A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES ESTABLISHING PERMIT
PARKING WITHIN THE LUNADA POINT DEVELOPMENT
WHEREAS, Chapter 10.20 of the Rancho Palos Verdes
Municipal Code authorizes the City Council to establish permit
parking areas in the City by resolution pursuant to the authority
provided by California Vehicle Code Section 22507; and
WHEREAS, the Lunada Point Development includes a lot
which has been dedicated for public access purposes with an
existing trail from Palos Verdes Drive West to the top of the
bluff which generates a significant demand for vehicular parking
by those wishing to take access to the common open space lot.
Vehicular parking on Marguerite Drive and Laurel Drive has
resulted in increased noise, traffic hazards, and environmental
pollution from nonresident vehicular parking along these
residential streets. Further, since Marguerite Drive is a cul-
de -sac with limited access and visibility, some of the
individuals who park in this area have engaged in criminal
conduct and trespassing, especially at night; and
WHEREAS, residents along Marguerite Drive and Laurel
Drive have requested the City to regulate the parking in this
area to address the problems associated with a large volume of
vehicles being parked on these streets and crime in the
residential neighborhood; and
WHEREAS, The City's Traffic Committee has reviewed the
request of the affected residents; and
WHEREAS, the City recognizes that providing coastal
access from this area of the City was a requirement imposed by
the California Coastal Commission when the Lunada Point
Development was approved; and
WHEREAS, the establishment of permit parking at night
for the streets designated herein is intended to relieve traffic
congestion along these streets, to reduce noise, crime, traffic
hazards and environmental pollution created by nonresident
vehicular parking, and is necessary to provide reasonably
available and convenient parking for the benefit of residents and
their guests within the area in the evening. The restrictions
will continue to promote coastal access for non - residents of the
Lunada Point Development by allowing unrestricted parking in this
area during daylight hours when the view of the ocean can be
enjoyed. However, since the public cannot see the ocean from the
common open space lot at night when it is dark, it is appropriate
to establish permit parking in this area in the evening. By
imposing permit parking only at night when there is no view of
the coastline and the ocean, the appropriate balance has been

achieved between the rights of the public to enjoy coastal access
and views of the ocean during the day and the rights of the
adjacent property owners to have adequate parking and reduced
noise, crime and activity in the area during the evening;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Required Findings. The City Council finds
that the establishment of a permit parking area for Marguerite
Drive and Laurel Drive from dusk to dawn is necessary to relieve
overcrowding on those streets caused by parking associated with
non - residents desiring to park near the trail from Palos Verdes
Drive West to the top of the bluff. The overcrowding of parked
vehicles in this area is the source of traffic congestion and
hazards, air pollution, and other adverse environmental impacts.
Furthermore, due to the fact that Marguerite Drive is a cul -de-
sac with limited access, some of the individuals who park in this
area have engaged in trespassing and criminal conduct in the
adjacent residential area, especially during the evening hours
when it is dark. These impacts have resulted in a deterioration
in the residential quality and character of the neighborhood to
the detriment of the residents and property values. The City
Council also finds that providing available on- street parking for
non - residents of the area during daylight hours is necessary to
ensure that non - residents have coastal access to the area. For
these reasons, the City Council finds that the establishment of a
permit parking area for the streets listed in Section 2 of this
Resolution during the nighttime is necessary to avoid the adverse
impacts upon the adjacent residential area indicated above, to
provide reasonably available and convenient parking for the
benefit of the residents along these streets during those
periods, while at the same time providing coastal access for non-
residents during the daytime when the views of the coastline and
the ocean can be enjoyed.
SECTION 2. Designation of Permit Parking Area. Based
upon the findings in Section 1, the entire length and both sides
of the following streets shall be designated as the Lunada Point
Development permit parking area:
A. Marguerite Drive; and
B. Laurel Drive,
SECTION 3. Designation of Parking Restrictions.
Pursuant to Section 22507 and paragraph (n) of Section 22651 of
the Vehicle Code, the permit parking restrictions in the Lunada
Point Development area shall be as follows:
No parking between 8:00 p.m, of one day and 6:00 a.m.
of the following day except by permit, seven days a
week.

SECTION 4. Posting of Signs. The parking prohibitions contained
in Section 3 of this Resolution shall not become effective until
signs have been posted giving adequate notice of the parking
restrictions imposed by this Resolution. The Director of Public
Works is hereby authorized to erect such signs.
SECTION 5. The City Clerk shall certify to the passage
and adoption of this Resolution.
