A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES CERTIFYING A FINAL SUPPLEMENTAL
ENVIRONMENTAL IMPACT REPORT, ADOPTING A MITIGATION
MONITORING PROGRAM, CERTAIN FINDINGS AND FACTS IN
SUPPORT OF FINDINGS AS REQUIRED BY THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT ("CEQA"), AND ADOPTING A
STATEMENT OF OVERRIDING CONSIDERATIONS IN CONNECTION
WITH THE APPROVAL OF REVISION "L" TO CONDITIONAL USE
PERMIT NO. 163 AND GRADING PERMIT 1541 FOR THE REPAIR OF
LANDSLIDE C AT OCEAN TRAILS
WHEREAS,an application package was filed by the Zuckerman Building Company and Palos Verdes
Land Holdings Company requesting approval of tentative parcel maps, vesting tentative tract maps,
conditional use permits, a coastal permit and a grading permit to allow the construction of a Residential
Planned Development of 120 single family dwelling units and for development of an 18-hole golf course, a
clubhouse and parking facilities on a 258 acre site bounded by Palos Verdes Drive South on the north,
Portuguese Bend Club and Community Association on the west, the Pacific Ocean on the south and Los
Angeles County Shoreline Park on the east; and,
WHEREAS, a Draft Environmental Impact Report(DEIR)was prepared and circulated for 45 days
from June 7, 1991 through July 22, 1991 in order to receive written comments on the adequacy of the
document from responsible agencies and the public; and,
WHEREAS,subsequent to the circulation of the Draft Environmental Impact Report and preparation
of written responses, the applicant revised the scope of the project and reduced the number of proposed
single family residences to 40 units in Vesting Tentative Tract Map No. 50666 and 43 in Vesting Tentative
Tract Map No. 50667,and an 18 hole golf course with related facilities within the boundaries of both Vesting
Tentative Tract Maps,and,due to the changes in the project,an Addendum to the Draft Environmental Impact
Report(ADEIR)was prepared; and,
WHEREAS, based on review of the Addendum to the Draft Environmental Impact Report, the City
determined that the information submitted in the AEIR cited potential additional significant environmental
impacts that would be caused by the revised project, and directed preparation of a Supplemental
Environmental Impact Report(SEIR). The SEIR,which incorporates information and findings set forth in the
Addendum to the Draft Environmental Impact Report, was prepared and circulated for 45 days from March
19, 1992 through May 4, 1992, during which time all interested parties were notified of the circulation period
and invited to present written comments to the information contained in the SEIR, in conformance with the
requirements of the California Environmental Quality Act; and,
WHEREAS,on June 1, 1992 the City Council of the City of Rancho Palos Verdes adopted Resolution
No. 92-53 certifying Environmental Impact Report No.36, in connection with Vesting Tentative Tract Map Nos.
50666 and 50667,Tentative Parcel Map Nos. 20970 and 23004, Conditional Use Permit Nos. 162 and 163,
Coastal Permit No. 103, and Grading Permit No. 1541 for an 83 lot Residential Planned Development, public
open space, and an 18 hole public golf course with clubhouse and related facilities on 261.4 acres in Coastal
Subregions 7 and 8; and,
WHEREAS, on December 7, 1992, the City Council of the City of Rancho Palos Verdes adopted
Resolution No. 92-115 approving an Addendum to Environmental Impact Report No. 36, in connection with
approving Revisions to the Ocean Trails project applications described above, in order to address concerns
expressed by the California Coastal Commission with regard to adequate provisions for public open space,
public access and habitat preservation; and,
WHEREAS, on October 5, 1993, the City Council of the City of Rancho Palos Verdes adopted
Resolution No. 93-89 approving a second Addendum to Environmental Impact Report No. 36, in connection
with re-approval of the Ocean Trails project applications described above, in order to comply with a Court
mandate to provide affordable housing in conjunction with the project, pursuant to Government Code Section
65590; and,
WHEREAS, on September 6, 1994, the City Council of the City of Rancho Palos Verdes adopted
Resolution No.94-71 approving a third Addendum to Environmental Impact Report No. 36, in connection with
approval of Revision "A" to the Ocean Trails project applications described above, in order to incorporate
changes to the project made by the California Coastal Commission in April 1993, and (based on additional
geologic information)relocate the golf course clubhouse, reduce the number of single family lots from 83 to
75 and approve a location for the golf course maintenance facility and on-site affordable housing units; and,
WHEREAS, on March 11, 1996, the City Council of the City of Rancho Palos Verdes adopted
Resolution No. 96-15 approving the fourth Addendum to Environmental Impact Report No. 36, in connection
with approval of Revision"B"to the Ocean Trails project applications described above, in order to incorporate
changes to the project made by the California Coastal Commission in January 1995 regarding the relocation
of the golf course clubhouse, Paseo Del Mar roadway and public trails to accommodate a reconfiguration of
the public parking facilities, as well as additional modifications to the public trails in order to provide
clarification or to be consistent with the California Coastal Commission's approval and to include an 8.5 acre
vacant property owned by the Palos Verdes Peninsula Unified School District into the golf course.
