CC RES 2012-079 RESOLUTION NO. 2012-79 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES TO ADOPT A YOUTH EMPLOYMENT PLAN FOR THE REGIONAL PARK AND OPEN SPACE DISTRICT EXCESS FUNDS GRANT PROGRAM FOR EASTVIEW PARK PLAYGROUND&ACCESSIBILITY IMPROVEMENTS PROJECT. WHEREAS, the people of the County of Los Angeles on November 3, 1992, and on November 5, 1996, enacted Los Angeles County Proposition `A', Safe Neighborhood Parks, Gang Prevention, Tree-Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the Propositions), which, among other uses, provides funds to public agencies and nonprofit organizations in the County for the purposes of acquiring and/or developing facilities and open space for public recreation; and WHEREAS, the Propositions also created the Los Angeles County Regional Park and Open Space District(the District)to administer said funds; and WHEREAS, the District's procedures require the City to adopt, by resolution, a Youth Employment Plan (YEP) at a duly noticed public meeting; and WHEREAS, the City adopted a YEP in July 1998, Council approved an updated YEP in October 2000, and by January 2010, the City had met its YEP goal of$324,500 in expenditures; and WHEREAS, although the City has met its At-Risk Youth (ARY) obligation, District staff has stated that it is still a grant requirement to prepare an updated YEP specifically including Eastview Park, even if no ARY were used on the Eastview Park project because the City has exceeded its ARY obligation and the majority of work needed skilled laborers; and WHEREAS, the City certifies, through this resolution, that the attached YEP is approved for submission to the District. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1. The City Council hereby specifically finds that all of the facts set forth in the recitals of this Resolution are true and correct and hereby incorporates these facts into this Resolution by this reference. Section 2. The City Council adopts the Updated Youth Employment Plan, which is attached hereto and incorporated herein, for the above-named Project. Ma or r AU ST: 1#61,Al /4 C.7 C__„/.,4,,' 1, i // City Clerk State of California ) County of Lps Angeles ) ss City of Rancho Palos Verdes ) 1, Carta Morreale, City Clerk of the City of Rancho Palos Verdes, hereby certify that the above Resolution No. 2012-79 was duly and regularly passed and adopted by the sal City Council at a regular meeting thereof held on November 7, 2012. ,---- t City Clerk City of Rancho Palos Verdes Updated Youth Employment Plan (YEP) November 2012 Eastview Park Playground and Accessibility Improvements (Grant # 58H4-12-2264) Background The City of Rancho Palos Verdes received funds pursuant to the Safe Neighborhood Park Proposition (Proposition `A') of 1992 and 1996 to fund the above named project. The project at Eastview Park includes: Removal and replacement of the playground equipment to comply with safety and ADA requirements; and, improvement of existing ramps, renovation of existing restrooms, and, installation of picnic tables in accordance with ADA guidelines. Tasks That Maybe Performed by At-Risk Youth: The City has exceeded its YEP-obligated goal, and since the majority of the project's scope of work required skilled laborers, youth did not work at the construction phase of this project. Estimated Cost of Youth Employment: The cost of youth employment is not applicable to this project. However, the City will continue to pursue the employment of youth to the extent feasible on other grant-funded projects. Method of Youth Employment: The City will continue to utilize local Conservation Corps to assist on projects, whenever feasible. Youth Employment Goal: In January 2010, the City met its total youth employment goal of$324,501. To date, by continued employment of the local Conservation Corps, the City has exceeded its YEP goal.
