A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES APPROVING THE APPLICATION
FOR GRANT FUNDS FOR THE URBAN PARK ACT OF 2001
PROGRAM UNDER THE CALIFORNIA CLEAN WATER, CLEAN
AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL
PROTECTION ACT OF 2002 FOR AN OUTDOOR HISTORY
MUSEUM AT LOWER POINT VICENTE PARK.
WHEREAS, the people of the State of California have enacted the
California Clean Water, Clean Air, Safe Neighborhood Parks and Coastal
Protection Act of 2002, which provides funds to the State of California for grants
to eligible applicants; and,
WHEREAS, the City is interested in developing an Outdoor History
Museum, with exhibits such as a Tongva Indian Village, an archeological dig site
and a geologic study area, to complement the exhibits and interpretive programs
associated with the pending expansion of the existing Point Vicente Interpretive
Center on Lower Point Park; and,
WHEREAS, the California Department of Parks and Recreation has been
delegated the responsibility for the administration of the Urban Park Act of 2001
Program and the grant project shown above within the State, setting up the
necessary procedures; and,
WHEREAS, said procedures established by the California Department of
Parks and Recreation require the applicant's governing body to certify by
resolution the approval of the application before submission of said application to
the State; and,
WHEREAS, the applicant will enter into a contract with the State of
California for the project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS
FOLLOWS:
Section 1: The City Council approves the filing of an application for local
assistance funds from the Urban Park Act of 2001 Program under the California
Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of
2002.
Section 2: The City Council certifies that the City of Rancho Palos Verdes
will have sufficient funds to operate and maintain the project.
Section 3: The City Council certifies that the City of Rancho Palos Verdes
has reviewed, understands and agrees to the General Provisions contained in
the contract shown in the Procedural Guide.
Section 4: The City Council certifies that the City of Rancho Palos Verdes
has or will have available, prior to commencement of any work on the project, the
proportional match described in the application.
Section 5: The City Council certifies that the project conforms to the
recreational element of the City's General Plan.
Section 6: The City Council appoints the City Manager as agent to
conduct all negotiations, execute and submit all documents including, but not
limited to, applications, agreements, payment request and so on, which may be
necessary for the completion of the project.
PASSED, APPROVED and ADOPTED this 10th day of January 2004.
