Minutes of August 6, 2002. (Purcell) Recommendation: Approve the minutes. 3.Register of Demands. (McLean) Recommendation: ADOPT RESOLUTION NO. 2002-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. # # # # # # # # # # # # PUBLIC HEARINGS: 4. Use Of Federal And State Funding For Supplemental Police Services –CORE Police Team. (Petru) Recommendation: Approve the continued use of LLEBG (Local Law Enforcement Block Grant) and COPS (Citizen Option for Police Services) funds to pay for the CORE Police Team to perform enforcement and crime prevention duties at the schools and commercial areas in the Region and in the parks and open space areas adjacent to and south of Crest Road. REGULAR BUSINESS: 5. An update on the construction of Palos Verdes Drive South. (Allison) Recommendation : Receive a report on the construction of Palos Verdes Drive South, and other construction activities from the developers of the Ocean Trails Development. 6. Crestridge Properties. (Pfost) Recommendation: (1) Consider proposals from parties that have submitted statements of interest and allow for public comment; (2) If the Council is inclined to move forward with a specific development proposal, provide direction to Standard Pacific to submit the necessary development applications and begin the public review process; and (3) If a decision is given to move forward with a specific proposal, consider studying appropriate uses for the expenditure of accumulated RDA set-aside funds. 7. Traffic Calming On Via Rivera. (Jules) Recommendation : (1) Approve the installation of speed humps along Via Rivera between Rue de la Pierre and Via Del Mar in accordance with the City’s Traffic Calming Program; (2)Authorize the expenditure of up to $40,000 for the final engineering and construction of speed humps, signs and pavement markings along Via Rivera; and, (3) ADOPT RESOL. NO. 2002- OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AMENDING RESOL. NO. 2002- 45, THE BUDGET RESOLUTION FOR FISCAL YEAR 2002-03, FOR A BUDGET ADJUSTMENT TO THE CITY’S GAS TAX FUND. 8. Landslide Moratorium Exception Permit Case No. ZON2002-00170, for 4 Thyme rd Place. (Continued from September 3 meeting.) (Blumenthal) Recommendation: Approve the Landslide Moratorium Exception Permit (Case No. ZON2002-00170), subject to the recommended conditions of approval, as outlined in Exhibit “A”. 9. Adoption Of Revised Local CEQA Guidelines (Planning Case No. Zon2002-00433). (Kit) Recommendation: ADOPT RESOLUTION NO. 2002-__, ADOPTING REVISED City Council Agenda September 17, 2002 Page 2 LOCAL CEQA GUIDELINES. 10. Adoption of State Uniform Codes. (Rojas) Recommendation: INTRODUCE ORDINANCE NO. ___ OF THE CITY OF RANCHO PALOS VERDES ADOPTING BY REFERENCE THE 2001 CALIFORNIA BUILDING CODE, 2001 CALIFORNIA MECHANICAL CODE, 2001 CALIFORNIA PLUMBING CODE, 2001 CALIFORNIA ELECTRICAL CODE, 2001 CALIFORNIA FIRE CODE, UNIFORM HOUSING CODE, UNIFORM ADMINISTRATIVE CODE, UNIFORM CODE FOR THE ABATEMENT OF HAZARDOUS BUILDINGS, 1997 EDITIONS, AND MAKING AMENDMENT TO SAID CODES AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE. 11. Support of Local Cable Usage. (Petru) Recommendation: Provide staff with direction regarding the current level of support of local cable usage provided by Cox Communications. 12. Request To Oppose Legislation Concerning Pre-emption Of Local Authority And Property Rights. (Park) Recommendation: This item is placed on the agenda by request of Councilman Larry Clark for Council consideration to oppose AB 2292 (Dutra). 13. Term Limits Ballot Initiative – Website. (Evans) Recommendation: Approve a message describing the Council’s request for citizen input regarding a possible ballot initiative establishing Term Limits for posting on the City website.
