CC RES 1993-079RESOLUTION NO. 93 -79 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ADOPTING THE SECOND ANNUAL AMENDMENT TO THE RANCHO PALOS VERDES CONCEPTUAL TRAILS PLAN. WHEREAS, on January 22, 1990, the City Council adopted the Rancho Palos Verdes Conceptual Trails Plan; and, WHEREAS, the Conceptual Trails Plan provides for an annual public workshop to review the Plan to ensure that it reflects the current status of the trails network within the City and is responsive to the needs and desires of the residents; and, WHEREAS, on November 6, 1991, the City Council adopted Resolution No. 91 -81 memorializing the first revision to the Conceptual Trails Plan; and WHEREAS, on September 1, 1992, the City Council directed the Recreation and Parks Committee to conduct the second annual review of the Conceptual Trails Plan; and, WHEREAS, on November 3, 1992 and November 24, 1992, the Recreation and Parks Committee held the second annual public worksho P, at which time all interested parties were given an opportunity to be heard and present evidence. As a result of the workshop, the Recreation and Parks Committee made specific recommendations to the City Council to amend and revise the document; and WHEREAS, on July 19, 1993, the City Council held a joint public workshop with the Recreation and Parks Committee to consider the Committee's recommendations, and at which time all interested parties were given an opportunity to be heard and present evidence* NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: That the Conceptual Trails Plan requires several "housekeeping" revisions in order to make necessary corrections and clarifications to the text and to reflect certain modifications that have been made to the Plan by the City Council since the first amendment was adopted in November 19910 Section 2: That the presence of equestrian trails in non - equestrian areas can result in health and safety hazards, such as aggravating allergies, causing stress for residents who are afraid of horses, increasing the risk of accidents when horses interact with pedestrians and vehicles and increasing horse dropping, which are unsightly and attract flies. Therefore, equestrian trails should be eliminated in those non - equestrian areas, where they are strongly objected to by the adjacent property owners. Section 3: That Category VI trails, which are defined as proposed trails and trail segments which have special circumstances, considerations, or constraints, should be reviewed and modified, as necessary, to reflect their current status. Section 4: For the foregoing reasons, and based on the information and evidence contained in the Staff Report, trial maps, minutes and other records of proceedings, the City Council of the City of Rancho Palos Verdes hereby adopts the second annual amendment to the Conceptual Trails Plan, which is attached hereto as Exhibit "A ", and made a part of this resolution. Their inclusion in the Conceptual Trails Plan does not legally grant their use or guarantee their implementation. The second paragraph on the first page has been replaced with the following new language: The purpose of the Conceptual Trails Plan is to identify trail opportunities within the community, so that the acquisition and development of new public trails, through new development proposals, public works projects and voluntary of forts., can be integrating into the City's existing public trails network. Therefore, with the exception of Category I trails (described below), which are existing, dedicated public trails, the trails contained in this document are conceptual only. The inclusion of any trail or trail segment in the Conceptual Trails Plan does not legally grant the use of these trails or trail segments by the public, or in any way guarantee their eventual implementation. Additionally, the City reserves the right to modify, realign or eliminate any trail identified in the Plan (including Category I trails) , and may add previously unidentified trails, as circumstances warrant in the future. The third paragraph on the first page originally read: To simplify the reference and review process, the City of Rancho Palos Verdes has been divided into five geographic areas, and the Trails Plan has been written in five corresponding sections. Trails or trail segments denoted as "A" I "B" I "C" I "D" or "E" are sequential throughout the entire document; trails denoted as "F -- L" are sequential only within each respective section. A reference map and a description of the boundaries are provided for each section. Resolution No. 93 -79 Page 3 of 8 The third paragraph on the first page has been replaced with the following new language: To simplify the reference and review process, the City of Rancho Palos Verdes has been divided into five geographic areas, and the Conceptual Trails Plan has been written in five corresponding sections. However, there are five trail systems (made up of a series of trail segments) which are found