WHEREAS, on September 3, 1996, the City Council of the City of Rancho Palos Verdes adopted
Resolution No.96-72 approving the fifth Addendum to Environmental Impact Report No. 36, in connection with
approval of Revision "C"to the Ocean Trails project applications described above, in order to relocate two
single family residential lots in Vesting Tentative Tract Map No. 50667 from the end of Street"A"to the end
of Street"C," revise the boundaries of open space Lots B, C, G and H, convert the split-level lots in Vesting
Tentative Tract Map No. 50667 to single-level lots, revise the golf course layout, revise the public trail system,
combine parallel trail easements, construct a paved fire access road west of the Ocean Terraces
Condominiums and modify several amendments to the Conditions of Approval and Mitigation Measures to
change the required timing for compliance; and,
WHEREAS, on August 18, 1998, the City Council of the City of Rancho Palos Verdes adopted
Resolution No.98-76 approving Addendum No. 6 to Environmental Impact Report No. 36 and the proposed
Revision"G"to the Ocean Trails project,which included: 1)an 18%increase in the size of the clubhouse from
27,000 square feet to 32,927 square feet; 2) an increase in the size of the maintenance facility from 6,000
square feet to 9,504 square feet; 3) a two foot increase in the upslope height of the maintenance facility
building; and,4)relocation of the maintenance building and reconfiguration of the maintenance facility parking
lot.
WHEREAS, on February 2, 1999, the City Council of the City of Rancho Palos Verdes adopted
Resolution No. 99-10 approving Addendum No. 7 to Environmental Impact Report No. 36 and the proposed
Revision"H"to the Ocean Trails project,which included:changing 6 of the residential lots within VTTM 50667
from flat pad lots to split level lots, lowering the overall pad elevation for each lot,and lowering Street'B'within
the subdivision, and lowering the pad elevation for 6 other lots within the subdivision. Additionally, the
approval included the modification of the project's mitigation measures and conditions of approval to allow the
permitted construction hours for the entire Ocean Trails project to be expanded to include Sundays through
March 21, 1999.
WHEREAS,on May 4, 1999,the City Council of the City of Rancho Palos Verdes adopted Resolution
No.99-29 approving Addendum No. 8 to Environmental Impact Report No. 36 and the proposed Revision"I"
to the Ocean Trails project,which included a change to the design of the storm drain facilities of the Ocean
Trails project from a tunneled pipe system to the existing on-site canyons. Revision "I" only amended the
drainage for the east side of the Ocean Trails project, involving La Rotonda Canyon; and,
WHEREAS, on June 2, 1999, Landslide C at the Ocean Trails site was re-activated; and,
WHEREAS,on July 20, 1999,the City Council of the City of Rancho Palos Verdes adopted Resolution
No. 99-55 approving Addendum No. 9 to Environmental Impact Report No. 36 and the proposed Revision"J"

to the Ocean Trails project,which included 1), the conditions requiring the establishment of a maintenance
district be revised by eliminating the maintenance district and having the golf course owner be the sole
responsible entity for maintenance thereby excluding the future residential homeowners; 2) withdrawn by
applicant; 3),the timing of the installation of ornamental fencing on each residential lot be delayed until prior
to issuance of certificate of occupancy;4), delay the construction of two trails within VTTM 50666 from the
Second Stage to the Third Stage of phasing within the Public Amenities Plan; 5), lower the approved
residential building pad elevations and create split-level pads in VTTM No. 50666; 6),delay the payment of
traffic impact fees to prior to Final Map No.50666;7),allow an increase in total building area of the clubhouse
by permitting a basement space;8),withdrawn by applicant;and 9), revise the hours permitted for golf course
landscape gardening; and,
WHEREAS, on May 16, 2000, the City Council of the City of Rancho Palos Verdes adopted
Resolution No. 2000-27 approving Addendum No. 10 to Environmental Impact Report No. 36 and the
proposed Revision"K"to the Ocean Trails project,which allowed a portion of the golf course to open for play
before all of the required public amenities have been completed due to delays caused by the failure of
Landslide C on June 2, 1999; and,
WHEREAS, on March 17, 2000, Ocean Trails, L.P., formally submitted their request for approval of
Revision "L"to the Ocean Trails project,to allow the repair of Landslide C; and,
WHEREAS, on March 2, 2000,the City of Rancho Palos Verdes distributed a Notice of Preparation
(NOP)of a Draft Supplemental EIR(DSEIR)for the proposed repair of Landslide C at Ocean Trails. The NOP
included a supporting Initial Study. The NOP was released for a mandatory 30-day review period (March 2,
2000 to April 3, 2000). The City received twelve written responses to the NOP. The comments were
incorporated into the preparation of the DSEIR. The DSEIR was circulated for a 45-day review period from
April 21, 2000 to June 5, 2000. During the circulation period, the City received 16 comments on the DSEIR.
