APPROVAL OF CONSENT CALENDAR:
A. EMERGENCY STORM DRAIN PROJECTS
1. Repair of the Tarapaca Storm Drain (Dragoo)
Recommendation:
Review and reconfirm by a four/fifths (4/5) vote, the
Council’s previous action on December 21, 2004 to authorize staff to conduct an
informal bid process to repair the Tarapaca Storm Drain.
2. Interim Improvements to Barkentine/Seacove and Other Miscellaneous Drainage
Improvements (Dragoo)
Recommendation:
Review and reconfirm by four/fifths (4/5) vote, the Council’s
previous action on October 18, 2005, to authorize staff to conduct an informal bid
process to construct interim improvements to Barkentine/Sea Cove and other
miscellaneous drainage improvements.
3. Pontevedra Emergency Storm Drain Repairs (Dragoo)
Recommendation:
Review and reconfirm by a four/fifths (4/5) vote, the
Council’s previous action on December 6, 2005 to authorize staff to conduct an
informal bid process to repair the Pontevedra storm drain line.

4. Motion to Waive Full Reading
Recommendation:
Adopt a motion to waive reading in full of all ordinances
presented at this meeting with consent of the waiver of reading deemed to be
given by all Council Members after the reading of the title.
5. Approval of the Minutes (Petru)
Recommendation:
Approve the minutes of February 4, 2006.
6. Adoption of Ordinance No. 434 - Regulating Peddling and Amending the Rancho
Palos Verdes Municipal Code [This Ordinance was introduced at the February
21, 2006 meeting.] (Petru)
Recommendation:
ADOPT ORDINANCE NO.434, AN ORDINANCE OF THE
CITY OF RANCHO PALOS VERDES REGULATING PEDDLING AND
AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE.
7. Adoption of Ordinance No. 436 - Regulating Massage Establishments and
Amending the Rancho Palos Verdes Municipal Code [This Ordinance was
introduced at the February 21, 2006 meeting.] (Petru)
Recommendation:
ADOPT ORDINANCE NO. 436, AN ORDINANCE OF THE
CITY OF RANCHO PALOS VERDES REGULATING MASSAGE
ESTABLISHMENTS AND AMENDING THE RANCHO PALOS VERDES
MUNICIPAL CODE.

8. State Office of Traffic Safety Grant Application (Petru)
Recommendation:
Authorize the City to act as the pass-through agency for a
$14,954 grant awarded to the Lomita Sheriff’s Station by the State Office of
Traffic Safety (OTS) for the 2006 Seat Belt Compliance Campaign.
9. January 2006 Treasurer’s Report (McLean)
Recommendation:
Receive and file the January 2006 Treasurer’s Report for the
City of Rancho Palos Verdes.
10. Register of Demands (McLean)
Recommendation:
ADOPT RESOLUTION NO. 2006- , A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING
CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH
THE SAME ARE TO BE PAID.

11. Code Amendment to Chapter 17.11 - "Affordable Housing" [Continued from January
17, 2006] (Pfost)
Recommendation:
INTRODUCE ORDINANCE NO. ,AN ORDINANCE OF
THE CITY OF RANCHO PALOS VERDES APPROVING A CODE AMENDMENT
THAT REVISES MUNICIPAL CODE CHAPTER 17.11, "AFFORDABLE
HOUSING" by title only, waive further reading, and introduce the ordinance.

12. City Advisory Board Chairs (Petru)
Recommendation:
1) Appoint Chairs for the Planning Commission, Finance
Advisory Committee and Emergency Preparedness Committee; and, 2)
Schedule interviews for Chair of the Traffic Safety Commission on April 18,
2006.
13. Palos Verdes High School Pool Project (Petru)
Recommendation:
Consider making a pledge to contribute funding for the
construction of a new pool at Palos Verdes High School.
14. Status of the Equestrian Committee (Fox)
Recommendation:
Provide staff with direction on the status of the Equestrian
Committee.
15. Border Issues Status Report (Fox)

Recommendation:
Review the current status of border issues and provide
direction to staff, as appropriate.
16. Eastview School District Legislation (Evans)
Recommendation:
Consider directing city staff to work with appropriate staff
from the Palos Verdes Peninsula Unified School District and the Los Angeles
Unified School District to identify issues, and potential resolution of those issues,
in regard to revising school district boundaries to include the Eastview
neighborhood in the Palos Verdes Peninsula Unified School District.
17. Traffic Signal Priority List (Dragoo)
Recommendation:
1) Approve a Citywide Traffic Signal Installation Priority List;
and, 2) Direct staff to present an updated Traffic Signal Priority List to City
Council annually.
18. Proposed 2006-2007 Agenda and Calendar for the Finance Advisory Committee
(McLean)
Recommendation:
Review and approve the proposed Finance Advisory
Committee - Proposed Calendar and Agenda of Meetings - 2006-2007 and
provide staff and the Finance Advisory Committee with clarification and
affirmation of the proposed agenda topics.
19. Application to the Annenberg Foundation for Planning Grant Funds (Rojas)
Recommendation:
1) Approve the grant application to the Annenberg
Foundation for planning grant funds to create a “Vision Plan” for the City’s key
open space areas; and 2) Authorize City staff and the City Council’s Open Space
Acquisition ad hoc sub-committee to participate in the planning process.
20. AB 2015 - AQMD Board Municipal Membership (Evans)
Recommendation:
Consider sending a letter of support for AB 2015.
21. Budget Meeting Schedule for FY 06-07 (Petru)
Recommendation:
Select two dates in mid April to early May for the City
Council budget review sessions (only one date may be necessary).
22. Future Agenda Items (Evans)
Recommendation:
Review the list of future City Council agenda items prioritized
by the City Council and direct staff to agendize the highest priority items within
the next two months.
