CC RES 1995-017RESOLUTION NO. 95 -17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES REGARDING ESTABLISHING A TRAFFIC COMMITTEE AND AMENDING RESOLUTION NO. 93 -9 WHEREAS: on November 18. 1975, the City Council established a Traffic Committee with the adoption of Resolution No. 75 -93; WHEREAS, on February 16, 1993, the City Council adopted Resolution 93 -9 which revised the basic charter which established the Traffic Committee's purposes and duties. WHEREAS, the City Council wishes to revise the basic and amended charters which established the Traffic Committee's purpose and duties by amending Resolution No. 93 -9. NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1. Traffic Committee, Creation of. An advisory Traffic Committee is hereby established. It shall have the membership, responsibilities and duties as herein provided. The Traffic Committee shall serve as a citizen's advisory board to the City Council on matters concerning Traffic Planning, Safety and Control. The Committee shall hear suggestions and concerns regarding Traffic Planning, Safety and Control, and shall make recommendations to the Council regarding these issues. The Committee shall consider other Traffic matters referred to it by the City Council, other City Commissions or Committees, Staff, the Los Angeles County Sheriff, Citizens or members of the Committee and make appropriate recommendations or suggestions to the appropriate officials. Section 2. Membership. The Committee shall be appointed by the City Council and shall consist of seven (7) members who should generally be representative of the various geographical areas of the City. The Chairperson shall be directly appointed by the City Council. The Committee may appoint a Vice - Chairperson from among its members. The Director of Public Works shall act as advisor to this Committee. The Director or his designee shall attend the meetings of the Committee. Section 3. Terms of Office. The membership shall serve terms of two (2) years in length. Each appointee's term 1 will expire on the date established by the City Council, or as soon thereafter as the vacancy is filled. The City Council may remove a member or members at any time for any reason. Section 4. Meeting Timi meetings of the Committee shall location to be specified in the Committee. The Committee shall perform the following duties: 1. Make such procedural rules and regulations as necessary to conform to law and to properly conduct business. 2. Consider matters involving traffic safety, control and planning which are brought to its attention by the City Council or Staff. 3. Consider citizens suggestions, opinions and issues of concern, and make appropriate recommendations to the City Council and to Staff. 4. Review and consider traffic reports, accident histories, patterns and other traffic related matters of concern to the Committee and make appropriate comments and /or recommendations. 5. Review and consider traffic matters relating to planned development and make recommendations to the Planning Commission regarding these issues. 6. Review and comment on Capital Improvement Programs pertaining to traffic safety; 7. Recommend to the City Council subjects which should be studied by the Committee. Section 6. Powers. The Committee shall serve as an advisory body only. It shall have only those powers which are specifically necessary to carry out the duties set forth in this Resolution. It shall have no power to direct or cause the expenditure of City funds except-as specifically authorized by the City Council. It shall have no power to take any action encumbering, conveying, or restricting the use of private or public property. It shall have no power to direct or review the operation of the Public Works Department, except as may be specifically authorized by the City Council. 2 Resol. N0. 95 -17 Section 7. Communications. The Committee is established by Council as a citizens advisory group to enable the Council to more effectively administer the City and to respond to the citizenry. It is anticipated that the Committee will make recommendations to the Council through the organized City Staff and through the Committee Advisor, the Director of Public Works. The Committee shall, at all times, have direct access to the City Council through representation at regular City Council meetings, and in other manners as may be prescribed by the Council. The Committee may also request that the City Manager place items of concern on an appropriate City Council agenda. Section 8. Support. The Director of Public Works shall serve as advisor to the Committee. He /She shall cause to be prepared such staff reports as may be necessary for the Committee to conduct its business. He /She shall provide administrative staff to take and publish Committee Meeting Minutes. He shall provide such other support as may normally be required by the Committee in the conduct of its business.