As required by the California Environmental Quality Act(CEQA),the City prepared and distributed responses
to those comments on June 10,2000,at least 10 days prior to the public hearing scheduled for June 21,2000.
The"Response to Comments Report"is hereby incorporated into the Final Supplemental EIR(FSEIR);and,
WHEREAS, on June 15, 2000,copies of the FSEIR were distributed to the City Council,and prior to
taking action on the proposed Revision "L" to the Ocean Trails project, the City Council independently
reviewed and considered the information and findings contained in the FSEIR to EIR No. 36;and,
WHEREAS, on June 21, 2000, after notice issued pursuant to the provisions of the City's
Development Code, the City Council held a public hearing to consider the FSEIR to EIR No. 36 and the
proposed Revision "L" to the Ocean Trails project, at which time all interested parties were given an
opportunity to be heard and present evidence.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES
HEREBY FIND, DETERMINE,AND RESOLVE AS FOLLOWS:
Section 1: The Final EIR ("FEIR")for the proposed Landslide repair project is now comprised of
certified FEIR No. 36, the prior Final Supplemental EIR(FSEIR)and all of the addenda thereto, including any
appendices;the list of persons, organizations and public agencies which commented on certified FEIR No.
36 and the FSEIR;the comments which were received by the City regarding FEIR No. 36 and the FSEIR,and
the Staff Report that was prepared for the City Council meeting of June 21, 2000. No re-certification or
reconsideration of certified FEIR No. 36 is required by this action or has been undertaken by the City. The
actions taken herein are based in part upon the previously certified adequacy of FEIR No. 36, and the
Statement of Overriding Considerations that was prepared in connection therewith, pursuant to CEQA
Guidelines Section 15163.
Section 2: The findings made in this Resolution are based upon the information and evidence set
forth in the FSEIR, as described in Section 1, and upon other substantial evidence which has been
presented in the record of this proceeding. The documents, staff reports,technical studies, appendices,
plans, specifications, and other materials that constitute the record of proceedings on which this
Resolution is based and the FSEIR for the Project are on file and available for public examination during

normal business hours in the Office of the Director of Planning, Building and Code Enforcement of the City
of Rancho Palos Verdes, 30940 Hawthorne Boulevard, Rancho Palos Verdes, California 90274. The
custodian of said records is the Director of Planning, Building and Code Enforcement of the City of
Rancho Palos Verdes.
Section 3: The City Council finds that the public and government agencies have been afforded
ample notice and opportunity to comment on the FSEIR in accordance with the provisions of the California
Environmental Quality Act("CEQA").
Section 4: The City Council finds, pursuant to CEQA Guidelines Section 15084(e),that certified
FSEIR No. 36 has been independently reviewed and analyzed by the City Council and its Staff, and that
said document represents the independent judgment of the City Council of the City of Rancho Palos
Verdes,the lead agency with respect to the Project. The City Council further finds that the additional
information provided in the staff report accompanying the certified FSEIR No. 36, and the evidence
presented in written and oral testimony presented at the above-referenced hearing do not represent
significant new information so as to require recirculation of any portion of the FSEIR pursuant to Public
Resources Code Section 21092.1.
