A RESOLIITION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES DECLARING
THE CITY'S INTENT TO ENROLL PROPERTIES
WHICH ARE OWNED OR MANAGED BY THE CITY
IN THE NATURAL COMMUNITIES CONSERVATION
PLANNING (NCCP) PROGRAM.
WHEREAS, the Natural Communities Conservation Planning (NCCP)
program was established by the Natural Communities Conservation
Planning Act of 1991; and
WHEREAS, the Natural Communities Conservation Planning process
is a voluntary process involving government agencies, landowners
and conservationists which seeks to increase protection of
individual plant and animal species by focusing on conserving
entire biological communities and geographic regions; and
WHEREAS, the pilot program for the NCCP process is the coastal
sage scrub habitat, which is found on the bluffs, canyons and
hillsides in the City; and
WHEREAS, the State Department of Resources and the State
Department of Fish and Game have established a coastal sage scrub
enrollment and planning period from May 1, 1992 to November 1,
1993; and
WHEREAS, on August 18, 1992, the City Council held a hearing
to consider whether the City_ should participate in the NCCP
process.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: That the General Plan identifies the presence of
areas within the City which contain significant wildlife habitats
and sensitive natural vegetative communities. The General Plan
concludes that the natural vegetation and wildlife habitats that
are found on the bluffs, canyons and hillsides of Rancho Palos
Verdes are significant resources that provide a unique
environmental character to the City and should be preserved.
Section 2: That there are overall policies contained within
the Natural Environmental Element of the General Plan which direct
the City to develop and integrate a specific review process
covering the natural environment aspects of any proposed
development with the normal review processes associated with
proposed development and to consider, in more detail, natural
environment studies in subsequent specific areas as an integral
part of the review process.
Section 3: That it is a policy of the General Plan for the
City to encourage the study of, and funding to preserve, unusual
flora and fauna.
Section 4: That voluntary enrollment in the Natural
Communities Conservation Planning process offers a unique
opportunity for the City to further achieve the goals of the
General Plan to study and preserve the natural resources that exist
in the City.
Section 5: For the forgoing reasons, and based on information
provided. in the staff report and at the hearing, the City Council
hereby states their intent to voluntarily enroll properties which
are owned or managed by the City listed in Exhibit "A", attached
hereto and made part of this action, in the NCCP program and
directs the Staff to complete the enrollment process with the
appropriate State.agencies.
