Fiscal Year 03-04 budget adjustments. (Downs) Recommendation: ADOPT RESOLUTION NO. 2004-, AMENDING RESOLUTION 2003-42, THE BUDGET APPROPRIATION FOR FY03-04, TO INCREASE BUDGETED APPROPRIATIONS IN THE GENERAL FUND AND SUBREGION ONE MAINTENANCE FUND. 4. Commercial refuse and collection agreement with West Coast Roll Off. (Ramezani) Recommendation: Authorize the Mayor and the City Clerk to execute a non- exclusive franchise agreement for commercial refuse collection and disposal services with West Coast Roll Off to be effective through December 31, 2004. 5. Gifts for parks. (Rosenfeld) Recommendation: Accept the Gifts for Parks donations and direct staff to prepare letters for the Mayor’s signature expressing the Council’s thanks and appreciation. 6. Traffic And Engineering Speed Surveys. (Jules) Recommendation: ADOPT RESOLUTION NO. 2004- ___, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING SPEED LIMITS ON VARIOUS STREETS. 7. FY03-04 Continuing Appropriations (City). (Downs) Recommendation: (1) ADOPT RESOLUTION NO. 2004-, AMENDING RESOLUTION NO. 2004-45, THE BUDGET APPROPRIATION FOR FY04-05, TO CONTINUE CERTAIN EXPENDITURE APPROPRIATIONS FROM FY03-04; (2) ADOPT RESOLUTION NO. 2004-, AMENDING RESOLUTION NO. 2003-42, THE BUDGET APPROPRIATION FOR FY03-04, TO REDUCE THE BUDGET FOR CONTINUING APPROPRIATIONS THAT WILL BE RE-BUDGETED AND INCLUDED IN THE FY04-05 BUDGET. 8. Rejection of bids for slurry seal of Palos Verdes Drive East. (Dragoo) Recommendation:(1) Reject all bids received on July 13, 2004 for the slurry (2) seal of Palos Verdes Drive East; and, Request staff to revise the project plans and re-advertise. 9. Register of Demands. (McLean) Recommendation: ADOPT RESOL. NO. 2004- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. # # # # # # PUBLIC HEARINGS: City Council Agenda August 17, 2004 Page 2 of 4 10. Appeal of a Grading Permit (Case No. ZON2003-00088), for property (5min) located at 49¼ Rockinghorse. (Blumenthal) Recommendation: Continue the Appeal of the Conditions of Approval for Grading Permit (Case No. ZON2003-00088) to the City Council meeting on November 2, 2004. 11. Long Point Resort Hotel Project: ZON2004-00309 (Revision (30min) ‘A’ to Conditional Use Permit No. 215, et. al). (Mihranian) Recommendation: Review and discuss the applicant’s proposed amendments to the City Council approved conditions of approval to: 1) Allow 50 rooms within the main hotel complex and the bungalow units to be sold to individual persons or private entities with deed restrictions limiting the duration of use; and 2) Establish a 1% Property Transfer Fee and a non-profit corporation to be used for the maintenance and enhancement of public open space or streets within the City. If the proposed amendments are deemed acceptable by the Council, direct Staff to prepare the appropriate resolutions for adoption at the September 7, 2004 meeting. 12. Congestion Management Program (CMP), and adoption of (5min) the 2004 Local Development Report (City). (Yu) Recommendation: ADOPT RESOLUTION NO. 2004 -__, ADOPTING THE CITY’S 2004 LOCAL DEVELOPMENT REPORT (LDR) AND SELF- CERTIFYING THE CITY’S CONFORMANCE WITH THE 2004 CONGESTION MANAGEMENT PROGRAM (CMP) FOR LOS ANGELES COUNTY. 9:30 PAUSE TO CONSIDER REMAINDER OF THE AGENDA CITY COUNCIL ORAL REPORTS: (This section of the agenda is designated for oral reports from Council Members to report action taken at outside committee and association meetings.)
