A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES
ESTABLISHING THE DUTIES OF THE
FINANCE ADVISORY COMMITTEE
AND RESCINDING RESOLUTION NO. 93 - 21
WHEREAS, the City of Rancho Palos Verdes has historically
provided a reasonable level of service to its residents even
though the City's tax base is limited; and
WHEREAS, the costs of services have increased at a rate exceeding
the traditional revenue sources that have been available to
provide these services; and
WHEREAS, in recent years the State of California has been
transferring City revenues to other governmental agencies; and
WHEREAS, these conditions have resulted in the need for the City
Council to take extraordinary measures to assure the continued
viability of the City; and
WHEREAS, one of these measures is the establishment of a Finance
Advisory Committee,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. Mission; The mission of the Finance Advisory
Committee shall be to advise the City Council, on referral from
the Council, on specific matters relating to the City's finances
and the way such matters are presented to the public, and to
recommend to the City Council specific areas for review.
Section 2. Membership; The Finance Advisory Committee
shall be comprised of not less than five (5) members who shall be
appointed to serve at the pleasure of the City Council. Should
any vacancy exist on the Committee, any replacement shall be made
in a like manner. The City Manager, or his or her designee,
shall serve as an ex- officio member of the Committee.
Section 3. Organization; The City Council shall appoint
the Chairperson. The Finance Advisory Committee shall appoint
such other officers as it deems necessary for the effective
operation of the Committee. The Committee shall meet monthly,
but may hold additional meetings if, in the Committee's opinion,
additional meetings are required to accomplish the Committee's
mission and adequate staff resources are available.
Section 4 . Responsibilities loll In addition to operating in

accordance with the Committee's Mission as stated in Section 1.
of this resolution, the following specific tasks shall be
undertaken:
(a) Review and recommend priorities for the Capital
Improvement Program.
(b) Make recommendations on the budget format with the goal
of making the document more easily understood by the general
public. Recognizing that the budget is technical in nature, a
"budget in brief" format for public distribution is an acceptable
alternative.
(c) Advise the City Council on methods to inform the public
on financial matters and assist the City Council in providing
public education when requested.
(d) Advise City Council on Economic Development matters
such as methods to improve the business climate and how to better
work with local businesses.
Section 5. Previous References to Committee Rescinded;
Resolution 93 - 21, establishing the duties of the Long Range
Finance Committee is hereby rescinded.
