CC RES 2000-092 RESOLUTION NO. 2000-92
A RESOLUTION OF THE CITY COUNCIL SUPPORTING THE
GOAL OF ESTABLISHING A NATURE PRESERVE IN THE
PORTUGUESE BEND AREA
WHEREAS, the Palos Verdes Peninsula Land Conservancy has informed the City
of Rancho Palos Verdes of its goal to preserve approximately 1000 acres of privately
owned Portuguese Bend area open space within the next 24 months, by creating a funding
package consisting of federal, state, local and private funds, and has requested the City
of Rancho Palos Verdes' support of such open space preservation efforts; and,
WHEREAS, the City of Rancho Palos Verdes, though its habitat management
efforts, recognizes that the existing privately owned open space lands in the Portuguese
Bend area of the City are of high biological habitat value in that they contain numerous
sensitive and threatened species, such as the California gnatcatcher and cactus wren,
along with coastal sage scrub habitat and other rare plant species, and as such, would be
considered integral components of a habitat preserve; and
WHEREAS, the City of Rancho Palos Verdes' General Plan states that is the goal
of the City to conserve, protect and enhance it's natural resources, beauty, and open space
for the benefit and enjoyment of its residents and the residents of the entire region; and
WHEREAS, on March 7, 2000, Propositions 12 (The "park bond") and 13 (the "water
bond") were approved by the State voters, thus providing more than $4 billion in statewide
funding for parks, open space, wildlife habitat, coastal protection, flood control and
watershed conservation, among other objectives, thus providing a valuable opportunity for
the acquisition of open space within the City of Rancho Palos Verdes.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: The City of Rancho Palos Verdes supports the acquisition of open
space lands within the Portuguese Bend area for the purposes of conserving wildlife habitat
and open space for the benefit of the residents of the City.
Section 2: The City Council directs Staff to work vigorously with a variety of public
and private partners to locate and pursue additional sources of public funds to be used
exclusively for this purpose.
Section 3: The City Council authorizes the Mayor to send a letter to the Palos
Verdes Peninsula Conservancy expressing this resolution.
PASSED, APPROVED, AND ADOPTED this 19th day of December 2000.
