RESOLUTION NO. 90-46
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES DENYING THE APPEAL OF
COASTAL PERMIT NO* 84, THEREBY AFFIRMING THE
PLANNING COMMISSION APPROVAL OF ENVIRONMENTAL
ASSESSMENT NO* 598, CONDITIONAL USE PERMIT NO*
152, AND COASTAL PERMIT NO* 84, ADOPTING THE
FINAL NEGATIVE DECLARATION AND APPROVING A
ROVING FIELD ARCHERY RANGE IN THE PORTUGUESE
BEND LANDSLIDE*
WHEREAS, the South Bay Archery Club and the city of Rancho
Palos Verdes R.D.A. have requested approval of Environmental
Assessment No. 598, Conditional Use Permit No* 152, and Coastal
Permit No. 84 to allow a roving field archery range in the
Portuguese Bend Landslide.
WHEREAS, after notice pursuant to the Development Code, the
Planning Commission held a public hearing on March 27, 1990, at
which time all interested p I arties were given the opportunity to
give testimony and present evidence, and on April 24, 1990 the
Planning Commission approved Environmental Assessment No. 598,
Conditional Use Permit No. 152 and Coastal Permit No. 84 and
adopted the final negative declaration, thereby approving a roving
field archery range.
WHEREAS, on May 8, 1990, Lois Knight Larue filed an appeal
of the Coastal Permit only with the City Council within 15 days of
the decision of the Planning Commission; and
WHEREAS, on June 6, 1990, the City Council heard the appeal
at which time all interested parties were given an opportunity to
be heard and present evidence*
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS*
Section 1: • That there will be no significant environmental
impacts resulting from this project due to the implementation of
the mitigation measures contained in the 'negative declaration for
Environmental Assessment No. 598 which have been incorporated into
conditions of approval in Exhibit "A", attached hereto and made a
part hereof*
Section 2: That the granting of the Conditional Use Permit
will not be contrary to the objectives of the General Plan in that
temporary recreational facilities without permanent structures are
allowed in the zoning district.
Section 3*0 That the subject site is adequate in size and
shape to accommodate the intended use, subject to the conditions
of approval contained in Exhibit "A", attached hereto.

Section 4: That the site is serviced by Palos Verdes Drive
South whose traffic capacity is adequate to serge the site without
suffering significant impacts to its level of service.
Section 5: That there will be no significant adverse effect
on the adjacent properties caused by the archery range in the
landslide, due to the conditions of approval placed on the
project,
Section 6: For the foregoing reasons, and based on
information and findings included in the staff report, minutes and
evidence presented at the public hearings, the City Council of the
City of Rancho Palos Verdes does hereby deny the appeal of Coastal
Permit No. 84 and adopt the Final Negative Declaration for
Environmental Assessment No. 598, and approve Conditional Use
Permit No. 152 and Coastal Permit No. 84 subject to the conditions
contained in Exhibit "A", attached hereto and made a part hereof,
which are necessary to preserve the public health, safety, and
general welfare in the area.

EXHIBIT "A"
CONDITIONS OF APPROVAL
Conditional Use Permit No. 152, Environmental
Assessment No. 598, and Coastal Permit No.. 84
1. All final plans including but not limited to the location of
parking, portable toilets, registration area, picnic tables,
storage shed, signage, and target areas steal -1 be approved by
the Director of Environmental Services. The portable toilet
and storage shed shall be located so they are not visible
from Palos Verdes Drive South. No permanent structures are
allowed.
2. Fire prevention measures shall be taken as directed by the
local Fire Marshall. Parking shall not be allowed on the
dirt access road, barbecues and campfires are not permitted
and a fire extinguisher must be kept on the site at all
times. Smoking shall only be permitted in the dirt parking
area not on the archery range. Remedial grading to assure
safe access and compliance with Fire Department requirements
shall be the responsibility of the Archery Club. Maintenance
repair and remedial grading activities shall be completed by
the club as directed by the Director of Public Works.
3. Signage to alert hikers and bicyclists using the trails of
the archery range shall be placed at the entrance to the dirt
road off of Palos Verdes Drive South, to the west at trail
points off of Inspiration Point and to the east at trails
leading from-the Portuguese Bend Club into the-range.
Signage on Palos Verdes Drive South to alert vehicular
traffic of the range entrance /exit and cross traffic shall be
installed. At least one red warning flag of sufficient
height to warn hikers and others in the area shall be posted
on the site when the range is in use. Exact location, sign
copy, colors, size and the number of signs shall be approved
by the Director of Environmental Services and the Director of
Public Works'*
4. The Archery Club shall coordinate with the Director of Public
Works a schedule for Public Works monitoring of the
landslide. The site shall not be used for archery during
these scheduled monitoring times.
50 The Club shall provide a means of emergency communication,
such as a C.B. radio or cellular car phone on -site during
peak use times.
6. When the Club is no longer using the area it shall be cleared
of targets and any debris. The area shall be maintained in a
neat and clean manner at all times.

7. Consumption of alcoholic beverages or use of fire arms in or
adjacent to the Archery Club area is prohibited.
8. The range and support facilities shall only be used during
daylight hours.
9. Access to the site shall be.-taken off of Palos Verdes Drive
South through the westernmost gate which is approximately 350
feet away from the driveway entrance at #40 Che r ryhi l 1 . The
gate shall be locked or monitored to control access at all
times.
10. Removal of vegetation is not allowed except to create small
level areas to allow placement of the hay bales and minor
trimming of shrubbery for clear shooting zones.
11. The applicant shall provide on an annual basis proof of
membership and insurance through the National Field Archery
Association. The insurance policy shall name the City as
additionally insured.
12. Should the applicant fail to comply with any of these
conditions of approval the City may initiate revocation
procedures for this permit.
13. The City shall maintain the right to revoke this approval and
close the archery range on a thirty day notice for any
reason.
14. Should a major landslide or other geologic condition arise
which may prove to be an imminent hazard to the health,
safety, or welfare of , person or persons in the area, the City
retains the right to immediately suspend the use and
operation of the archery park and range until the hazard is
corrected.
15. The use of crossbows on or adjacent to the range shall be
prohibited.
16. This permit is valid for an indefinite time period.
17. The applicant and landowner shall file a statement, in
writing, with the City within thirty (30) days of this
approval, that they have read, and understand and consent to
the conditions herein imposed on the project.
