussion, Councilwoman Ferraro moved, seconded by Councilman
McTaggart to budget for the rental of 60 street banners. Motion carried.
It was felt that, depending upon the completion schedule for the Pt. Vicente
expansion next spring, that these banners could serve the dual ur ose of

announcing Whale of a Day and the re- opening of the Center.
Draft Two Year City Budget
City Manager Evans gave an overview of the Council's deliberations during the
budget work sessions held on April 12, April 19, May 10, and May 17 and how
the decisions made during those meetings were reflected in the draft budget
document.
Council discussion focused on the possibility of reducing the utility user tax,
particularly in light of the anticipated revenue from the Ocean Trails golf course.
It was the consensus that reference to such a reduction should be noted in the
Budget Overview.
Redevelopment Agency Tax Increment Status & Projections
City Manager Evans presented the June 1 staff report and the accompanying
statistic that showed the increase in the tax increment in the Redevelopment
Area using various development scenarios including a 2.5% and 4% increase in
assessed valuation, and the increase resulting from the development of 30 Point
View Homes, and the Hon Golf Course and 30 Point View Homes. He
recommended that Council receive and file such report.
No action was taken on the matter.
Draft Two Year Redevelopment Budget for FY 1999 -2000 & FY 2000 -2001
City Manager Evans presented an overview of the proposed budget for the
Redevelopment Agency and the recommendation to review the draft two -year
budget and provide staff with direction. In particular he noted the ro osed

projects for the Portuguese Bend slide area and emphasized the fact that all
projects would be presented to the Council for approval prior to letting any
contracts.
He reported that the maintenance expenses for the Abalone Cove Budget were
paid for out of the $1 million set aside from the Horan settlement.
No action was taken.

City Manager Evans presented an overview of the proposed budget for the
Improvement Authority and the recommendation to review the draft two-year
budget and provide staff with direction.
No action was taken.
Adjournment: At 6:30 P.M. the meeting was adjourned on motion of Mayor
Hollingsworth.
