Recommendation:
Approve the minutes of August 29, 2006.
3. Border Issues Status Report (Fox)
Recommendation:
Review the current status of border issues.
4. Salary Resolution - Permit Technician Job Classification (Park)
Recommendation:
ADOPT RESOLUTION NO. 2006- ; AMENDING
RESOLUTION NO. 2006-42 AND CREATING A SALARY RANGE FOR THE
POSITION OF PERMIT TECHNICIAN.
5. Approve Palos Verdes Drive South Speed Zones (Dragoo)
Recommendation:
1) Establish speed limits of 35 MPH on Palos Verdes Drive
South through the landslide and 40 MPH east of the landslide to the City Limit;
and 2) ADOPT RESOLUTION NO. 2006-, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING
SPEED LIMITS ON PALOS VERDES DRIVE SOUTH.
6. Letter in Support of SEA Lab Abalone Enhancement Project (Fox)
Recommendation:
Authorize the Mayor to sign a letter expressing the City
Council’s support of the proposed SEA Lab Abalone Enhancement Project.
7. FY05-06 Year-End Budget Adjustments (Downs)
Recommendation:
ADOPT RESOLUTION NO. 2006- , AMENDING
RESOLUTION 2005-53, THE BUDGET APPROPRIATION FOR FY05-06, TO
INCREASE BUDGETED APPROPRIATIONS IN THE GENERAL FUND AND
MEASURE A CAPITAL FUND.
8. City Investment Policy – FY06-07 (Gyves)
Recommendation:
Adopt and File the FY06-07 Investment Policy for the City of
Rancho Palos Verdes.
9. Additions to the Consolidated Loan Between the City and Agency for Expenses
Incurred During FY05-06 (Gyves)
Recommendation:
Receive and file this staff report, which provides information
regarding the loan additions to the Rancho Palos Verdes Redevelopment
Agency (“Agency”) in the amount of $80,498 for expenses incurred by the City
during FY05-06. The Consolidated Loan Agreement dated December 1, 2003
authorizes the loan additions.
10. July 2006 Treasurer’s Report (McLean)
Recommendation:
Receive and file the July 2006 Treasurer’s Report for the
City of Rancho Palos Verdes.

Approval of a 69.8-Foot-Tall Amateur Radio Antenna Tower and 280-Square-Foot
Emergency Communications Center Adjacent to the “Palos Verdes On The Net”
Studio Building in Upper Point Vicente Park (Fox)
Recommendation:
ADOPT RESOLUTION NO. 2006- , DENYING THE
APPEAL AND UPHOLDING THE PLANNING COMMISSION’S APPROVAL OF
THE REQUESTED NON-COMMERCIAL AMATEUR RADIO ANTENNA PERMIT
(CASE NO. ZON2006-00227).
13. Code Amendement (Case No. ZON2004-00265): Amendment to Various
Sections of Title 17 (Zoning) to Regulate the Use of Cargo Containers on Public
and Private Property [Continued from August 15, 2006] (Fox)
Recommendation:
Review staff’s proposed revisions to the Cargo Container
Code Amendment (Case No.ZON2004-00265) and the potential conflicts that
they raise, and provide direction to staff to finalize the language of the
amendment for introduction of the ordinance at a future date certain.

14. Claim Against the City by Patrick Kelsey (Park)
Recommendation:
Reject the claim and direct staff to notify the claimants.
15. Utilities/Maintenance Cost for PVAN and PVNET Modular Buildings (Evans)
Recommendation:
Receive and file.
16. Cable Television Committee (Evans)
Recommendation:
Discuss the composition and governance of the Cable
Television Committee; appoint two members to the Committee; and provide
direction to the members.
17. Information Technology Ad Hoc Committee (Evans)
Recommendation:
1) Appoint two Council members to serve on the Information
Technology Ad Hoc Committee; and 2) Direct that Committee to develop a scope

of work addressing information technology issues and select a firm to gather
information and make recommendations for changes to the City Council.
18. Neighborhood Beautification Grant Awards (Cycle 17) (Bell)
Recommendation:
1) Approve forty-eight grant applications for the
Neighborhood Beautification Program totaling $177,653; and, 2) Deny one grant
application for reasons that the requested improvements have been denied by
the City in the past. Rancho Crest Community Association is requesting funds
for installation of white rail fencing, which the City has denied in the past out of
respect for our neighboring City, Rolling Hills Estates, who has a “Gentlemen’s
Agreement” with our City that we will not erect this type of fence in Rancho Palos
Verdes.
19. Minutes of Closed Sessions (Lynch/Evans/Petru)
Recommendation:
Give direction regarding whether the City Council would like
the City Attorney to prepare a resolution directing the City Clerk to deputize one
or more individuals as deputy City Clerks and designating the individuals as the
persons who will attend closed session meetings of the City Council to prepare
verbatim minutes of the closed sessions.
20. Consideration of an Ordinance in the City of Rancho Palos Verdes Amending
Sections of the Rancho Palos Verdes Municipal Code Relating to the Issuance
of Business Licenses and an Urgency Interim Ordinance Prohibiting the
Establishment of Marijuana Dispensaries, Stores, or Co-ops in Any Zoning
District Within the City (Lynch)
Recommendation:
1) Read Ordinance No. , “AN ORDINANCE OF THE CITY
OF RANCHO PALOS VERDES AMENDING SECTIONS OF THE RANCHO
PALOS VERDES MUNICIPAL CODE RELATING TO THE ISSUANCE OF
BUSINESS LICENSES” by title only, waive further reading, and introduce the
ordinance; 2) Read Ordinance No. – U, “AN ORDINANCE OF THE CITY OF
RANCHO PALOS VERDES AMENDING SECTIONS OF THE RANCHO PALOS
VERDES MUNICIPAL CODE RELATING TO THE ISSUANCE OF BUSINESS,
AND ADOPTING FINDINGS OF URGENCY” by title only, waive further reading,

Recommendation:
Consider placing the pleadings for all pending lawsuits
against the City on the City’s website.

Discuss possible storm drain use fee alternatives and
authorize the City Attorney to explore legal issues related to various alternatives
suggested by Council members.
23. Nomination for the League of Women Voters’ Certificate of Commendation
(Petru)
Recommendation:
Nominate a woman who is a citizen volunteer in the
community to receive the League of Women Voters’ Certificate of
Commendation.
