(Fox) Recommendation(1) : ADOPT URGENCY ORDINANCE NO. 412U REGARDING THE GEOTECHNICAL BOARD OF APPEALS, AMENDING CHAPTER 2.40 OF THE RANCHO PALOS VERDES MUNICIPAL CODE AND DECLARING THE (2) URGENCY THEREOF; and INTRODUCE ORDINANCE NO. 413 REGARDING THE GEOTECHNICAL BOARD OF APPEALS, AMENDING CHAPTER 2.40 OF THE RANCHO PALOS VERDES MUNICIPAL CODE. 4.2003-2004 Annual Report on the Implementation of the Rancho Palos Verdes General Plan. (Yu) Recommendation: Direct Staff to forward the City’s 2003-2004 Annual Report on the Implementation of the Rancho Palos Verdes General Plan to the State Governor’s Office of Planning and Research, and to the Department of Housing and Community Development regarding the current status of the General Plan and the progress on its implementation during the 2003-2004 fiscal year. 5. Ridgecrest Rancho Recreation & Parks District: Appointment of Joyce Huppert. (Purcell) Recommendation: Acknowledge the appointment of Joyce Huppert to serve on the Ridgecrest Rancho Recreation & Parks District Board of Directors for a term of office until December 2, 2005. 6. Biennial Update of the City’s Conflict of Interest Code. (Purcell) Recommendation: (1) Receive and file the 2004 Local Agency Biennial Notice for the City of Rancho Palos Verdes, the Rancho Palos Verdes Redevelopment Agency, and the Rancho Palos Verdes Improvement Authority indicating that the (2) Conflict of Interest Code for these agencies need to be amended; and, ADOPT RESOL. NO. 2004- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ADOPTING AN AMENDED CONFLICT OF INTEREST CODE CONTAINING REVISED DESIGNATED POSITIONS, DISCLOSURE CATEGORIES AND REPEALING RESOLUTION NO. 2002-82. 7. Register of Demands. (McLean) Recommendation: ADOPT RESOL. Cox Cable Compliance Hearing. (Petru) (5min) Recommendation: Continue to October 19, 2004. 9. Use of state funding for supplemental police services – CORE Police Team. (Petru) (5min) Recommendation: Approve the continued use of COPS (Citizen Option for Police Services) grant in FY 04-05 to partially fund the CORE Police Team. 9:30 PAUSE TO CONSIDER REMAINDER OF THE AGENDA CITY COUNCIL ORAL REPORTS: (This section of the agenda is designated for (15 min) oral reports from Council Members to report action taken at outside committee and association meetings.) REGULAR NEW BUSINESS: 10Citywide and neighborhood traffic issues: (Evans) (Undetermined) . A. Citywide traffic enforcement: Team RPV. (Evans) B. Mira Vista Traffic Calming Plan. (Allison) Recommendation: (1) Approve the Traffic Committee’s recommendation to (2) approve the TEAM RPV City Wide Traffic Enforcement Program; and Request staff to agendize a contract amendment with the Los Angeles County Sheriff’s Department and a budget adjustment to fund the program; (3) Approve a four step Traffic Calming Plan for the Mira Vista Neighborhood ; (4) as recommended by the Traffic Committee Authorize staff to move (5) forward with Step One of the plan; and Request staff to prepare a budget resolution to fund implementation of the plan. 11. Trudie Drive and Highmore—Traffic Safety, Multiway Stop Controls. (5min) (Allison) Recommendation(1) : Establish four-way stop controls and associated pavement markings at the intersection of Trudie Drive and Highmore (2) Avenue; Install Stop Ahead warning signs and pavement markings for (3) motorists on Trudie Drive in advance of Highmore Avenue; and ADOPT RESOL. NO. 2004- ESTABLISHING FOUR-WAY STOP CONTROLS AT THE INTERSECTIONS OF TRUDIE DRIVE AND HIGHMORE AVENUE.
