A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES, CALIFORNIA, ENDORSING THE
SOUTH BAY CITIES ASSOCIATION'S PRELIMINARY
RECOMMENDATIONS TO THE REGIONAL COMPREHENSIVE
PLAN, AND AUTHORIZING CONTINUED PARTICIPATION
BY THE CITY OF RANCHO PALOS VERDES IN THE
SUBREGIONAL PLANNING PROCESS
WHEREAS, the Southern California Association of Governments
(SLAG) is required under federal and state law to prepare the
regional plans for growth, housing, transportation, and air /water
quality for the Southern California Region; and
WHEREAS, the SCAG Executive Committee has authorized
development of a Regional Comprehensive Plan (RCP) to integrate
these plans with other important regional issues; and
WHEREAS, the RCP is being prepared by cities and counties
through subregional organizations in a cooperative planning process
to ensure that cities and counties are fully involved in the
preliminary policy development phase of the RCP; and
WHEREAS, the South Bay Cities Association is providing the
decision- making forum for the South Bay Subregion in the
preparation of the subregional plan to be included in SCAG's
Regional Comprehensive Plan; and
WHEREAS, the South Bay Cities Association has completed the
initial draft Subregional Strategy on behalf of the South Bay
Subregion; and
WHEREAS, the South Bay Cities Association has developed a set
of recommendations on behalf of the South Bay Subregion_ to
facilitate the development of the RCP; and
WHEREAS, the draft Subregional Strategy is a preliminary,
evolving set of priorities and potential courses of action for the
South Bay Cities acting together to address issues that cross
jurisdictional boundaries'; and
WHEREAS, the addition of the draft Subregional Strategy to the
RCP is essential to a healthy South Bay economy and way of life;
and
WHEREAS, emphasis should be placed on completing the South Bay
Subregion' s recommendations on the remaining elements of the RCP in
the next phase; and
WHEREAS, the draft Subregional Strategy has no legal or
enforceable standing, nor is a formal commitment of individual city
policy on any matter covered in it; and
WHEREAS, the draft Subregional Strategy will not be used to
determine conformance or consistency with any plan, whether
regional or local, nor shall be used as the basis for commentary by
any county,- regional, state or federal agency on a proposed plan or
project within a South Bay jurisdiction; and
WHEREAS, the draft Subregional Strategy promotes the belief
that cities are the primary deliverers of services to the citizens
and know best how and when to implement regional goals.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES RESOLVES AS FOLLOWS:
Section 1
That the City Council of the City of Rancho Palos Verdes
endorses the recommendations set forth in the South Bay Subregional
Strategy for inclusion in the Regional Comprehensive Plan; and
Section 2
That the City Council of the City of Rancho Palos Verdes
authorizes the City to continue its:- participation in the
subregional planning process.
PASSED, APPROVED, AND ADOPTED THE 16TH DAY OF NOVEMBER, 1993.
