RANCHO PALOS VERDES CITY COUNCIL
SPECIAL MEETING
MEETING WITH STATE LEGISLATORS
JANUARY 8, 2001
The meeting was called to order at 10:30 A.M. in Assemblyman Lowenthal's
office in the State Capitol Building, Sacramento, notice having been given with
affidavit thereto on file.
Present: McTaggart, Stern, and Mayor Lyon
Absent: Byrd and Ferraro
Also present were City Manager Les Evans, Assemblymember Alan Lowenthal,
Legislative Staff Member Josh Tooker and District Representative Mary Lou
Echternach.
Discussion centered on the following:
1. Proposition 12 Funds. The Council advised the Assemblymember that the
City was working with the Peninsula Land Conservancy to purchase up to
800 acres of open space in the City. The Assemblymember indicated his
support of our application for funds and offered the assistance of his office in
pursuing Proposition 12 money.
2. Coastal Commission Role in NCCP. Councilmembers expressed concern
that the Coastal Commission may be creating a more difficult process by
inserting themselves into the NCCP approval process. Assemblymember
Lowenthal assured the Council that any Coastal Commission involvement
would not hurt the land acquisition process.
3. Infrastructure Funds. The Council acknowledged the funds returned to the
City from the State for use on roads and for police services and asked if
money for storm drains could be made available. The Assemblyman felt that
the Governor's proposal for $100,000,000 for protection of the coastline
might include some money for storm drain improvements.
4. Electrical Rate Crisis. Assemblymember Lowenthal briefed the Council on
this matter and the State's efforts to solve the power crisis.
5. Constitutional Guarantees for Local Financing. There was a discussion of
how important financial stability for cities has become. Assemblymember
Lowenthal indicated that he will be working on this issue.
6. Assembly committees. Assemblymember Lowenthal said that he would
chair the Housing and Community Development Committee and would be on
the Natural Resources and Environmental Committees as well as the
Committee for local government finance.
No action was taken.
Recess & Reconvene: At 11:20 A.M., the meeting was recessed. The meeting
reconvened at 11:30 A.M. in State Senator Betty Karnette's office. Senator Betty
Karnette, Chief of Staff Charles Wright, and District Representative Chuck Taylor
were present.
The items under discussion during the meeting with Senator Karnette included
the following:
1. Electrical Crisis. Senator Karnette indicated that her focus would be on
energy conservation for the short -term solution to the crisis. For the long
term she felt the answer is more power generation facilities.
2. Open Space Purchase. Purchase of open space is a high priority for the
Senator. She will support the City in its efforts to acquire property with State
bond funds.
3. Funds for Storm Drains. Senator Karnette referred this item to her staff. All
felt that neither the Governor nor the legislature was inclined to make grants
to cities less restrictive.
4. Motor Vehicle In Lieu Tax. Senator Karnette said she never supported the
reduction in the in -lieu tax.
5. PVIC. Senator Karnette will provide whatever support she can to the City
efforts to remediate the contaminated soil and reopen the PVIC.
No action was taken.
