CC MINS 20030401MINUTES RANCHO PALOS VERDES CITY COUNCIL REGULAR MEETING APRIL 1, 2003 The meeting was called to order at 7:01 P.M. by Mayor Stern at Fred Hesse Community Park, 29301 Hawthorne Boulevard, notice having been given with affidavit thereto on file. After the Pledge of Allegiance, roll call was answered as follows: PRESENT: Ferraro, McTaggart and Mayor Stern ABSENT: Clark LATE ARRIVAL: Gardiner at 7:05 P.M. Also present were City Manager Les Evans; City Attorney Carol Lynch; Director of Public Works Dean Allison; City Clerk/Administrative Services Director Jo Purcell; and Recording Secretary Carla Morreale. RECYCLE DRAWING Mayor Stern announced that there was not a winner from the drawing from the last meeting and asked Director of Public Works Allison to draw two cards for the next month's drawing for recycler of the month. Mayor Stern encouraged the residents to continue to participate in the recycling program. APPROVAL OF AGENDA Mayor pro tem Ferraro moved, seconded by Councilman McTaggart, to approve the agenda. Motion carried. APPROVAL OF CONSENT CALENDAR Mayor pro tem Ferraro moved, seconded by Councilman McTaggart to approve the Consent Calendar as follows: Motion to waive full reading Adopted a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all council members after the reading of the title. Minutes of February 18, 2003. (301) Approved the minutes as amended. February 2003 Treasurer's Report. (602) Received and filed the February 2003 Treasurer's Report for the City of Rancho Palos Verdes. Crossing Guard Services for the 2003 -2004 School Year: Amendment No. 11 to All City Management. (1503) Authorized the Mayor and the City Clerk to execute Amendment No. 11 to the agreement with All City Management Services, Inc. (All City), for an amount not to exceed $7,538.40 to provide crossing guard services at Miraleste Intermediate School for the 2003 -2004 School Year. Claim Against The City By Veeda Davis. (303) Rejected the claim and directed staff to notify the claimant. Letter of Support for Water Quality Measure in Los Angeles County. (1204) Authorized the Mayor to sign a letter of support for pending Federal Legislation creating funds for implementation of storm water quality programs. Resol. No. 2003 -22: Register of Demands. ADOPTED RESOLUTION NO. 2003 -229 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. The motion to approve the Consent Calendar carried on the following roll call vote: AYES: Ferraro, Gardiner, McTaggart and Mayor Stern NOES: None ABSENT: Clark # # # # # # # # # # # # REGULAR BUSINESS: Border Issues Status Report. (310) City Manager Evans presented the staff report and recommendation to review the current status of border issues, and provide direction to the City Council Committee and Staff. He reported on two new issues. He stated that the Rolling Hills Covenant Church in Rolling Hills Estates has requested a continuation of their project in order that they might revise the project to implement recommendations that were included in the Final Environmental Impact Report. He stated that the project is scheduled for a public hearing on May 19, 2003. He reported on the housing reuse project dealing with the old Navy property at City Council Minutes April 1, 2003 Page 2 of 5 Western Avenue and Palos Verdes Drive North. He stated that the Department of Housing and Urban Development has suggested that an additional 76 units of low- income housing be provided in the project. He stated that the City of Los Angeles has been given 90 days to develop a revised plan after which he believes the public hearing process will start again. He reported that there is a new border issue regarding the utilization of the Chandler quarry site to improve and expand the Rolling Hills Country Club golf course, add an addition to the clubhouse, and construct 160 -200 new homes. He stated that this project is in the very preliminary stages with geology and hydrology studies. Councilman McTaggart inquired about the importation of dirt into the Green Hills Memorial Park from the Rolling Hills Covenant Church project. City Manager Evans stated that the City does have control over that aspect of the plan. He stated that dirt cannot be imported onto the Green Hills site without the City's approval. He stated that Green Hills Memorial Park would have to submit an application for the import of the dirt. CITY COUNCIL ORAL REPORTS: Mayor pro tem Ferraro reported that she attended the Sanitation District Board Meeting and the Mayor's luncheon. She stated that the one item of most importance was the upcoming parcel tax for the Palos Verdes Unified School District that will be placed on the ballot. She stated that there will be a campaign started as to the need for the parcel tax and where the funds will be directed. Mayor pro tem Ferraro reported that she had attended the 30th anniversary celebration committee meeting and that it is coming along beautifully. She stated that there is a barbecue scheduled for September 6, 2003 and a dinner /dance scheduled for October 17, 2003. Councilman Gardiner reported that he has attended a couple of meeting of the Education /Government Channel Subcommittee with Cox Communications. He reported that there are some loose ends they