Section 5: The City Council finds that the comments regarding the FEIR and the FSEIR and the
responses to those comments have been received by the City; that the City Council has received public
testimony regarding the adequacy of the FSEIR; and that the City Council, as the final decision-making
body for the lead agency, has reviewed and considered all such documents and testimony prior to acting
on the landslide repair project. Pursuant to State CEQA Guidelines Section 15090, the City Council
therefore certifies that the FSEIR to certified FEIR No. 36 has been completed in compliance with the
California Environmental Quality Act("CEQA"). The City Council hereby certifies that it reviewed and
considered the information contained in the FSEIR to FEIR No. 36 prior to approving the landslide repair
project.
Section 6: With respect to the potential significant environmental effects identified in the
FSEIR to FEIR No. 36,the City Council finds as follows:
1. The FSEIR identifies potential significant environmental impacts related to geology, long-term
air quality, biological resources, hazards and aesthetics. However, as noted in the FSEIR,these
potentially significant environmental impacts can be mitigated to an insignificant level by changes or
alterations that have been incorporated into the landslide repair project as mitigation measures. These
specific mitigation measures are set forth in the attached Mitigation Monitoring Program for the FSEIR
(Exhibit"A"); they are being incorporated as additional conditions of approval of the landslide repair project
and are incorporated herein by this reference.
2. The FSEIR indicates that short-term noise impacts related to construction outside of the
permissible construction hours are significant and adverse. Changes and requirements with respect to the
mitigation of this significant environmental impact have been incorporated into the landslide repair project
as mitigation measures and are set forth in the attached Mitigation Monitoring Program for the FSEIR
(Exhibit"A"); these mitigation measures are being incorporated as additional conditions of approval of the
landslide repair project and are incorporated herein by this reference. These mitigation measures will
impose noise attenuation requirements on the equipment that is used to perform the landslide repair work.
In addition, if the effects from the construction work during the additional hours that are being permitted
have too great an impact upon the adjacent residential properties, as determined by the Director of
Planning, Building and Code Enforcement, then the Director can further restrict the hours of the landslide
repairs. However, even with the imposition of these mitigation measures, this significant environmental
effect cannot be mitigated to a level of insignificance. Accordingly, a Statement of Overriding
Considerations is being adopted (see Section 8 below).
3. The FSEIR indicates that the proposed project is anticipated to contribute to a significant
adverse cumulative impact upon air quality during the construction of the landslide repairs. Changes and
requirements with respect to the mitigation of this significant environmental impact have been incorporated
into the landslide repair project as mitigation measures and are set forth in the attached Mitigation
Resolution No.2000-38

Monitoring Program for the FSEIR(Exhibit"A"). These mitigation measures are being incorporated as
additional conditions of approval of the landslide repair project and are incorporated herein by this
reference. However, even with the imposition of these mitigation measures,this significant environmental
effect cannot be mitigated to a level of insignificance. Accordingly, a Statement of Overriding
Considerations is being adopted (see Section 8 below).
Section 7: Section 5.0 of the FSEIR describes, and the City Council has fully considered, a
reasonable range of alternatives to the Project that might fulfill the basic objectives of the Project. These
alternatives include the"No Project Alternative;""Alternative 1 —Full Removal;"and "Alternate 2—
Seaward Removal". The alternatives identified in the FSEIR either would not sufficiently achieve the basic
objectives of the Project to repair the landslide and restore the trails, park and other amenities that were
affected by the landslide or would do so only by causing unacceptable adverse environmental impacts or
economic impacts that would prevent the completion of the project, as discussed below:
No Project Alternative: Under this alternative, repair of the landslide would not occur and the
existing post-landslide conditions would remain in place. The City Council does not find this
alternative to be feasible, since it does not achieve the objectives of the landslide repair project
because it would leave a dangerous area on the Ocean Trails site; it would not be possible to re-
vegetate the area and invasive non-native species would dominate; it would not be possible to
construct the required 5.2 acre Ocean Trails Park. In addition, since the eighteenth hole of the
golf course would not be restored, it would cause the golf course project to be economically
unviable,which would prevent the completion of the other public amenities such as the park and
the trails.