in more than one geographic area of the City. In order to more easily identify these trail systems within each section of the document, each larger trail system is denoted by a letter: "A": Palos Verdes Loop Trail "8": Top -of- the -Hill Trail System "C": Palos Verdes Drive Trail System "D ": Coastal Bluff Trail System "E": Coastal Access Trails The Palos Verdes Loop Trail, if fully implemented, would create a continuous loop around the Peninsula, passing through the Cities of Rancho Palos Verdes, Rolling Hills Estates and Palos Verdes Estates. Since this is a Peninsula -wide trail system, it should have a unique signage program, to distinguish it from other City trails, such as a unique color scheme, design and /or logo. Trails that are denoted with the letters "F" through "L" are either single trail segments that do no connect to any other trails or they are part of a trail system that is only found in that particular geographic area of the City. The Amendment Procedures on the third page, first sentence, has been amended as follows (new text is in bold): Any resident of Rancho Palos Verdes may request an amendment to the Trails Network Plan by writing a letter or submitting a petition (which includes the name, address and phone number of each person signing the request) to the Recreation and Parks Committee, Resolution No, 93 -79 Page 4 of 8 The Annual Public Workshop on Trails on the third page, first sentence, has been amended as follows (new text is in bold): the Tr%a A ' r. Germ 'E.'.'e Recreation and Parks Committee shall hold a the next Public Workshop on Trails in the spring of 1996. Thereafter, the Committee shall hold a Public Workshop on Trails, during the spring, every four years (2000, 2004, 2008, etc.). SECTION 1 The description of the West Crest Trail (G3) has been amended as follows (new text is in bold): Route: This rriTa 1%=.' r-T point -to -point trail begins on Crest Road three lots east of Avenida Altisima and extends northward across an undeveloped lot. It connects to a trail easement in Palos Verdes Estates which goes down Via Victoria. SECTION 2 The description of the Indian Peak Trail (81) has been amended as follows: Use: Pedestrian/'e�. The description of the Crestridqe Trail (B2) has been amended as follows: ? Use : Pedestrian, . The Wallace Ranch Trail (K3) has been added to the Conceptual Trails Plan: R3. Wallace Ranch Trail Route: This specific course trail begins on Highridge Road and extends west through the residential neighborhood to Via Malona. Status: Category I. This is an existing, dedicated trail. Resolution No. 93 -79 Page 5 of 8 Standards: Easy, Use: Pedestrian • Access: This is a neighborhood shortcut and does not connect to any other designated trails, SECTION 3 The following trails have been eliminated from the Conceptual Trails Plan: Island Crest Trail (F2) Crest Gatehouse Trail (F3) Crenshaw Boulevard Trail (G2) The description of the Rattlesnake Trail (H3) has been amended as follows: Use: Pedestrian,° SECTION 4 The Falcon Segment (A17) has been re -named and the description amended as follows (new text is in bold): A17. It extends Is r Feree northeast to the Camelia Trail (Section 4:G4)• Status • Category III sin i a 4=== i I --- --n� • The Rancho Palos Verdes Estates Community Association has recorded an irrevocable offer to dedicate a 15 foot wide floating easement to the City between the southwest corner of the tract and the Camelia Trail and posted a bond to Resolution No, 93 -79 Page 6 of 8 fund the construction of the trail, if the offer of dedication is eventually accepted by the City. Standards: Easy, Use: Pedestrian /Equestrian. Access: This trail segment is part of the Palos Verdes Loop Trail, connecting to the Ganado Segment (A16: Section 3 ) , Be East Crest Segment (A18: Section 4) and Camelia Trail (G4 : Section 4). The Radar Dome segment (A18) has been re -named and the description amended as follows ( text is in bold) : A18 . n a %4. a ra. r'e East Crest Segment Route: This specific course begins on the east side of the Camelia Trail (G4 : Section 4' . Access: This trail segment is part of the Palos Verdes Loop Trail, connecting to the F'=31-ee Radar Dome Segment (A17: Section 4 ) and Upper Miraleste Canyon Segment (A19 : Section 4 ) Segments. Access: This trail connects with the Radar Dome (A18 A17:Section 4) j and East Crest (AlS:Section 4) Segments of the Palos Verdes Loop Trail. 3� Need: This trail can also be reached from Crest Road, east of Ganado Drive, where there is limited on- street parking available. SECTION 5 The description of Georgette Canyon Trail (F3) has been amended as follows (new text is in bold): Route: This point -to -point trail connects the equestrian properties on Headland Drive with the trail in Georgette Canyon in Rolling Hills Estates. At this time no viable route for the trail has been found, although the need for access through the area has been demonstrated. This trail will not traverse Chaparral Lane.
