CC RES 1993-011RESOLUTION NO. 93 -11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING GUIDELINES TO BE USED IN IMPLEMENTING THE CITY'S WATER CONSERVATION IN LANDSCAPING ORDINANCE WHEREAS, the City Council adopted Ordinance No. 284 setting forth requirements for water conserving landscapes as Chapter 15.34 of the Rancho Palos Verdes Municipal Code; and WHEREAS, the City Council must establish guidelines to properly implement said ordinance. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY RESOLVE: SECTION 1: The guidelines for Water Conservation in Landscaping attached as Exhibit "A" to Resolution No. 93 -11 are hereby adopted. SECTION 2: The guidelines for Water Conservation in Landscaping shall be effective when Ordinance No. 284 becomes effective. PASSED, APPROVED AND ADOPTED this 2nd day of March, 1993. City C1 rk, City of Rancho Palos Vdrdes EXHIBIT "A" GUIDELINES ' FOR WATER CONSERVATION IN LANDSCAPIN The purpose of these guidelines is to identify minimum standards for compliance with the requirements for water conserving landscapes set forth in Chapter 15.34 of the Rancho Palos Verdes Municipal Code. These guidelines include information necessary for the preparation of a landscape plan (including a sample concept statement, methods of calculating water usage and soil infiltration rates, and requirements for planting and irrigation plans); requirements for model home landscaping signs; a plant list defining the water usage of various species; and a sample compliance certificate. These are set forth in the following appendices: Appendix A: Definitions Appendix B: Requirements for Landscape Plan Appendix C: Hydrozone Plant List Appendix D: Model Home Landscaping Signs Appendix E: Sample Certificate of Substantial Compliance 930208 R6876 -00001 lsj 1100525 —1- RE S O L . NO. 9 3 -11 APPENDIX A DEFINITIONS Unless the context specifically indicates otherwise, the meaning of terms used in these guidelines are as defined in this section. 1. Designer - A person qualified to practice landscape architecture or irrigation design. 2. Estimated applied water use -The estimated amount of water applied annually which is required to keep the plants in the landscaped area healthy. 3. ET adjustment factor - The percentage of a plants optimum water need, required to maintain the plant 4. Hydrozone - A portion of the landscaped area having plants grouped according to water need. 5. Irrigation system - A complete connection of system components, including the water distribution network and the necessary irrigation equipment downstream from the backflow prevention device. 6. Landscaped area - The parcel area less building pads, driveways, patios, decks, walkways and parking areas. Landscaped area includes water features (e.g., fountains, ponds, lakes, etc.) and natural areas. 7. Maximum applied water allowance - The upper limit of the water applied annually to the established landscape area. 8. Point of connection - The point at which the irrigation system is connected to the public water system. This location is normally identified by the point at which a water meter is located or will be installed. 9. Precipitation rate -The amount of water, in inches per hour, discharged by a group of sprinkler heads. 10. P.S.I. - Pounds per square inch, a gauge of water pressure. 11. Reference evapotranspiration -The quantity of water evaporated from adjacent soil surfaces and transpired by plants during a specified period of time. 12. Soil infiltration rate -The rate (inches per hour) in which water moves through soil under natural conditions. 13. WATER CONSERVATION CONCEPT STATEMENT The Water Conservation Concept Statement (sample below) is a cover sheet which serves as ' a checklist to verify that the elements of the Landscape Plan have been completed. The statement includes a brief narrative summary of the project and a calculation of the project's allowable and estimated water usage. MAXIMUM APPLIED WATER ALLOWANCE A project's Maximum Applied Water Allowance (MAWA) may be calculated using the following formula: where, ET = 0.8 = LA = 0.62 = MAWA = (E1) x (0.8) x (LA) x (0.62) Reference evapotranspiration in inches per year (from Figure B -1) ET adjustment factor (The ratio of the average plant factor (0.5) to the minimum irrigation efficiency (0.625)) Landscaped area in square feet Conversion factor (from inches per acre to gallons per square foot) (If gallons per 100 -cubic feet is desired, the conversion factor is 0.0833) Example: Landscaped area of 2,600 sq. ft. in coastal area (cool and humid), with an ET of 42.0 inches: MAWA = (42.0 in.) x 0.8 x (2,600 sq. ft.) x 0.62 = 54.163 all�ons per year Portions of landscaped areas in public and private projects such as parks, playgrounds, sports fields and golf courses where turf provides a playing surface may require water above the maximum applied water allowance A statement shall be included in the landscape plan, designating areas to be used for such purposes and specifying the estimated amount of additional water required. b. NO. 93 -11 (If gallons per 100 -cubic feet is desired, the conversion factor is 0.0833) IE = Imgation efficiency (from Table B -2) Example: The landscape design in the example above involves 2,600 square feet of landscaped area.. Assuming the planting plan consists of 600 square feet of Cistus purpureus (CP), a low water use plant; 600 square feet of Nerium oleander (NO), a low water use plant; 400 square feet of Pittosporum tobira (P'1), Juniperus horizontalis QH), and Liquidambar styraciflua (LS), medium water use plants; and 1,000 square feet of turf, a high water use plant type, the water use factors would be: Water Plant Hydrozone Water Use Factor Use Key Sq.Ft. (Sq.Ft.x Water Use Value) Low CP, NO 1, 200 1,200 x 0.2 = 240 Medium PT, JH, LS 400 400 x 0.4 = 160 High Turf 1.000 1,000 x 0.9 = 900 Totals 29600 19300 Average Water Use Value (PF) = Total of Water Use Factors Total Area = 1, 300/2,600 = 0.5 An estimate of applied water use may be calculated using the formula set forth above: E'VVU = (42. Q in.) x 0.5 x (2,600 so. ft.) x 0.62 0.625 _- 54.163 gallons per year Assuming an ET of 42.0 inches and an irrigation efficiency of .625, the estimated applied water use for the above example is 54,163 gallons per year. Compare this number with the Maximum Applied Water Allowance for the example above. If the Estimated Applied Water Use had exceeded the Maximum Applied Water Allowance, the design would not be acceptable, and the designer would be required to substitute low or medium use species for some high use species so as to reduce the average water use value to an amount which would not cause the estimated use to exceed the maximum amount. If the applicant certifies that 29 % or less of the landscaped area is allocated to high water use plants and that the average plant factor for the landscaped area is equal to or less than 0. 5, the number derived using the MAWA formula is 930208 R6876 -00001 lsj 1100525 B -3 -5- EXHIBIT "All RESOL. NO. 93 -11 effectively greater than or equal to the sum of the EWU for the separate hydrozones and therefore, NO FURTHER CALCULATIONS ARE NECESSARY OTHER THAN THE MAWA calculation for establishing a water budget. This certification shall also contain a statement that the irrigation schedule will be maintained and that the irrigation system will be repaired when necessary. TABLE B-1 WATER USE VALUES (PLANT FACTORS) The following table lists the relative water use values for very low, low, medium and high water use plants. Appendix C contains a listing of plants and their water use. PLANTING PLAN The planting plan must be drawn on a scale which is appropriate to the size of the project and adequate to clearly identify each component of the plan. A scale of 1 in. = 20 ft. is the smallest that may be used. A qualified planting plan must include, but is not necessarily limited to, accurate and clear identification of: 1) Landscape materials, including, but not limited to, trees, shrubs, ground cover, and turf. Planting symbols shall be used, and materials shall be labeled by botanical name, common name, container size, spacing and quantity of each group of plants indicated; 2) Property lines, including dimensions; 3) Streets, driveways, walkways, and other paved areas or non - planted areas; 4) Building and structures, including elevations; S) Natural features, including, but not limited to, rock out- croppings, streams, and existing mature and ornamental trees and shrubs; 6) Tree staking, soil preparation details and specifications, planting details and specifications, and any other applicable details and specifications; and 7) 930208 R6876 -00001 lsj 1100525 Sloped areas, indicated by contour lines. The irrigation plan must be drawn on a scale which is appropriate to the size of the project and adequate to clearly identify each component of the plan. A scale of 1 in. = 20 ft. is the smallest that may be used. A qualified plan must include, but is not necessarily limited to, accurate and clear identification of all components of the irrigation system (main and lateral lines), including: 1) Flow rate and operating pressure (P.S.I.) at the point of connection; 2) Valves, including identification of the type, size, manufacturer, and model number; 3) Controllers, including identification of the type, size, manufacturer, and model number; 4) Sprinkler heads, including identification of the manufacturer, model number, type and nozzle, P. NO. 93 -11 APPENDIX D MODEL HOME LANDSCAPING SIGNS The intent of the requirement for model home landscaping is to demonstrate to prospective home buyers the feasibility and aesthetic qualities of water conserving landscape design. Model home landscaping, to be effective, must include signs placed around the model identifying aspects of the water conserving landscape design and irrigation system. These signs shall be clearly marked on the landscape plan for the model. The following standards shall be used in developing and placing the signs: 1. A sin large enough to be visible from the street and sidewalk with a g minimum size of 6 to 9 sq. ft. shall be located in front of the model home indicating that the model is landscaped with water conserving plant materials and irrigation systems. 2. A sign shall be placed within the landscaped area, identifying the irrigation system used, the different sub -areas of the landscape, and any other features that contribute to the overall water conserving theme. 3. Signs shall include colorful, easy to read drawings providing a schematic of the landscape, and identifying the plants and basic elements of the irrigation system, using common names for the plants. 4.