Alternative 1 —Full Removal: This alternative would call for the excavation of the entire landslide
mass to below the upper bentonite layer, installation of an impervious barrier and a full drainage
system, stockpiling of approximately 300,000 cubic yards of material, and recompaction and
replacement of the material. The City Council does not find this alternative to be feasible,
because it would cause other significant environmental impacts; it would require more stockpiling
area than is available on the site,which could increase truck traffic and other impacts arising from
the relocation of the material. It also would destroy the natural sea cliff and bluff slopes resulting
in significant landform alteration. Finally, it could cause the golf course project and residential
development to be financially infeasible because golf holes would have to be moved where certain
of the residential lots are to be located, and the unrepaired landslide could reactivate.
Alternative 2—Seaward Removal: Instead of removing the landward portion of the landslide,this
alternative would propose removing the seaward portion of the landslide. It would include the
installation of approximately 400 shear pins in the landward portion, excavation of the seaward
part to below the upper bentonite layer, installation of an impervious barrier and drainage system,
and recompaction and replacement of the earth material. The City Council does not find this
alternative to be feasible, as it would involve removing the toe of the slide,which could destabilize
the landslide due to removal of its lateral support. In addition,there would be significant technical
problems where the upper bentonite layer is below the sea level; it would alter the landform of the
natural bluff, and it would be extremely dangerous to construct.
Accordingly, and for any one of the reasons set forth herein or in the FSEIR,the City Council finds
that specific economic, social, or other considerations make infeasible each of the Project alternatives,
including the"No Project"alternative, identified in the FSEIR. None of the alternatives would reduce or
avoid a significant environmental impact of the Project without creating or making more significant another
impact or impacts. Each alternative is hereby rejected for those reasons. The City Council further finds
that a good faith effort was made to incorporate alternatives into the preparation of the FSEIR, and that all
reasonable alternatives were considered in the review process of the FSEIR and the ultimate decision on
the Project.

Section 8: STATEMENT OF OVERRIDING CONSIDERATIONS
CEQA requires the decision-making agency to balance the economic, legal, social,technological
or other benefits of a project against its unavoidable environmental risks when determining whether to
approve the project. If the benefits of the project outweigh the unavoidable adverse effects,those effects
may be considered acceptable(CEQA Guidelines section 15093(a)). CEQA requires the agency to
provide written findings supporting the specific reasons for considering a project acceptable when
significant impacts are unavoidable. Such reasons must be based on substantial evidence in the EIR or
elsewhere in the administrative record (CEQA Guidelines section 15093(b)). Those reasons are provided
in this Statement of Overriding Considerations.
The City Council finds that the economic, social or other benefits of the Project outweigh
each and all of the Project's significant and unavoidable short-term impacts that will occur during
construction, as discussed in Section 6 above, and any other remaining significant effects found to be
unavoidable. In making this finding,the City Council has balanced the benefits of the Project against its
unavoidable impacts and has stated its willingness to accept those adverse impacts. The City Council
finds that each one of the following benefits of the Project, independent of the other benefits,would
warrant approval of the Project notwithstanding the unavoidable impacts of the Project:
1. The proposed project will provide a significant improvement in the stability of an area that now
poses a concern to public safety and property;
2. The proposed project will re-establish a public park(Ocean Trails Park), public access
bikeways along the bluff, public trails along the bluff and public trails to the rocky beach area
adjacent to the Ocean Trails development;
3. The proposed project will allow for habitat restoration and revegetation of the areas that were
impacted by or were within the landslide area;
4. The proposed project will provide a stable area for reconstruction of the damaged part of the
18th hole on the Ocean Trails Golf Course, which is a golf course that will be open to the
public;
5. The proposed project will provide a stable area for the construction of a new permanent sewer
pipeline to replace the damaged sewer pipeline in the landslide area.
Section 9: As required by CEQA, the Mitigation Monitoring Program, which is attached hereto as
Exhibit"A", is hereby adopted and incorporated herein by this reference.
Section 10: For the foregoing reasons and based on the information and findings contained in the
staff reports, minutes, and evidence presented at the public hearings,the City Council of the City of Rancho
Palos Verdes hereby approves FSEIR to FEIR No. 36, based on the City Council's determination that the
document was completed in compliance with the requirements of the California Environmental Quality Act and
State and local guidelines with respect thereto.

I. INTRODUCTION
PURPOSE
This Mitigation Monitoring Program (MMP), which is for the Repair of Landslide C at the Ocean Trails Golf
Course, in the City of Rancho Palos Verdes, responds to Section 21081.6 of the Public Resources Code.
