A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES AMENDING THE RANCHO
PALOS VERDES CONCEPTUAL TRAILS PLAN
WHEREAS, on January 22, 1990, the City Council of the
City of Rancho Palos Verdes adopted the Conceptual Trials Plan;
WHEREAS, the Conceptual Trails Plan provides for an
annual public workshop to be held by the Trails Committee to
review the Conceptual Trails Plan to endeavor to ensure that it
reflects the current status of trails within the City and is
responsive to the needs and desires of the residents of the City
of Rancho Palos Verdes;
WHEREAS, the Trails Committee held its first annual
public workshop on July 30, 1991, and as a result of said
workshop, certain recommendations and revisions to the Conceptual
Trials Plan were made by the Trails Committee; and
WHEREAS, the Trails Committee's recommendations for
revisions to the Conceptual Trails Plan were presented to the
City Council at duly noticed public hearings on September 16,
1991 and October 29, 1991, at which time all interested parties
were given an opportunity to be heard and present evidence to
the City Council regarding the proposed amendments to the
Conceptual Trials Plan.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: After reviewing the proposed
amendments, and after considering all of the testimony and
evidence presented at the public hearings, the City Council
hereby finds that the proposed amendments to the Conceptual
Trials.Plan, which are set forth in Exhibit "A" hereto and
incorporated herein by this reference, should be incoprorated
into the Plan because the amendments more accurately reflect the
current status of trails within the City and existing conditions
relating to said trials than the present version of the Plan.

Section 2: For the foregoing reasons, and based
upon the information and evidence which was presented to the City
Council at the public hearings, the City Council of the City of
Rancho Palos Verdes hereby adopts the amendments to the
Conceptual Trails Plan which are set forth in Exhibit "A" hereto.

1991 REVISIONS TO THE
CONCEPTUAL TRAILS PLAN
The City Council of the City of Rancho Palos Verdes considered amendments
to the Conceptual Trails Plan at its meetings of September 16 and October 29, 1991.
The following amendments were approved:
Plan Introduction
Definition of Category If Trail
Category II: Proposed trails and trail segments which cross undeveloped pri-
vately -owned land that is zoned as being developable. These trails and trail
segment should be implemented when the respective parcels of land are
developed.
Definition of Category V Trail
Cateaory V: Proposed trails which would primarily benefit neighborhood resi-
dents, and which cross privately -owned land. Efforts to implement these trails
shall only be initiated by affected property owners or community groups. The
City shall provide guidance to those who wish to implement these trails, but it
will not initiate efforts to implement them.
Section One
A6. Salvation Army Segment (Section One)
Status: Category VI. The preferred route for this trail is on the southern
edge of the Salvation Army parcel, on the bank above Palos Verdes Drive South.
An alternate location would be within the street right -of -way.
AT Seahill Segment (Section One)
St at. Category II. Construction and dedication of this trail was made a
condition of approval for the development project on this parcel.

D5. Vanderlip Park Trail (Section one)
Status: Category I. This is an existing, dedicated trail.
G3. West Crest Trail (Section One)
Status: Category VI. This trail should be implemented when the parcel is de-
veloped. If an offer to dedicate can be obtained prior to development, implem-
entation should proceed immediately as this is an important access trail currently
blocked by a chain -link fence. The connecting trail in Palos Verdes Estates is
on a former road right -of -way, and PVE has considered vacating that easement
for sale as a building lot. PVE is aware of the need to retain a trail easement
on that lot, and residents of PVE have spoken in favor of the trail. Residents
of the homes in RPV adjacent to the trail have been told by the RPV City Coun-
cil that if the right -of -way in PVE is vacated without a trail easement this trail
will. be eliminated. The RPV City Manager has been directed to con. PVE
to secure this trail easement because it is a trail for children going to Palos
Verdes Intermediate School.
H2. Vallon Trail (Section One)
Status: Category 11. Construction and dedication of this trail was made a con-
dition of approval for the development project on this parcel.
A. Vista Trail (Section One)
Status: Category II. Construction and dedication of this trail was made a
condition of approval for the development project on this parcel.
Section Two
131. Indian Peak Trail (Section Two)
Status: Category II. The project approval for the Marriott Lifecare Facility in-
cluded this trail. The developer was required to provide an offer to dedicate
an easement but was not required to construct the trail. Since the developer
will be doing extensive grading for the project, the possibility of constructing the
trail at that time should be investigated. The City of Rolling Hills Estates has
placed this trail at the top of their list of requested links with Rancho Palos Verdes.

