A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES PROHIBITING RIGHT TURNS
FROM EASTBOUND MONTEMALAGA DRIVE TO
SOUTHBOUND BASSWOOD AVENUE FROM 6:30 A.M. TO
9:30 A.M. MONDAY THROUGH FRIDAY, AND PROHIBITING
DIRECT VEHICULAR ACCESS FROM THE PENINSULA
HIGH SCHOOL PARKING LOT TO BASSWOOD AVENUE,
EXCEPT DURING THE HOURS OF 7:30 A.M. TO 9:30 A.M.
WHEREAS, the General Plan of the City of Rancho Palos Verdes
designates Montemalaga Drive as a collector street, which is designed to conduct
through - traffic to and from Silver Spur Road from points easterly; and
WHEREAS, the General Plan of the City of Rolling Hills Estates
designates Silver Spur Road as a secondary collector street which is designed to
conduct traffic to Hawthorne Boulevard and Palos Verdes Drive North; and
WHEREAS, the General Plan for the City of Rancho Palos Verdes
designates Basswood Avenue as a local street which is designed only to provide
access to dwelling units on that street and in that immediate residential neighborhood;
and
WHEREAS, the General Plan of the City of Rancho Palos Verdes states
that local streets can be designed to discourage through - traffic and to reflect the
individuality of the neighborhood; and
WHEREAS, Section 22101 (a) of the California Vehicle Code authorizes
the City to cause official traffic control devices to be placed or erected within or
adjacent to intersections to regulate or prohibit turning movements at such
intersections; and
WHEREAS, Section 21351 of the California Vehicle Code authorizes the
City to place and maintain or cause to be placed and maintained, such appropriate
signs, signals, or other traffic control devices as may be necessary to indicate and
carry out the provisions of the Vehicle Code or local traffic ordinances or to warn or
guide traffic; and
WHEREAS, on October 20, 1992, September 7, 1993, March 1, 1994, at
duly noticed meetings of the Rancho Palos Verdes City Council, the City Council heard
and considered testimony and evidence regarding whether right turns from eastbound
Montemalaga Drive to southbound Basswood Avenue should be prohibited and
whether direct access from the Peninsula High School parking lot to Basswood should
be prohibited, except during specific hours of the day; and
WHEREAS, at the duly noticed meetings of the City Council, residents of
the upper Grandview neighborhood testified that traffic to and from the High School
was traversing Basswood Avenue and was having an adverse impact upon that
residential neighborhood due to the volume, speed and intensity of the traffic. The
residents also testified that they were concerned for the safety of small children who
reside in and around Basswood Avenue; and
WHEREAS, based on the testimony and evidence which was presented,
on September 7, 1993, the City Council determined that access from Montemalaga
Drive to Basswood Avenue should be restricted between the hours of 6:30 a.m. and
9:30 a.m., Monday through Friday; and
WHEREAS, on March 1, 1994, after receiving further testimony and
evidence, the City Council determined that the restrictions on right turns from
Montemalaga Drive to Basswood Avenue should be continued and that the traffic signal
installed by the City on Silver Spur Road near the exit to the High School Parking Lot
should prohibit access to Basswood Avenue, except such access was allowed between
the hours of 7:30 a.m. and 9:30 a.m.; and
WHEREAS, on March 11, 1996, at a duly noticed meeting of the City
Council, the City considered. additional evidence and testimony regarding whether the
above - mentioned restrictions should continue in effect;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES DOES RESOLVE, DETERMINE, AND ORDER AS FOLLOWS:
Section .The relevant portions of the minutes of the above - referenced
City Council meetings are attached hereto and incorporated herein by this reference.
Section 2. Based upon the evidence and testimony which has been
presented to the City Council, including, without limitation, the minutes of prior City
Council meetings, the City Council hereby finds as follows:
(a) Prior to the imposition of the above - referenced traffic restrictions
limiting access to and from Basswood Avenue, students and parents were
using that local street, which was designed only to serve the residences
located on Basswood Avenue and in the immediate neighborhood, as a
collector street to go and from the High School;
(b) This use of Basswood Avenue as a collector street was having an
adverse impact upon that residential neighborhood due to the volume,
speed and intensity of the traffic;
(c) The imposition and continuation of restrictions on traffic movements
onto Basswood Avenue is necessary: (1) to protect that neighborhood
and its residential character from the dangers arising from the misuse of
that local street as collector street to convey traffic from other areas to
and from the High School, and (2) to promote and protect the tranquility,
safety and welfare of individuals living on Basswood Avenue.
Section .Based on the findings set forth above, the City Council hereby
determines that the right turn restriction from eastbound Montemalaga Drive to

southbound Basswood Avenue, from 6:30 a.m. to 9:30 a.m., Monday through Friday, is
hereby readopted and shall continue in effect.
Section 4. Based on the findings set forth above, the City Council further
determines that the restriction on direct access from the Peninsula High School parking
lot driveway to Basswood Avenue, except between the hours of 7:30 a.m. to 9:30 a.m.,
daily, is hereby readopted and shall continue in effect.
Section 5. The City Manager is hereby directed to provide for the
continued maintenance of the signs, signals, and pavement markings necessary to
carry out Sections 3 and 4 above.
Section 6. The City Clerk shall certify to the adoption of this resolution
and shall cause the same to be processed in the manner required by law.