Section 21081.6, which requires a lead or responsible agency that approves or carries out a project where a
Supplemental Environmental Impact Report has identified significant environmental effects, to adopt a
"reporting or monitoring program for adopted or required changes to mitigate or avoid significant environmental
effects." The City of Rancho Palos Verdes is acting as lead agency for the project.
An Initial Study and Supplemental Environmental Impact Report was prepared to address the potential
environmental impacts of the project. Where appropriate, this environmental document recommended
mitigation measures to mitigate or avoid impacts identified. Consistent with Section 21080 (2)(c)of the Public
Resources Code, a mitigation reporting or monitoring program is required to ensure that the adopted mitigation
measures under the jurisdiction of the City are implemented. The City will adopt this MMP when adopting the
Supplemental Environmental Impact Report.
ENVIRONMENTAL PROCEDURES
This MMP has been prepared in accordance with the California Environmental Quality Act of 1970 (CEQA),
as amended (Public Resources Code Section 21000 et seq.) and the State Guidelines for Implementation of
CEQA (CEQA Guidelines), as amended (California Administrative Code Section 15000 et seq.). This MMP
complies with the rules, regulations, and procedures adopted by the City of Rancho Palos Verdes for
implementation of CEQA.
MITIGATION MONITORING PROGRAM REQUIREMENTS
Section 21081.6 of the Public Resources Code states: "When making the findings required by subdivision (a)
of Section 21081 or when adopting a negative declaration pursuant to paragraph (2) of subdivision (c) of
Section 21081, the public agency shall adopt a reporting or monitoring program for the changes to the project
which it has adopted or made a condition of project approval in order to mitigate or avoid significant effects
on the environment. The reporting or monitoring program shall be designed to ensure compliance during
project implementation. For those changes which have been required or incorporated into the project at the
request of an agency having jurisdiction by law over natural resources affected by the project, that agency

II. MANAGEMENT OF THE MITIGATION MONITORING PROGRAM
ROLES AND RESPONSIBILITIES
The MMP for the project will be in place through all phases of the project including final design, pre-grading,
construction, and operation. The City will have the primary enforcement role for the mitigation measures.
MITIGATION MONITORING PROGRAM PROCEDURES
The mitigation monitoring procedures for this MMP consists of, filing requirements, and compliance verification.
The Mitigation Monitoring Checklist and procedures for its use are outlined below.
Mitigation Monitoring Program Checklist
The MMP Checklist provides a comprehensive list of the required mitigation measures. In addition, the
Mitigation Monitoring Checklist includes: the implementing action when the mitigation measure will occur; the
method of verification of compliance; the timing of verification; the department or agency responsible for
implementing the mitigation measures; and compliance verification. Section III provides the MMP Checklist.
Mitigation Monitoring Program Files
Files shall be established to document and retain the records of this MMP. The files shall be established,
organized, and retained by the City of Rancho Palos Verdes department of Planning, Building, and Code
Enforcement.
Compliance Verification
The MMP Checklist shall be signed when compliance of the mitigation measure is met according to the City
of Rancho Palos Verdes Director of Planning, Building, and Code Enforcement. The compliance verification
section of the MMP Checklist shall be signed, for mitigation measures requiring ongoing monitoring, and when
the monitoring of a mitigation measure is completed.
MITIGATION MONITORING OPERATIONS
The following steps shall be followed for implementation, monitoring, and verification of each mitigation
measure:
1. The City of Rancho Palos Verdes, Director of Planning, Building, and Code Enforcement shall
designate a party responsible for monitoring of the mitigation measures.
2. The City of Rancho Palos Verdes, Director of Planning, Building, and Code Enforcement shall provide
to the party responsible for the monitoring of a given mitigation measure, a copy of the MMP Checklist
indicating the mitigation measures for which the person is responsible and other pertinent information.
3. The party responsible for monitoring shall then verify compliance and sign the Monitoring Milestone
column of the MMP Checklist for the appropriate mitigation measures.
Mitigation measures shall be implemented as specified by the MMP Checklist. During any project phase,

unanticipated circumstances may arise requiring the refinement or addition of mitigation measures. The City
of Rancho Palos Verdes, Director of Planning, Building, and Code Enforcement with advice from Staff or
another City department, is responsible for recommending changes to the mitigation measures, if needed.
If mitigation measures are refined, the Director of Planning, Building, and Code Enforcement would document
the change and shall notify the appropriate design, construction, or operations personnel about refined
requirements.