F1. Old Eucalyptus Trail (Section Two)
Status: Category 11. This is an existing trail, on the portion of the Marriott Life -
care facility required by the conditions of approval to have a conservation ease-
ment. If the trail is impacted by construction on the parcel, the developer should
restore it to meet trail standards. It is also recommended that a specific
easement be accepted for this trail.
Acc This trail connects to the Old Eucalyptus Trail (171). It also provides
a direct route from Crestridge to Peninsula Center.
F5. Browndeer Trail (Section Two)
Status: Category III. As shown on the L. A. County Assessors Map, there is
a dedicated trail easement in the canyon. However, there is no improved trail
for the greater portion of the easement. It is recommended that research be
done to verify the status of the easement.
Gi. Valmonte Canyon Trail (Section Two)
Route: This point -to -point trail begins at the City's northeastern border, where
both Palos Verdes Estates and Rolling Hills Estates meet Rancho Palos Verdes.
It extends southward through the canyon to the access easement to Ironwood
Street. It crosses Ironwood, then turns eastward using the sidewalk and street
for a short distance to Silver Spur Road. There it turns southward to the inter-
section with Montemalaga Drive (which is in Rolling Hills Estates), crosses, and
traverses the RPV residential property on the east side of Silver Spur, to connect
with an existing trail in RHE Improvements should include motor vehicle barri-
ers.
Batts: Category VI. This trail crosses privately property and land designated
as Open Space Hazard. It will require five to seven easements to implement.
The canyon portion of the trail should be treated as a Category 11 trail and
included in any future development proposals. The remaining portions of the
trail (at the south end, on Ironwood and connecting to the existing trail in RHE;
and at the northern connection to RHE) should be treated as Category V trails.

A15. Pirate Segment (Section Three)
Satyrs: Category 11. Construction and dedication of this trail was made a
condition of approval for the development project on this parcel.
B1. Crooked Patch Trail (Section Three)
Status: Category L
: Pedestrian /equestrian. This trail is on a easement dedicated for "trail
purposes" along the northern edges of the lots on Ocean Terrace Drive.
Access: This trail connects with the McBride (132) and Kajima (G1) Trails.
It can also be reached from Highridge Road, and from Ocean Terrace Drive
where there is limited roadside parking.
B2. McBride Trail (Section Three)
Pedestrian /equestrian. This trail is on an easement dedicated for
pedestrian use. It is recommended that the easement dedication be modified
to allow equestrian use as well. (Note: language remains as originally approved
in the Plan.)
B3. Island View Trail (Section Three)
This trail was removed from the Plan on 10/29/91..

134. Del Cerro Trail (Section Three)
Route: Thisspecific course trail begins on Crenshaw Boulevard at the top of
Altamira Canyon, crosses Crenshaw Boulevard to the east side and extends
northward to intersect with the Pollywog Bog Trail (G4) and southward to the
barricade.
Access: This trail connects with the Dirt Crenshaw (135), Rattlesnake (H3) and
Crenshaw Boulevard (G2) Trails. It is near Del Cerro Park, where there is park-
ing. Signs should be posted at the park forbidding horse trailer parking.
F1. Crest Ranch Trail (Section Three)
Route: This specific course trail begins at the top of McCarrell Canyon and
extends eastward along the south side of Crest Road to the western boundary
of the Island View development, There is an existing sidewalk, a dirt pathway,
and a Class 11 bike path for the entire distance.
Status: Category 11. The conditions of approval for the Kajima Tract require
the construction of this trail from the Kajima Trail (G1) eastward to Highridge
Road, as a ten (10) foot wide public pedestrian /equestrian trail, four feet of
its width within the public right -of -way, and six feet of its width in a parallel public
pedestrian /equestrian easement. In addition the developer shall construct the
portion from the Kajima Trail (G1) westward to Tract 25160 (Monaco) as a public
pedestrian trail parallel to the existing sidewalk in the public right -of -way on Crest
Road.
F2. Island Crest Trail (Section Three)
Route: This specific course trail begins on Crest Road at the western bound-
ary of the Island View development. It extends along the south side of Crest
Road to the intersection with Crenshaw Boulevard. There is an existing asphalt
pathway for the entire distance, except on the parcels on each side of Whitley
Collins Drive. There is also an existing Class 11 bike lane on both sides of Crest
Road.
Status: Category VI. The existing asphalt pathway is substantially on Island
View Homeowners' Association property. The Association has placed signs to
limit its use to pedestrian only.

