1. Motion to waive full reading.
Recommendation:
Adopt a motion to waive reading in full of all ordinances
presented at this meeting with consent of the waiver of reading deemed to be
given by all council members after the reading of the title.
2. Ordinance No. 381 - Adoption of the 2001 California Building Codes and
Amendments. (Campbell)
Recommendation:
ADOPT ORDINANCE NO. 381 - AN ORDINANCE OF THE
CITY OF RANCHO PALOS VERDES ADOPTING BY REFERENCE THE 2001
CALIFORNIA BUILDING CODE, 2001 CALIFORNIA MECHANICAL CODE,
2001 CALIFORNIA PLUMBING CODE, 2001 CALIFORNIA ELECTRICAL
CODE, 2001 CALIFORNIA FIRE CODE, UNIFORM HOUSING CODE,
UNIFORM ADMINISTRATIVE CODE, UNIFORM CODE FOR THE
ABATEMENT OF HAZARDOUS BUILDINGS, 1997 EDITIONS, AND MAKING
AMENDMENTS TO SAID CODES AND AMENDING THE RANCHO PALOS
VERDES MUNICIPAL CODE.” (This Ordinance was re-introduced at the
st
October 1 meeting.)
3. Approve Agreement For Electronics Recycling Event. (Allison)
Recommendation:
(1) Authorize the Mayor and the City Clerk to execute an
agreement with SoCal Computer Recyclers for an Electronics/Computer
Recycling Event; (2) Adopt Resolution 2002- ___, a Resolution of the City
Council of the City of Rancho Palos Verdes, amending Resolution 2002-45, the
budget appropriation for Fiscal Year 2002-03, for a budget adjustment to the
City's Solid Waste Fund in the amount of $7,200.
4. Civic Center Window Replacement Project. (Allison)
Recommendation:
Accept the work as complete; (1) Authorize the City Clerk to
record the Notice of Completion with the County Recorder; and if no claims are
filed 35 days after recordation, notify the surety company to exonerate the
Payment and Performance Bonds; (2) Authorize the Director of Public Works to
release the 10% retention payment to CTI Construction 35 days after recordation
of the Notice of Completion by the County Recorder contingent on no claims
being filed on the project.
5. Gifts For Parks. (Waters)
Recommendation:
That the City Council accept the Gifts for Parks donations
and direct staff to prepare letters for the Mayor’s signature expressing the
Council’s thanks and appreciation.
6. Peninsula High School Yearbook Advertisement. (Petru)
Recommendation:
Authorize staff to place a full-page color advertisement in
the 2003 Palos Verdes Peninsula High School Yearbook for a cost of $400.
7. Register of Demands. (McLean)
Recommendation:
ADOPT RESOLUTION NO. 2002-__, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING
CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH
THE SAME ARE TO BE PAID.

9. Presentation by Libby Aubrey on the Crestridge Properties. (Pfost)
Recommendation:
Hear a presentation from Libby Aubrey on the Crestridge
Properties.
10.San Ramon Drainage and Landslide Stabilization Project – Request for
Additional Funding. (Allison)
Recommendation:
Authorize the expenditure of $140,000 for additional
drainage improvements related to the San Ramon Drainage and Landslide
stabilization project.
11. Review of Large Domestic Animal Nonconformity Statement No. 26 (Sutton, 16
Peppertree Drive and adjacent vacant parcel). (Fox)
Recommendation:
Determine the maximum number of large domestic animals
that may be “grandfathered” for keeping and/or boarding on the property at 16
Peppertree Drive.

12. PVIC Storm Drain Construction – Award Of Contract. (Jules)
Recommendation:
(1) Award a construction contract for the Point Vicente
Interpretive Center Storm Drain Construction Project to SRD Engineering, Inc.
for an amount not to exceed $277,000, and authorize staff to spend an additional
$27,000 for possible extra work for a total authorization of $304,000; (2)
Authorize the Mayor and the City Clerk to execute a contract with SRD
Engineering, Inc; (3) Award a professional service contract to Merit Civil
Engineering, Inc. for an amount not to exceed $20,000 for construction
management and inspection services for the Point Vicente Interpretive Center
Storm Drain Construction Project; and, (4) Authorize the Mayor and the City
Clerk to execute a contract with Merit Civil Engineering Inc.
13. Annual Holiday Reception. (Petru)
Recommendation:
Select a date and location for the annual holiday reception.
14. General Plan Amendment Initiation Request (GPAIR) for 6100 Palos Verdes Drive
South. (Blumenthal)
Recommendation
: (1) Provide feedback to the applicant regarding the proposed
change in General Plan Land Use Designation for the subject site from Commercial

Office to Residential (2 to 4 dwelling units per acre); and a proposed change in the
zoning from Commercial Professional (CP) to Single Family Residential (RS-4); and
(2) deny the applicant’s request for a fee waiver for the aforementioned “GPAIR”
and any future applications related to changing the Land Use Designation and
zoning of the property.
15. Traffic Signal Improvements. (Allison)
Recommendation:
(1) Authorize an expenditure of $66,000 for the replacement
of existing incandescent traffic signal lamps to light emitting diodes (LED’s);
(2) Accept a $29,000 rebate from Southern California Edison Company for the
planned replacement of the existing incandescent traffic signal lamps to a light
emitting diode (LED) configuration; (3) Adopt Resolution 2002-__, a resolution
of the City Council for the City of Rancho Palos Verdes, amending Resolution
2002-45, the budget Appropriation for fiscal year 2002-2003, for a budget
adjustment to the City’s Traffic Signal Maintenance program within the Gas Tax
Fund.
16. Proposition 46 – Housing & Emergency Shelter Trust Fund Act of 2002. (Evans)
Recommendation:
Consider the recommendation of Councilmember Clark to
support Proposition 46 on the November ballot.