are tying together and that there are some interesting conversations going on that he will bring to the Council at a later date. Councilman McTaggart reported that he attended the March 19, 2003 Contract Cities meeting in Bell. Councilman McTaggart reported that he attended the Solid Waste Task Force in Alhambra on March 20, 2003, where they discussed the Sunshine Canyon Landfill and the Bradley Landfill. He stated that legislative environmental bills were also discussed at that meeting. Councilman McTaggart reported that he attended the Harbor Hills Cub Scouts Blue and Gold dinner and Pinewood Derby. He stated that Parnelli Jones was at the event sponsored by the Sunset Rotary Club. City Council Minutes April 1, 2003 Page 3of5 Councilman McTaggart reported on two meetings on March 21, 2003 and March 24, 2003, with the Education /Government Channel Subcommittee with Cox Communications. He stated that on March 24th he also did a voice over p ublic service announcement on the combined E -Waste and Household Hazardous Waste Round -up scheduled for Rancho Palos Verdes in May 2003. Councilman McTaggart reported that he attended the LAX Round Table meeting on March 26, 2003, where the over flights of the peninsula were discussed. He stated that Walter White of San Diego TRACON spoke regarding the LA KWIET departure. He stated that the task force was begun nearly six years ago, but there has been good dialogue and plans for the future to put pressure on the FAA to address the issue. Councilman McTaggart reported on his attendance on March 27, 2003, at the SCAG Growth Visioning Subcommittee and that he was displeased to find out that the nearest public input opportunity was in Downey. He stated that he did not feel this was at all convenient for our citizens. He stated that he would like the City Manager to write a letter to SCAG /COMPASS to request a closer venue. Councilman McTaggart reported that he attended the Legislative Recognition Dinner in Sacramento on March 27, 2003, which was the largest gathering of Legislators that he had seen outside of their regular meetings. He stated that it was a great opportunity to meet with legislators in order to familiarize them with Rancho Palos Verdes and Contract Cities problems. Councilman McTaggart reported that he and Councilman Clark attended the Ladera Linda Dinner Party on the Grand Romance paddlewheel boat. Councilman McTaggart reported on his attendance at a rally supporting our troops at Crenshaw and Pacific Coast Highway, where he estimated there were 400 hundred people present at any given time. He requested that the M IA/POW flag be flown at City properties in support of our prisoners of war and soldiers missing in action. City Manager Evans stated that he would make arrangements to have that done unless he is contacted by a councilperson that might want the matter placed on the agenda for discussion. City Manager Evans presented Councilman Clark's report. He stated that Councilman Clark attended the League of California Cities Revenue Taxation Policy Committee meeting in Sacramento on March 27, 2003, where Executive Director MacKenzie reported that they had recently polled a statistical sample asking the question, "Would you support a ballot measure protecting local revenues ?" City Manager Evans stated that one year ago this same poll was taken with a 40 percent yes vote. He stated that the recent poll returned with a 75 percent yes vote and that the League is talking about proceeding with a ballot initiative as early as the November election. He stated that the League is going to commence negotiations with state leadership on both sides of the aisle to try to broker a deal for a multi -year budget, and a specified reserves fund that the state would have to maintain on hand to address the current state budget deficit over a five -year period rather City Council Minutes April 1, 2003 Page 4 of 5 than over a one -year period. PUBLIC COMMENTS: (at approximately 8:40 P.M.) (This section of the agenda is for audience comments on items NOT on the agenda.) Lois Larue, Rancho Palos Verdes, spoke regarding the recent CERT program held at Hesse Park where 200 people showed up. She inquired as to the purpose of helicopters flying by at night over the peninsula and how they can be stopped. She commented on Senator Karnette's appointment of Shirley Borks as Woman of the Year. Libby Aubrey, Rancho Palos Verdes, spoke regarding her concerns about traffic issues on the peninsula, especially around the schools. She stated that an informed public is a safer public and asked if the different City committee meetings might be aired so that the residents could be more informed and so that public awareness could be enhanced. Councilman McTaggart stated that the need for public awareness is one of the reasons that Councilman Clark voted to have the Educational Channel. Ms. Aubrey asked if there has been a consultant selected for the Conceptual Bikeways Plan. Director of Public Works Allison reported that there is not a consultant selected at this time, although that is one of the options they are looking at with the Planning Department; Director of Public Works Allison said that he would be willing to meet with Ms. Aubrey to discuss her concerns.