F3. Crest Gatehouse Trail
Route: This specific course trail begins at the northeastern corner of Crest
Crest Road and Crenshaw Boulevard. It extends eastward along Crest Road
to the Rolling Hills Gatehouse.
G1. Kajima Trail (Section Three)
Status: Category II. The conditions of approval for the Kajima Tract provide
for construction of a trail within a twenty foot wide pedestrian /equestrian
easement from Crest Road across from Country Meadow Lane to Ocean Terrace
Drive. The conditions also require dedication of a forty (40) foot wide easement
for the future construction of a tunnel to provide equestrian access under Crest
Road.
G2. Crenshaw Boulevard Trail (Section Three)
Status: Category Vl. The existing asphalt pathway is substantially on
Island View Homeowners' Association property. The Association has placed
signs to limit its use to pedestrian only.
U e: Pedestrian /equestrian.
G3. Valley View Trail (Section Three)
Status: This trail was deleted from the Plan on October 29, 1991.
H39 Rattlesnake Trail (Section Three)
Status: Category Vi. The northern portion of this trail is on a dedicated
pedestrian easement. The southern portion of the trail should be imple-
mented when the "Jack's Hat" parcel is developed. There is an existing
trail (the road cut made in 1926) which is heavily used, and should be
preserved.
�: Pedestrian /equestrian. It is recommended that an equestrian dedica-
tion for the northern portion of the trail be pursued. Consideration should
be given to opening this trail to off -road bicycles (one -way, uphill only) at
some time in the future.
U. Fossil Trail (Section Three)
Status: Category II. Construction and dedication of this trail was made a
condition of approval for the development project on this parcel.

L2. Crystal Trail (Section Three)
Status: Category II. Construction and dedication of this trail was made a con-
dition of approval for the development project on this parcel.
L3 Quarry Bowl Trail (Section Three)
Status: Category II. Construction and dedication of this trail was made a con-
dition of approval for the development project on this parcel.
L4. Flying Mane Trail (Section Three)
Status: Category II. Construction and dedication of this trail was made a con-
dition of approval for the development project on this parcel.
Section Four
X17. Falcon Segment (Section Four)
Rot : This point -to -point trail segment begins at the northeast parcel boundary
north of Coolheights Drive. It extends northward and eastward through the
dedicated open Space associated with the Rancho Palos Verdes Estates de-
velopment until it meets the Radar Dome Segment (A18).
Status: Category III. The developer of the Rancho Palos Verdes Estates tract
has provided an offer -to- dedicate this trail, and has posted a bond for its con-
struction. The trail should be constructed when the connecting link (Section 3,
A16. Ganado Segment) is constructed.
Standards Intermediate.
A18. Radar Dome Segment (Section Four)
Route: This trail segment begins at the end of the Falcon Segment and ex-
tends eastward to the west side of Crest Road. It then extends northward along
Crest Road past the entrance to the Rancho Palos Verdes Estates develop -
ment. It includes a vista point with rustic seating.
status: Category I.

C12 -16. Palos Verdes Drive Trail
Pedestrian (Note: Equestrian designation was removed on 9/16/91.)
D15. South Shores Trail (Section Four)
Status: Category IV. This trail should be implemented if the parcel is developed,
or through cooperation with the County. There are numerous existing trails across
this park.
F2. Seaclaire Segment (Section Four)
Status: Category V. This trail segment crosses designated open Space as-
sociated with the Seacliff Hills development. One easement will be required to
implement this trail segment.
G1. Forrestal Trail (Section Four)
This trail was removed from the Plan on September 16, 1991.
G2. Marymount Trail (Section Four)
Status: Category 111. This is an existing pathway across City property. It should
be improved to meet trail standards and should be designated as a trail.
G4. Camelia Trail (Section Four)
Route: Thisspecitic course trail begins on Crest Road at its highest point in
the City. It extends southward through the development parallel to Paseo de
Castana, and down the slope to meet the Palos Verdes Loop Trail.
Status: Category 1. This is an existing dedicated trail.

Section Five
F3. Georgette Canyon Trail (Section Five)
Route: This point -to -point trail connects the equestrian properties on Headland
Drive with the trail in Georgette Canyon in Rolling Hills Estates. At this time
no viable route for the trail has been found, although the need for access through
the area has been demonstrated.
Status: Category V!. When Chapparal Lane was developed as a private street
it replaced an important access trail. At the time the properties on Chapparal
Lane were developed, there was considerable City correspondence making an
effort to provide for continued equestrian access to the canyon. However, no
formal recorded agreement allowing equestrian use of Chaparral Lane has been
found.
Standards: Easy.
Pedestrian /equestrian.
Access: This trail provides access to Georgette Canyon for equestrian properties
in the neighborhood of Headland Drive. Nonresident parking is prohibited on
private roads.
G1. Paper Trail (Section Five)
Status: Category VI. This trail has a long history. It is recommended
that the City work to obtain an easement on this property.
