Motion to Waive Full Reading Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title. 2. Approval of the Minutes (Petru) Recommendation: Approve the minutes of November 1, 2005, July 5, 2006 and July 22, 2006. 3. Border Issues Status Report (Fox) Recommendation: Review the current status of border issues. 4. Notice of Completion for the Relocation of the Storm Drain Construction at 7460 Alida Place Project (Vaish) Recommendation: 1) Accept the work as complete; 2) Authorize the City Clerk to file a Notice of Completion with the County Recorder; and if no claims are filed within 35 days after recordation, and upon the contractor posting an acceptable warranty bond, notice the surety company to exonerate the Payment and Performance bonds; and, 3) Authorize the Director of Public works to release the 10% retention payment, to GCI Construction, Inc., 35 days after recordation of the Notice of Completion by the County Recorder contingent upon no claims being filed on the project, and the contractor posting an acceptable warranty bond. 5. Fence Repair at PVIC and Shoreline Park (Braatvedt) Recommendation: 1) Approve the Plans for the construction of the Fence Repair Project for Point Vicente Interpretive Center and Shoreline Park; 2) Award a Construction Contract to Harris Steel Fence Co, Inc. in the amount of $129,505, for the Fence Repair Project for Point Vicente Interpretive Center and Shoreline Park and authorize staff to spend up to $20,495 for possible extra work; thereby approving a $150,000 construction budget, being the budget amount authorized by Council for this project; and, 3) Authorize the Mayor and City Clerk to execute a construction contract with Harris Steel Fence Co, Inc. 6. View Restoration Mediator Contract Extension (Alvarez) Recommendation: Amend the existing agreement with the City’s View Restoration Mediator, Ms. Coleen Berg, to remove the monetary cap provision contained within the existing service agreement. 7. Register of Demands (McLean) Recommendation: ADOPT RESOLUTION NO. 2006- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. Request for Waiver of the Application Fee for a Landslide Moratorium Exclusion Request for Sixteen (16) Vacant Lots in the “Zone 2” Area of the Portuguese Bend Community (Planning Case No. ZON2002-00043) (Fox) Recommendation: Deny the requested fee waiver. 12. Proposed View Restoration Ordinance and Preservation Guideline Revisions (Alvarez) Recommendation: Continue the public hearing to August 15, 2006. 13. Gang Suppression, Prevention and Intervention Sales Tax Initiative (Evans) Recommendation: Consider support of the Los Angeles County Gang Suppression, Prevention and Intervention Sales Tax Initiative. 14. Residential Development Standards Steering Committee (RDSSC) Report on Proposed Amendments to the City’s Residential Development Standards (Title 17 of the RPVMC) (Mihranian) Recommendation: 1) Initiate a Code Amendment to increase the side and rear yard setbacks; 2) Initiate a Zone Change to rezone the Eastview area from RS-4 to RS-5; 3) Initiate a Code Amendment and Zone Change to establish a Mira Vista Overlay District with its own set of development standards; 4) Initiate a City Council Agenda August 1, 2006 Page 3 of 5 Code Amendment to consider minor miscellaneous amendments to the Development Code as summarized in the attached table; and 5) Initiate a Code Amendment to consider amendments to the Development Code for minor administration clean-up items. 15. Moisture Remediation at Hesse Park (Petru) Recommendation: 1) Authorize staff to conduct an informal bid process to complete the proposed Interior Moisture Remediation Work Plan at Hesse Park for a total cost not to exceed $9,000; 2) Authorize staff to conduct a formal bid process to complete the proposed Exterior Moisture Remediation Work Plan at Hesse Park for a total cost not to exceed $50,000; and 3) ADOPT RESOLUTION NO. 2006- , A RESOLUTION OF THE CITY OF RANCHO PALOS VERDES AMENDING RESOLUTION NO. 2006-41, THE BUDGET APPROPRIATION FOR FISCAL YEAR 2006-07, FOR A BUDGET ADJUSTMENT TO THE BUILDING REPLACEMENT FUND. 16. City Manager Recruitment (Evans) Recommendation: 1) Select an executive search firm to conduct the recruitment for a new City Manager; 2) Direct the City Manager and City Attorney to prepare an appropriate contract for professional services; and 3) Authorize the Mayor to execute the agreement. 17. Closed Session Minutes (Lynch/Evans/Petru) Recommendation: Give direction regarding whether the City Council would like the City Attorney to prepare a resolution directing the City Clerk to deputize one or more individuals as deputy City Clerks and designating the individuals as the persons who will attend closed session meetings of the City Council to prepare verbatim minutes of the closed sessions.
