CC RES 1993-082RESOLUTION NO. 93 - 82 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES MEMORIALIZING THE CITY COUNCIL'S INTENT TO ALLOCATE GENERAL FUND REVENUES TO PUBLIC SAFETY AND TO ROAD IMPROVEMENT, MAINTENANCE AND CONSTRUCTION PROGRAMS. THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES HEREBY RESOLVES AS FOLLOWS: WHEREAS, the cost to the City of providing a high level of quality in public safety contract services has historically increased at a rate greater than the annual increase in the Consumer Price Index; and WHEREAS, the City has consistently found it difficult to. fund essential road and street improvements with non - General Fund revenues or other sources, making it necessary to allocate General Fund revenue for those purposes; and WHEREAS, a severe shortage of revenue has made it necessary for the City Council to curtail or eliminate a number of General Fund services; and WHEREAS, changes in the economy, the limited portion of property tax received by the City and continuing cuts in funding from the State government have made it necessary for the City Council to raise fees and to impose additional taxes such as a golf tax and a utility users tax; and WHEREAS, the City Council recognizes the concern of the taxpayers of the City of Rancho Palos Verdes, expressed in numerous public meetings, that General Fund revenues be allocated, to the extent permitted by law, to public safety programs, road and street maintenance and construction, and needed capital projects; NOW, THEREFORE, BE IT RESOLVED THAT: 11 The City Council of the City of Rancho Palos Verdes does hereby reaffirm its commitment to maintaining public safety and road and street maintenance and construction as top budgetary priorities; and 2. Beginning with the City budget for fiscal year 1994 -95 and continuing each fiscal year thereafter, the City Manager is hereby directed to prepare and present to the City Council a budget that shall allocate not less than two - million dollars ($2,000,000.00) per year in General Fund Revenues for public safety contract services, road and street maintenance and construction, and other necessary capital projects.
