Repair of the Tarapaca Storm Drain (Dragoo) Recommendation: Review and reconfirm by a four/fifths (4/5) vote, the Council’s previous action on December 21, 2004 to authorize staff to conduct an informal bid process to repair the Tarapaca Storm Drain. 2. Interim Improvements to Barkentine/Seacove and Other Miscellaneous Drainage Improvements (Dragoo) Recommendation: Review and reconfirm by four/fifths (4/5) vote, the Council’s previous action on October 18, 2005, to authorize staff to conduct an informal bid process to construct interim improvements to Barkentine/Sea Cove and other miscellaneous drainage improvements. 3. Pontevedra Emergency Storm Drain Repairs (Dragoo) Recommendation: Review and reconfirm by a four/fifths (4/5) vote, the Council’s previous action on December 6, 2005 to authorize staff to conduct an informal bid process to repair the Pontevedra storm drain line. Motion to Waive Full Reading Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title. 5. Approval of the Minutes (Petru) Recommendation: Approve the minutes of September 20, 2005. 6. Adoption of Ordinance No. 437 - Code Amendment to Chapter 17.11 - "Affordable Housing" [This Ordinance was introduced at the March 7, 2006 meeting] (Pfost) Recommendation: ADOPT ORDINANCE NO. 437, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES APPROVING A CODE AMENDMENT THAT REVISES MUNICIPAL CODE CHAPTER 17.11, "AFFORDABLE HOUSING." 7. Fabrication and Installation of Whale Boat Enclosure by Taylor Studios Inc. at Point Vicente Interpretive Center (Rosenfeld) Recommendation: Increase amount of Taylor Studios Inc. contract by $40,000 from $562,279 to $602,279 to construct a whale boat enclosure at Point Vicente Interpretive Center. The total budget for Phase 1 exhibits remains unchanged. 8. Appeal of the Planning Commission's Decision Denying Case No. ZON2006-00085 (Variance and Coastal Permit) (Pfost) Recommendation: ADOPT RESOLUTION NO. 2006- , DENYING THE APPEAL AND THEREBY UPHOLDING THE PLANNING COMMISSION’S DECISION TO DENY THE APPLICANT’S REQUEST FOR A VARIANCE AND COASTAL PERMIT TO CONSTRUCT A SWIMMING POOL AND SPA WITHIN THE COASTAL STRUCTURE SETBACK ZONE. 10. Long Point (Terranea) Resort Hotel Project: ZON2006-00036 (Revision ‘D’ to Conditional Use Permit No. 215, et. al) (Mihranian) Recommendation: 1) Adopt Resolution No. 2006- , approving Revision ‘D’ to Conditional Use Permit No. 215, et. al. amending the adopted Conditions of Approval to allow for a 9-hole short game golf academy rather than a 3-hole golf practice facility with a driving range; and, 2) Approve, via minute order, the applicant’s request to allow minor modifications to the layout of the project’s site plan through a determination that the minor changes are in substantial compliance with the site plan originally approved by the City Council in 2002. 9:30 PAUSE TO CONSIDER REMAINDER OF THE AGENDA REGULAR NEW BUSINESS: 11. Report on Land Movement Within the Landslide Moratorium Area Outlined in Blue (A Portion of the Seaview Tract) (Rojas) Recommendation: 1) Review the City Geologist’s report on recent movement in the Klondike Canyon landslide area; 2) Consider whether to adopt an Urgency Ordinance on April 4, 2006 that would repeal Municipal Code section 15.20.040.K, thereby removing the more lenient development restrictions afforded to the area outlined in blue, making the area subject to the more stringent development restrictions contained in Municipal Code section 15.20.040.H, which apply to the entire moratorium area outlined in red; and, 3) Adopt Urgency Ordinance No. , thereby extending the temporary moratorium that was originally established by the City Council on November 15, 2005 an additional thirty (30) days to April 20, 2006. 12. Temporary Location for Seniors Center (Peterson) Recommendation: Authorize the Peninsula Seniors to file a Special Use Permit application to allow two rented trailers, including an office trailer and a portable classroom, to be temporarily located at Abalone Cove Shoreline Park. Facility Rental at Founders Park (Waters) Recommendation: Provide direction to staff on options in Trump National Golf Club’s proposed management plan for Founders Park. Option 1: Maintain Founders Park as a passive park with no regular rentals. Option 2: Trump National to manage Founders Park rentals, limited to one event per day, with the City receiving $420 for each resident rental and $750 for each non-resident rental. Approve an agreement with Trump National to manage rentals at Founders Park. 14. Request to Rename Ocean Trails Drive (Evans) Recommendation: Consider the request from the Trump Organization to rename Ocean Trails Drive, Trump National Drive. 15. City Manager Succession Plan (Evans) Recommendation: Develop a strategy for the recruitment and selection of a City Manager. 16. Traffic Signal Priority List (Dragoo) Recommendation: 1) Consider whether or not to remove this matter from the table, and; 2) If removed from the table set a date for consideration.
