A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES ADOPTING SALARY AND HOURLY RANGES FOR
ALL COMPETITIVE AND MANAGEMENT EMPLOYEE JOB
CLASSIFICATIONS, ESTABLISHING A MERIT PAY POOL FOR THE
1995-96 FISCAL YEAR, AMENDING RESOLUTION NO. 95-50 THE
BUDGET APPROPRIATION FOR FY 1995-96 TO REDUCE THE NON-
DEPARTMENTAL LINE ITEM BUDGETED FOR POSSIBLE
COMPENSATION ADJUSTMENTS BASED ON THE RESULTS OF THE
COMPENSATION STUDIES COMPLETED IN JUNE 1995 AND
RESCINDING RESOLUTION NO. 91-35
WHEREAS, the City Council directed staff to conduct certain compensation
studies measuring compensation data from both the public and private sectors; and
WHEREAS, the private and public sector studies collected and analyzed salary
data from employers in both the private and public sectors; and
WHEREAS, the compensation studies indicated that most of the City's job
classifications are below the labor market median; and
WHEREAS, the City's salary/hourly schedule has not been revised since July
1991; and
WHEREAS, both the private and public sector compensation studies indicate
that it would be appropriate to adjust the City's salary range schedule at this time; and
WHEREAS, the success of any pay plan in the public or private sector is
dependent upon occasionally testing salary ranges in the marketplace; and
WHEREAS, the 1995-96 City budget includes a contingency of$125,000 for
possible compensation adjustments to implement the results of said studies and the
incentive (bonus) pay program; and
WHEREAS, the City Manager in cooperation with the City Council identified a
new merit pay program whose implementation cost is estimated to be $ 50,000 in FY
1995-96, which is $ 75,000 or 60 percent less than the $125,000 originally budgeted;
and
WHEREAS, the new merit pay plan was adopted under the provisions.of
Resolution No. 96-2 Oand is more in keeping with private sector pay plans; and
WHEREAS, the adoption of the new salary ranges and associated merit pay
plan will not automatically result in the adjustment of employee salaries;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES RESOLVE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1: Account number 001-130-510-00.19 is hereby reduced from
$100,000.00 to $ 30,000.00 in fiscal year 1995-96.
Section 2: Account number 785-385-510-00.18 (employee incentive pay
awards) is hereby reduced from $ 25,000.00 to $ 20,000.00 in fiscal year 1995-96.
Section 3: That the salary and hourly ranges for City job classifications be
adopted as outlined in the attached Exhibit "A."
Section 4: A merit pool in the amount of$ 50,000 is hereby created to adjust the
compensation of employees throughout the 1995-96 fiscal year, based on their
performance.
Section 5: Annually, as part of the City Council's regular budget deliberations,
the City Council shall establish a pool of funds to be used by the City Manager for
employee merit increases if general fund revenues are estimated to be sufficient to
cover the cost associated with said merit pool.
Section 6: The City Manager is hereby authorized to consider adjustments to
the compensation levels of employees who are below the bottom of the newly
established salary ranges and/or who have been at the top of the previous salary
ranges for a period of one year or Longer, taking into consideration factors such as the
performance of those employees.
Section 7: The City Council shall periodically authorize the conduct of a
compensation study to ensure that City classifications are at the market median and
make adjustments where appropriate. Any corrections to the ranges made from time to
time shall not automatically adjust any employee salaries.
Section 8: Resolution No. 91-35 is hereby rescinded.
