CC MINS 20040605 ADJMINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING JUNE 512004 The meeting was called to order at 9:00 A.M. by Mayor Gardiner at City Hall Parking Lot, 30940 Hawthorne Boulevard, notice having been given with affidavit thereto on file. PRESENT: Clark, Long, Stern, Wolowicz, and Mayor Gardiner ABSENT: None Also present were City Manager Les Evans, Assistant City Manager Carolynn Petru, Public Works Director Dean Allison, Parks & Recreation Director Ron Rosenfeld and Administrative Analyst Matt Waters. Representing RBF Engineering, the consultant who prepared the site study, was Don Putnam, as well as Todd Anderson of the Peninsula Girls' Softball League. Tour of Proposed Sites for Girls' Softball Fields. (1201) Council immediately proceeded on a bus tour of the following proposed sites for girls' softball fields which had been detailed in the feasibility study which was discussed in detail at the May 4th City Council meeting. Upper Point Vicente Park (Civic Center) —West. The City Council first visited the Civic Center Property, also known as Point Vicente Park. There were no local residents who asked to address the Council at this location. Upper Point Vicente Park (Helicopter Landing Pad) —East Council then viewed this area that is now primarily used for event parking during the July Fourth Country Fair and as ahelicopter- landing pad. There were no residents present. Eastview Park (Sanitation District Property) Staff reminded Council that this site was leased from the Sanitation Districts of Los Angeles County and any facilities constructed would be subject to approval by the Districts. The lease arrangement with the County allows the Sanitation Districts to take back the site on a 60 -day notice. No residents asked to address the Council regarding the use of this site. Grandview Park At this location approximately twenty residents expressed their opinions that construction of softball fields on this site would have significant negative impacts on their neighborhood. Lower Hesse Park The City Council was met by approximately ten to fifteen local residents who expressed their opinion that there had been an implied promise on the part of former city councils that Lower Hesse Park would remain a passive park. The citizens who spoke all objected to the construction of girls' softball fields on the site. Upper Hesse Park In general the citizens who were present preferred that no fields be added to the park, but when asked, they preferred the additional development of the upper park to the construction of any ball fields in the lower park. Ryan Park There were no residents present at Ryan Park to speak to the Council and the Council observed the site from the street above the park. Staff pointed out that the parking would be difficult problem if the site was developed with two softball fields. No action was taken.
