A. EMERGENCY STORM DRAIN PROJECTS
1. Pontevedra Emergency Storm Drain Repairs (Holland)
Recommendation: Review and reconfirm by a four /fifths (4/5) vote, the
Council's previous action on December 6, 2005 to authorize staff to conduct an
informal bid process to repair the Pontevedra storm drain line.
B. OTHER CONSENT CALENDAR ITEMS
2. Motion to Waive Full Reading
Recommendation: Adopt a motion to waive reading in full of all ordinances
presented at this meeting with consent of the waiver of reading deemed to be
given by all Council Members after the reading of the title.
3. Approval of the Minutes (Petru)
Recommendation: Approve the minutes of October 22, 2005 Joint Workshop.
4. Approve Design /Professional Services Contract for the Via Colinita /Roan Road
Storm Drain Projects (Dragoo)
Recommendation: 1) Award a professional services contract to NBCE, Inc., for
design services for the Via Colinita /Roan Road storm drain projects; 2) Authorize
the Mayor and City Clerk to execute a professional services agreement contract
with NBCE, Inc. in an amount not to exceed $119,570.00; and, 3) Authorize the
additional expenditure of up to $24,000.00 for unforeseen design requirements
that may be required to complete the engineering, environmental review,
geotechnical recommendations and design of the project.
5. Citywide Landscaping and Lighting Maintenance District (Huey)
Recommendation: 1) ADOPT RESOLUTION NO. 2006- , A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
INVITING PROCEEDINGS FOR THE LEVY AND COLLECTION OF
ASSESSMENTS WITHIN THE CITYWIDE LANDSCAPING AND LIGHTING
MAINTENANCE DISTRICT FOR FISCAL YEAR 2006 -2007 AND ORDERING
THE ENGINEER TO PREPARE A REPORT IN CONNECTION THEREWITH; 2)
ADOPT RESOLUTION NO. 2006- , A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF RANCHO PALOS VERDES APPROVING THE ENGINEER'S
REPORT IN CONNECTION WITH THE LEVY AND COLLECTION OF
ASSESSMENTS WITHIN THE CITYWIDE LANDSCAPING AND LIGHTING
MAINTENANCE DISTRICT FOR FISCAL YEAR 2006 -2007; and, 3) ADOPT

6. Formation of an Audit Committee and Award of Professional Services Contract
for Independent Audit Services (Downs)
Recommendation: 1) Provide direction to staff regarding an audit committee;
and 2) Approve the attached Professional Services Agreement for Independent
Auditing Services with Vavrinek, Trine, Day & Co., LLP (VTD") for an amount
"not to exceed" $34,000.
7. Renewal of the Agricultural Leases with James Hatano on the Upper and Lower
Point Vicente Properties (Petru)
Recommendation: 1) Approve extensions to the agricultural leases with James
Hatano for the Upper and Lower Point Vicente properties and 2) Authorize the
Mayor and City Clerk to execute the amendments to the lease agreements.
8. $37.3 Billion Package of Bond and Related Measures Approved by the California
Legislature (McLean)
Recommendation: Receive and file this report.
9. Broadcast of City Meetings at Hesse Park (Petru)
Recommendation: Receive and file this report.
10. Del Cerro Fire Settlement Agreement (Evans)
Recommendation: 1) Approve a settlement of $54,000 from the Southern
California Edison Company for damages stemming from the Del Cerro fire which
occurred on July 13, 2005; and 2) Authorize the Mayor and City Clerk to execute
a Release on behalf of the City.
11. Register of Demands (McLean)
Recommendation: ADOPT RESOLUTION NO. 2006- , A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING
CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH
THE SAME ARE TO BE PAID.

12. Review Results of Westside Pilot Area Survey (Ramezani)
Recommendation: Review the results of the Westside pilot area survey
proposing trash and recycling day changes, and direct staff to take needed
action.
13. Residential and Commercial Solid Waste and Recycling Services (Ramezani)

Recommendation: 1) Discuss the contracting options presented for residential and
commercial solid waste and recycling services; 2) Discuss the proposed program
options presented by staff; 3) Authorize R3 Consulting Group, Inc., to prepare a
Request for Proposals for residential and commercial solid waste and recycling
services, and assist the City in the evaluation processes; 4) Authorize staff to
circulate a Request for Proposals; and 5) Direct staff to implement the proposed
Process Integrity Procedures.
14. Consider Opposition to Senate Bill 1778, Restriction on the Recycling of Green
Waste Materials as Alternative Daily Cover at Landfills (Ramezani)
Recommendation: Consider writing an opposition letter to Senate Bill (SB) 1778
(Alarcon), which would place restrictions on the recycling of green waste
materials as alternative daily cover (ADC) at landfills by eliminating the diversion
credit for cities currently allowed for green materials used as ADC.
15. AB 2987 "The Digital Infrastructure and Video Competition Act of 2006" [Nunez]
(McLean)
Recommendation: Consider taking a position on AB 2987, "The Digital
Infrastructure Competition Act of 2006" (Nunez).
16. Format of City Council Minutes (Petru)
Recommendation: Provide direction to staff regarding the format of City Council
minutes.
17. Community Advisory Board for Ponte Vista (Evans)
Recommendation: Appoint three representatives to Councilwoman Janice
Hahn's Community Advisory Board for Ponte Vista.
18. Appointment of a City Representative to the Los Angeles County West Vector
Control District Board (Petru)
Recommendation: 1) Appoint a City representative to the West Vector Control
District Board for a two or four year term; and 2) Direct the City Clerk to notify the
District of the appointment.
