Recommendation : Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all council members after the reading of the title. 2. Minutes of May 10, June 17 and July 1, 2003. (Purcell) Recommendation: (1) Clarify maker and second for the motions made on the adoption of Resol. Nos. 2003-52 and 53, pages 8 and 9 respectively, on the th June 17 minutes. (2) Approve the minutes. 3. June 2003 Treasurer’s Report. (Lin) Recommendation: Receive and file. 4. Anti-Gang Ordinance. (Petru) Recommendation: ADOPT ORDINANCE NO. 396 OF THE CITY OF RANCHO th PALOS VERDES (This ordinance was introduced on July 15.) 5. On-Call Professional Services Agreement – Limit Increase. (Allison) Recommendation: Authorize a contract limit increase from $25,000 to $34,000 for contract engineering services under the On-Call Service Agreement for Merit Civil Engineering. 6. City Investment Policy for FY 2003-04. (Gyves) Recommendation: Adopt the fiscal year 2003-04 investment policy for the City. 7. Fiscal Year 2003-04 grant for seat belt compliance campaign. (Petru) Recommendation : Authorize the City to act as the pass through agency between the Lomita Sheriff’s Station and the State Office of Traffic Safety for the FY 2003-04 seat belt Compliance Campaign Grant. 8. Traffic and engineering speed surveys. (Jules) Recommendation : ADOPT RESOL. NO. 2003- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING SPEED LIMITS ON VARIOUS STREETS. 9. Adoption of a Disadvantaged Business Enterprise (DBE) Goal for the Federal Fiscal Year 2002-2003. (Huey) Recommendation : Adopt the Overall Annual Goal of four percent (4%) for the Disadvantaged Business Enterprise (DBE) participation in Federal-Aid-Highway projects during the FY 2002-03 Federal fiscal year. 10. Register of Demands. (McLean) Recommendation : ADOPT RESOL. NO. 2003-, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. # # # # # # REGULAR BUSINESS: 11. Sewer System Master Plan Study: award of professional services agreement. (Kau) Recommendation: (1) Authorize the Mayor and the City Clerk to execute a professional services agreement for the sewer system master plan study with Dudek & Associates, Inc., for the not-to-exceed amount of $267,440; and (2) authorize staff to expend additional funds of $15,000 (~5.5%) for additional City Council Agenda August 5, 2003 Page 2 of 5 services related to the Sewer Master Plan Study for a total authorization of $282,440. 12. Adoption of Ordinance regarding Property Maintenance Standards, including RV parking and storage restrictions. (Rojas) Recommendation: ADOPT ORDINANCE NO. 390 OF THE CITY OF RANCHO PALOS VERDES REVISING SECTION 8.24 060 (PROPERTY MAINTENANCE STANDARDS) TO INCLUDE RV PARKING AND STORAGE RESTRICTIONS th.) ON PRIVATE PROPERTY. (This ordinance was re-introduced on July 15 13. Contract with the Los Angeles County Sheriff’s Department. (Petru) Recommendation: Authorize the Mayor to sign the Fiscal Year 2003-04 Regional Cities Law Enforcement Contract with the Los Angeles County Sheriff’s Department. 14. Border Issues. (Fox) Recommendation: Review the current status of border issues and direct staff and the City Council Committee. 15. Ordinance Repealing City Manager Residence Requirement. (City Attorney) Recommendation : INTRODUCE ORDINANCE NO. OF THE CITY OF RANCHO PALOS VERDES AMENDING CHAPTER 2.08 (CITY MANAGER) OF THE RANCHO PALOS VERDES MUNICIPAL CODE BY REPEALING SECTION 2.08.020 OF CHAPTER 2.08 OF TITLE 2. 16. Ordinance regulating parking in areas where parking signs establish restrictions. (City Attorney) Recommendation: (1) INTRODUCE ORDINANCE NO. ___ OF THE CITY OF RANCHO PALOS VERDES REGULATING THE UNAUTHORIZED PARKING OF VEHICLES ON PROPERTY WHEN SIGNS ARE POSTED THAT ESTABLISH PARKING RESTRICTIONS UPON THE PROPERTY AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE. (2) ADOPT RESOL. NO. 2003- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING PENALTIES FOR PARKING VIOLATIONS WITHIN THE CITY OF RANCHO PALOS VERDES. 17. California Water Service Company application for rate increase. (McTaggart) Recommendation : Consider filing an objection to the proposed rate increase in the form of a letter to the California Public Utilities Commission and testifying at th the Public Hearing on August 12. 18. National Airspace Redesign and excessive aircraft noise associated with LAX over flights. (McTaggart) Recommendation: Consider authorizing the Mayor to send letters to the City Council Agenda August 5, 2003 Page 3 of 5 Federal Aviation Administration and Department of Transportation concerning the National Airspace Redesign efforts and excessive aircraft noise due to LAX easterly operations.
