The third phase to implement the control points of all regular full-time and part-time Cit em to ees are established as set forth in Exhibit" W# at"taciedc' V to-: SECTION 2. '''This adjustment for ' the --co'nt'rol', point 'of each classification will' be effective on July 1, 1989. SECTION 3& This adjustment shall be awarded only to employees who have been certified by their department directors to be an employee in good standing and receiving at least an overall satisfactory rating in fulfilling the responsibilities outlined in their job description. SECTION 4. The City Manager is authorized to award merit increases of not more than 3% of the regular monthly salary of regular full-time and part-time City employees. Said salary increases shall be awarded only to City employees who have been certified by the City Manager as * meriting the increase, based upon appraisal­6f department goalsf-- achievement records and periodic revie'w'of individual perf ormance .
